About this file
This Scope of Work document is issued by the District of Columbia Department of General Services for Title-I Services related to a new FEMS and MPD Training Facility at Blue Plains in Southwest Washington, DC. The project involves two design packages for creating a combined police and fire training academy, with the first package (Design Package A) focused on Program of Requirements validation and schematic design, and the second package (Design Package B) concentrating on construction documents for specific buildings. The project encompasses multiple new buildings including two shared program/classroom buildings (S1 and S2), a parking garage, and several specialized facilities for fire and police training, totaling approximately 368,500 gross square feet and 1,170 parking spaces.
The estimated construction cost for Design Package B (Buildings S1, S2, and Parking Garage P) is $156,169,274. The project requires compliance with the DC Green Building Act and DC Net-zero-energy Building Code Requirements. The Architect/Engineer team will be responsible for comprehensive design services, including developing design criteria, creating schematic and construction drawings, preparing cost estimates, obtaining permits, and supporting project communications. Design submissions will be required at 15%, 35%, 70%, and 90% completion, with the 100% Construction Documents to be completed within 90 calendar days from the contract date. The project emphasizes a strategic approach to coordinated construction to prevent disruption of FEMS and MPD daily operations.

Upon complying with the aforementioned requirements and satisfactorily addressing all comments in the reviews, the Architect-Engineer shall submit the final permitted documents to the Department of General Services (the “Department” or “DGS”).
SCOPE OF WORK: The Department, on behalf of the Fire and Emergency Medical Services
(“FEMS”) and Metropolitan Police Department (“MPD”), desires to construct a new, properly sized world-class Police and Fire Training Academy in the District. The selected A/E shall provide design services and a roadmap with options for revitalizing the project site to created a combined facility that supports the future growth and missions of FEMS and MPD, located at Blue Plains – DC Village Lane in Southwest DC (the “Project”).
The Project shall be performed in two design packages. The A/E will assist DGS in developing
Design Package A of the Project, including validating the program of requirements and schematic design for all buildings and parking garages in the Project for the new Police and
Fire Training Academy. Design Package B will include Design Development, Construction
Documents and Project Specifications, Bid Phase, and Construction Administration for
Building “S1”, Building “S2” and Parking Garage “P” by developing the Construction

The Project is located on a steeply sloping, heavily wooded site between two roads that provide access to the Blue Plains campus. One parcel (Site C) is located across the road on a very steep, wooded parcel at some distance from the main campus. The topography currently separates the two academies, and MPD is situated on the higher elevation side. Most of the existing buildings (except 3 MPD buildings) are outdated and require replacement. Surface parking is grossly undersized, but utilities are available on both roads. Each agency has one separate entrance with no road connection between the two. The A/E team shall confirm if the site has no significant limiting factors in zoning or easements except for a bald eagle nesting ground
(with an unconfirmed location).
As described in Attachment 1, stormwater management is minimal and will require significant areas. The A/E shall take a strategically phased approach to the coordinated construction of the
Project to prevent any disruption or hindrance to FEMS and MPD daily operations.
A detailed and site-specific description of the General Requirements and Site Feasibility
Report is included as Attachment 1.
