Respondents must submit comprehensive product data, certifications, technical literature, manuals, warranty documents, a minimum of three letters of recommendation from prior clients, a completed cost proposal on the provided form, a current certificate of insurance, a W-9 form, and a signed solicitation response form. 10.2. Each proposal must be labeled separately to ensure clear identification of the different alternatives submitted by the same respondent.

Section B: Scope of Work and Specifications

1. Background and Project Overview

1.1. Fayette County Public Schools is a top-ranked public school district in Georgia, serving approximately 19,000 students across Brooks, Fayetteville, Peachtree City, Tyrone, and Woolsey. The district consistently ranks in the top 5% of public school systems in the state. The district has 25 schools total, including 14 elementary schools, 5 middle schools, 5 high schools, the Fayette LIFE Academy, and the Center for Innovation.

1.2. The District seeks a qualified Contractor to establish a multiyear contract for student transportation school buses. Over the contract term, the District anticipates procuring multiple 48- to 54-passenger special-needs buses and 72-passenger general-use buses.

2. Design/Technical Requirements and Specifications

2.1. Attached to this request for proposals (RFP) are two appendices containing specifications for each bus type. Offerors must review, complete, and return these appendices with their proposals.

3. Performance and Service Requirements

3.1. Warranty service must be performed at Transportation (939 Goza Road, Fayetteville, GA) unless the repair cannot be performed by a mobile technician.

Section C: Evaluation of Proposals

1. Evaluation Committee

1.1. All proposals deemed responsive will be evaluated by an evaluation committee composed of project administrators and end users.

1.2. The evaluation process will be based on the following criteria:

1.2.1. Qualifications and experience

1.2.2. Submitted proposal quality

1.2.3. Price and cost

-5-

2. Evaluation Methodology

2.1. The evaluation committee will assess all responsive technical proposal components using a 100-point weighted system. Non-cost criteria will be initially rated using a four-tier qualitative scale, which converts directly to baseline points as defined below:

2.1.1. Excellent (4 Points): The proposed solution fully complies with all specification requirements and serves as the highest benchmark in the evaluation process.

2.1.2. Good (3 Points): The proposed solution complies with the core specification requirements and meets the project’s intended goals, though minor elements may be lacking.

2.1.3. Fair (2 Points): The proposed solution only partially complies with the specification requirements and requires modification to meet the project's intended goals.

2.1.4. Poor (0 Points): The proposed solution fails to comply with the specification requirements, or the specification is omitted entirely.

2.2. Final Point Calculation: The baseline points awarded by evaluators will be converted into weighted points using the following distribution matrix:

2.2.1. Qualifications and Experience: Weighted at 30% of the total allocation (Maximum 30 Points). Calculated as: (Evaluator Baseline Points / 4) x 30.

2.2.2. Submitted Proposal Quality: Weighted at 40% of the total allocation (Maximum 40 Points). Calculated as: (Evaluator Baseline Points / 4) x 40.

2.2.3. Price and Cost: Weighted at 30% of the total allocation (Maximum 30 Points).

2.3. Cost Evaluation Formula: Cost proposals will be evaluated mathematically. The lowest responsive proposed cost will automatically receive the maximum allocation of 30 points. All other higher cost proposals will be evaluated proportionally using the following formula:

2.3.1. Points = (Lowest Proposed Cost / Respondent's Proposed Cost) x 30.

2.4. The committee is the sole and final arbiter for awarding points and determining whether a proposed solution complies with the specifications and project goals.

3. Interviews and Presentations

3.1. Post-proposal interviews and presentations may be required in person at the direction of the evaluation committee. Submission of a proposal does not

-6-guarantee an interview or presentation, and selection remains at the sole discretion of the committee.

4. Contract Award and Negotiations

4.1. Following the conclusion of the evaluation process, the evaluation committee will issue a recommendation for award.

4.2. The committee reserves the right to reject any or all proposals. A recommendation for award does not guarantee a contract, and final approval from the Superintendent, the Board of Education, or both may be required. Following the recommendation for award, the Superintendent or their designee may engage in final negotiations with the selected respondent.

Section D: General Terms and Conditions

The Fayette County Public Schools (FCPS) General Terms and Conditions are attached to this solicitation and are available on the Purchasing Department website under the heading "Vendor Terms, Conditions, and Forms." 1. Contract Incorporation

1.1. This solicitation will be incorporated into any resulting contract. If this solicitation and the resulting contract conflict, Fayette County Public Schools will determine the controlling method.

3. Substitutions and Alternates

3.1. Products similar to or other than those specified may be acceptable if they comply with all specification requirements and are of equal or superior quality.

3.2. The respondent must provide substantiation that the proposed substitution or alternative does not violate any manufacturer's patent, patent allowed, or patent pending, and that the proposed alternative meets the specifications included in this solicitation.

-7-

3.3. The school system is the sole arbiter of specification compliance and alternative acceptability. No pre-proposal approval will be given for a proposed alternative.

4. Insurance Requirements

4.1. Respondents must submit a current and valid certificate of insurance (COI) in accordance with the General Terms and Conditions and the specifications included in this solicitation.
