About this file
This Request for Proposals (RFP) is issued by the Town of Dillon, Colorado, seeking a professional consultant to perform wetlands delineation and topographic survey services for two municipal lots (Lots 50 and 135) located on Little Beaver Trail adjacent to Straight Creek and Interstate 70. The project requires a comprehensive approach including four primary tasks: 1) initial site background gathering, 2) wetlands field delineation using industry standard practices, 3) completing a topographic survey with one-foot contour intervals, and 4) obtaining wetlands approval from the United States Army Corps of Engineers (USACE). The RFP was released on June 12, 2025, with a pre-proposal site meeting scheduled for July 1st, 2025, and proposals due by July 10, 2025, at 4:00 pm MDT. Proposals will be submitted electronically through the Rocky Mountain ePurchasing System, with potential shortlist interviews anticipated in June/July 2025 and bidder selection targeted for completion by August 1, 2025.
The RFP outlines detailed proposal requirements, including consultant qualifications, prior experience, proposed timeline, cost breakdown, and references. Bidders must provide a comprehensive fee schedule itemizing hours, billing rates, travel costs, and reimbursable expenses, with strict instructions to avoid lump-sum pricing. The Town will evaluate proposals based on criteria such as proposal quality, understanding of wetland delineation processes, consultant reputation and experience, alignment with town interests, proposed approach, and interview performance. The selected consultant will be required to produce a wetlands report with mapping, a 24"x36" topographic survey, PDF and AutoCAD deliverables, and coordinate with federal agencies for wetlands boundary acceptance. The town reserves the right to reject any proposal and will conduct background investigations to assess bidder qualifications and financial ability.
