INSTRUCTIONS TO OFFERORS

1. SUMMARY

Morgan State University a 247.5-acre urban campus, (exclusive of Morgan View (a 13-acre site located a quarter mile west of the campus, developed with housing alternatives and the Lillie Carroll Jackson Museum located in Bolton Hill, and the Lake Clifton Site)) is located in the northeast quadrant of the City of Baltimore, approximately 4 miles north of the Inner Harbor. The campus is approximately 5 miles south of I-695 (via Hillen Road), 3.5 miles east of I-83 (via Cold Spring Lane), and 3.5 miles northwest of I-95 (via Moravia Road/Cold Spring Lane). The land surrounding the campus is predominantly residential with attractive, established neighborhoods. The Herring Run and Chinquapin Run Stream Valleys, a steep wooded ravine, define both the eastern and northern edges of the campus; the city-owned Montebello Water Filtration Plant and Lake Montebello, located south of Argonne Drive mark the University's southern edge and creates an attractive suburban setting for the campus. The main campus is divided into sectors: North Campus, the Academic Quad, Morgan Commons, West Campus, and South Campus.

The current campus inventory represents a total of approximately 3,568,464 GSF, which includes twenty-two (22) academic facilities, thirteen (13) student support and auxiliary facilities, such as residence halls and a student union, and ten (10) institutional support facilities.

2. INTRODUCTION

This project is necessary to replace the obsolete and non-functional video wall and digital screens in the Atrium and second floor of the Center for Built Environment and Infrastructure Studies (CBEIS). The University would like to engage with a design-assist trade partner who will assist in meeting the University’s expectations and budget to get the maximum value with the assigned budget

3. BACKGROUND

The video wall and digital screens shall be replaced in its entirety to facilitate visits, events, and presentations in the Center for Built Environment and Infrastructure Studies (CBEIS) atrium and second floor to aid in getting Morgan State University to help define the university as a leader in community and business relations.

4. OBJECTIVES

To promptly upgrade the current video wall in the Atrium and upgrade four (4) digital screens while installing a 5th digital screen in the School of Architecture & Planning (SA&P) Dean’s office Suite (CBEIS

104) while employing state-of-the-art technology. The exact size may change to fit within the existing area of the wall. The initiative seeks completion within an expeditious timeframe to ensure efficacy and efficiency, integrating advanced components, site preparation, installation, testing, training, and warranty (2-year workmanship and manufacturer's warranty). The vendor’s capability in sourcing the equipment and delivery should be a factor in the selection process. The shortest possible turnaround for the installation should be considered.

NOTE: The scope of work depicted in the RFP is general with additional information provided in the contract documents. The Contract will govern all phases of this project. The University's Standard Form of Construction Contract is an example only and is provided with this solicitation as a sample of the form of agreement to be executed between the University and the Offeror selected because of this solicitation. The final agreement will reflect commitments made by the Offeror in their Price Proposal/bid.

The University anticipates having a contract in place with the successful Offeror on or about the date noted in the Solicitation Schedule, SECTION 00000.

SECTION 00005

PROPOSALS, EVALUATIONS AND FORMS

A. SELECTION PROCEDURE FOR GENERAL CONTRACTOR CONSTRUCTION SERVICES

This procurement will be conducted in accordance with MSU Procurement Policies and Procedures, Section V.8.16 Multi-Step Sealed Bidding. This process will consist of two phases: Phase 1 – Pre- Qualification Submission, Phase 2 – Price Submission. Each volume must be separately labeled. Each volume must be submitted on the time and date specified.

The Pre-Qualification Phase is intended to be used by the University as a means of classifying a group of General Contractors with a minimum required level of experience and capabilities as Qualified Offerors who will then have their price submissions opened.

Technical Proposals 100 Points TOTAL SCORE 100 Points

The six (6) phases of the solicitation process consist of the following:

1. Expression of Interest:

Interested Offerors should submit an Expression of Interest to the Procurement Officer expressing their interest and intent to participate in this proposal process. Expressions of Interest may be mailed, faxed, or emailed to the Procurement Officer. Expressions of Interest should be submitted to the Procurement Officer no later than the Pre-Proposal Conference. Expressions of Interest are not a requirement; the information assists Procurement in understanding the intended interest of the Project.

2. Pre-Qualification-Technical Proposal Phase (Phase 1):

The University's Qualification Review Committee ("QRC"), established by the Procurement Officer will conduct an evaluation of the Technical Proposal Phase. Offerors will be ranked, and a short-list of the most highly qualified Offerors will be recommended to the Procurement Officer for advancement to the Price-Proposal Phase. The Procurement Officer will review the rankings and the recommended short-list and, upon approval, will notify Offerors of the results of the evaluation.

