Section A
Executive Summary
The District of Columbia (the “District”) Department of General Services (“DGS” or the
“Department”), on behalf of the Fire and Emergency Medical Services (“FEMS”) and Metropolitan
Police Department (“MPD”), is issuing this Request for Proposals (“RFP”) to solicit the services of an architectural/engineering (“Architect/Engineer” or “A/E”) firm to provide professional design services for the Police and Fire Training Academy, located at Blue Plains-DC Village Lane, 4600
Shepherd Parkway SW, Washington DC 20020 (the “Project”).
The Department seeks to construct a new, properly sized, world-class Police and Fire Training
Academy in the District and is soliciting an A/E to provide design services and a roadmap with options for revitalizing the Project site and creating a combined facility that supports the future growth and the missions of FEMS and MPD.
The Project shall be executed in two design packages:
Design Package A: Program of Requirements (“POR”) and Schematic Design. The
Architect/Engineer shall assist DGS in developing this design package of the Project, including (i) validating the POR; and (ii) Schematic Design, including Furniture, Fixtures, and Equipment (FF&E) layout Drawings with Schedule, Net Zero Energy requirements, and a Civil Master Plan, for all buildings and parking garages at the Project site.
The A/E shall propose a lump sum fee for the Design Package A Title I (items i and ii above) services for the Project listed above, as further described herein (“Design Package A Lump Sum Fee”).
Design Package B: Construction Documents for only Buildings “S1,” “S2,” and Parking Garage “P”.
This design package must include full design services for the Police and Fire Training Academy’s two buildings (Buildings S1 and S2) and one parking garage (Parking Garage P), including (i) Design
Development Documents; (ii) a Permit Set of Construction Documents; (iii) 100% Construction
Documents and Project Specifications; (iv) full Furniture Fixtures & Equipment (“FF&E”) Drawings with Schedule; (v) Cost Estimates at. Schematic Design, Design Development, and 100%
Construction Documents; (vi) Bid Phase; and (vii) Construction Administration for the Project.
The A/E shall propose a lump sum fee for the Design Package B Title I (items i through v above) and
Title II (items vi and vii above) services for the Project listed above, as further described herein
(“Design Package B Lump Sum Fee”).
Together, the Design Package A Lump Sum Fee and Design Package B Lump Sum Fee shall be the
Architect/Engineer’s total compensation for services performed for this Project (together, “Lump
Sum Design Fee”).
A.1 Project Delivery Method and Services to be Performed
The Department intends to implement the construction of the Project through a Design-Bid-Build delivery method. The Department will engage a general contractor (“General Contractor”) based on the completed construction documents. The A/E chosen through this RFP will remain contracted with the Department to provide all necessary Title II Services (Construction Administration
Services), including Preproposal Conferences, Quality Assurance/Quality Control services, and
Close-out process for the permitted set of drawings.
The A/E will work directly for the Department by supporting design oversight and implementation throughout the design and construction phases. A/E will be required to actively participate in the development of the construction documents by providing cost estimating, scheduling, identifying long-lead purchasing items, and performing constructability reviews. The Department expects the construction documents to be completed by the A/E and they will submit and secure the permit from the Department of Buildings (“DOB”).
The design development process for the A/E shall be consistent with the Department’s budget and schedule for the Project. The scope of work (“Scope of Work” or “SOW”) for the Project will be divided into Design Package A and Design Package B, as described above. Initially, as part of Design
Package A, the A/E shall validate the POR and develop a Schematic Design, including FF&E
Drawings, Net Zero Energy Requirements, Civil Master Plan, for all buildings and parking garages at the Project site. As part of Design Package B, the A/E will develop Design Development
Documents, complete Construction Documents and Specifications, and a full FF&E Schedule for
Buildings S1 and S2 as well as Parking Garage P. Also, as part of Design Package A and Design
Package B during the Preconstruction Phase, the A/E shall provide Cost Estimates for the Schematic
Design including FF&E Drawings, Net Zero Energy Requirements, Civil Master Plan for the entire site, Design Development, and 100% Construction Documents. Finally, the A/E shall perform
Bidding and Construction Administration Phase services.
The initial Design Package A services will require the A/E to survey the building support system and/or its components and review the Department’s Facility Management Division’s findings to come up with the ultimate recommendations for the final SOW/POR. The review of all recommendations/options will be performed jointly between the A/E and the Department, and the final determination will be used as the basis of the design (“Basis of Design”).
Design Package A will conclude with the A/E taking the agreed-upon Basis of Design and developing a Schematic Design, including a Civil Master Plan, for all buildings and parking garages at the Project site. Then, as part of Design Package B, the A/E will advance the design for Buildings S1 and S2, as well as Parking Garage P, through Design Development, Permit, and Construction Documents and
Specifications of the Project. The A/E shall provide all of the above-mentioned services in accordance with Section B of this RFP and Attachment A1. The A/E shall submit a cost estimate at various stages of the Project, prior to the development and completion of any reports, construction documents, and project specifications, as indicated in Attachment A1.
Upon completion of the Construction Documents, the A/E shall submit a final detailed construction cost estimate to accomplish the work. It will be the responsibility of the A/E to review all existing documentation, interview key personnel, and conduct site visits and assessments as required to prepare the final Construction Documents.
A detailed Scope of Work and technical requirements and a submittal guide are attached to this RFP as Attachments A1 and A2.
A.2 Coordination to be Performed
The Architect/Engineer shall meet with all the appropriate regulatory agencies, including, but not limited to the Historic Preservation Office (“HPO”), DOB, the District Department of Transportation
(“DDOT”), the District Department of Energy and Environment (“DOEE”), the National Capital
Planning Commission (“NCPC”), the Commission of Fine Arts (“CFA”), DC Water, Pepco, and
Washington Gas, to ascertain zoning analysis, deed restrictions and requirements, traffic study, MPD response/deployment predictive modeling and response analysis utilizing MPD vendor-approved
Deccan International's ADAM 2.0 software, and potential environmental considerations. Upon complying with the aforementioned requirements and satisfactorily addressing all comments in the reviews, the Architect/Engineer shall submit the final permitted documents to the Department.
A.2.1 Project Sustainability Requirements
A.2.1.1 Energy Efficient System: The Project shall be designed such that, at a minimum, all new equipment must meet the Environmental Protection Agency (“EPA”) Energy Efficient Goals and
DOEE goals for Energy Star Certification. The A/E will be responsible for applying for and achieving
Energy Star Certification and filing with DOEE and/or with any other District and/or Federal regulatory agencies.
A.2.1.2 Energy Consumption Requirements: The Department requires that the Project become an energy-efficient building, and the Department requires the A/E to achieve as much energy savings as possible.