1. Technical Proposal: All interested Offerors are required to submit a Technical Proposal.

Technical Proposal must be submitted to the Issuing Office by the due date stated in the Solicitation Schedule, SECTION 00000. The Technical Proposals will be evaluated by the

QRC.

i. The University reserves the right to visit the Offerors place of business during the Technical

Proposal Phase, if such a visit is deemed necessary by the QRC to evaluate the Offerors’ capabilities as stated in its proposal.

ii. Firms receiving less than 80 points will not be eligible to move on to the Price Proposal Phase.

3. Oral Presentation Phase:

Oral presentations will not be required as a part of this solicitation.

4. Price Proposal/Negotiation Phase (Phase 2):

Price Proposals/Bids are due at the same time as the Technical Proposal submission, as a separate document from the Technical Proposal.

Only the Offerors with a score of 80 points or higher shall have their Price Proposals/Bids opened.

The most valued responsive, responsible price proposal/bid shall be deemed as the apparent bidder and the scope reviews have been completed as a part of the review period.

5. Review Phase:

The apparent most valued competitive bidder and possibly the next two apparent most valued competitive bidders will be asked to come in for a scope review and verification of the submitted Price Proposal/Bid and technical proposal to determine if the Scope of Work was understood and all required work was included and accounted for in the Price Proposal/Bid. Technical Proposals will be part of the final evaluation selection criteria.

If it is determined by the Price Proposal Evaluating Committee the Scope of Work was not understood and/or all work was not included in the Price Proposal/Bid, the Price Proposal/Bid may be determined as non-responsive and rejected and the second apparent most valued competitive bidder may be awarded the bid. If the Scope of Work was not understood and/or all work was not included by all bidders a BAFO may be requested.

The Procurement Officer will review the recommendations to award and the Price Proposals/Bids recommendations with a Procurement Department Executive Group consisting of members of management designated by the Director of Procurement and Property Control. Upon approval of the Review Committee, the Procurement Officer shall proceed to the sixth and final phase.

6. Award Phase:

The Procurement Officer will perform all required due diligence and prepare the Morgan State University Contract for signature by the Contractor. The Procurement Officer shall present the contract to the Board of Public Works (“BPW”) and request their approval. Upon approval by the BPW, and once signed by the Contractor, the Procurement Officer will execute the agreement on behalf of the University.

The Offeror should include a narrative of sufficient substance to show how their past performance relates to their basic understanding of the project and the site. Provide photos of their completed work if possible.

The Committee will be looking for clarity and insight from the Offeror in terms of their approach to staging, phasing, constructing, and scheduling. Likewise, an understanding of the challenges presented by this project is extremely important; that is, the importance of meeting the schedule for specific milestones, the extent of the site, a description of how you plan to execute your installation, working inside an occupied building (atrium and lobby spaces), handling of site logistics while other work may be occurring in the building at the same time, and working in an occupied academic building. The scoring will be consistent with their level of applicable experience as demonstrated by the Offerors past projects and their relation to this scope of work.

The Committee will score each Offeror on the individuals actually assigned to the Project.

The designated Project Manager, Quality Assurance Officer, Superintendent, and others that will be working full-time on this project must have significant experience on projects of similar size and scope. Each Offeror should clearly define their teams and provide resumes of all management personnel who will be associated with the project.

3. Work Plan (required, but not scored) 0 points

Provide a preliminary work plan (description) as to how you intend to manage the project.

Offerors are strongly encouraged to provide as much detailed information in the project descriptions as possible. All scoring will be based solely on the information provided.

All information must be provided on the forms included with this RFP. Especially important is the contact information for the references provided. Offerers must ensure that contact information provided for each project is accurate with addresses and telephone numbers. It is also strongly suggested that alternate {or even second alternates) points of contact be provided.

Extremely Important: If the references or points of contact or the alternates cannot be reached or refuse to confirm the information provided, that particular project will not be considered or scored. Replacement projects will not be permitted once the submission deadline has passed.

The Committee may contact some or all the references listed on the Offerers forms and may contact other owners who may be referred to them in the course of this evaluation. The Committee reserves the right to contact other references as it deems necessary.

Reference points of contact will be questioned about such items as the Offerers overall performance, organization, cooperation, submission of baseless or inflated claims, management of subcontractors and suppliers, failure to pay any debts as they came due, ability to plan and accomplish work in accordance with project schedules, and quality and organization of personnel. The relationship of the points of contact to the applicant will be established and the title of the points of contact recorded.

Examples of unsatisfactory reports from points of contact or other references include untimely performance, defective work, excessive baseless change order requests, poor coordination of submittals, submission of unreasonable claims, and inappropriate project staffing. While the Offeror may submit letters of reference, listed references may be contacted and interviewed. Information from any source outside the Offerors proposal may be considered in over-all scoring.
