About this file
This is a Request for Proposals (RFP) issued by the Dorchester County Department of Public Works in Maryland for the supply of crushed stone materials under Bid No. 2026-16. The County seeks to procure five types of crushed stone—AASHTO #3 or MD #2 (600 tons annually), AASHTO #57 or MD #6 (400 tons annually), Washed AASHTO #8 or MD #7 (4,000 tons annually), AASHTO #10 or MD #10 (1,000 tons annually), and MD CR6 or GASAB (2,000 tons annually)—for delivery to the Department of Public Works facility at 5435 Handley Road, Cambridge, Maryland. The contract term is two years, beginning November 2026 and ending November 30, 2028, with an optional one-year extension at the same prices subject to County approval and 30 days' notice prior to expiration. Sealed bids must be submitted to the Dorchester County Council Office, 501 Court Lane, Room 108, Cambridge, Maryland 21613 by 3:00 P.M. on Monday, November 9, 2026, at which time bids will be publicly opened and read. The successful bidder must be prepared to deliver daily quantities of approximately 300 tons minimum; failure to meet this requirement will result in deductions from invoices to cover additional county staff costs. All material must meet current Maryland State Highway Administration specifications for crushed stone, with the exception that MD #10 must contain a minimum of 9 percent 200-mesh material.
Bidders must submit a 5% bid bond with their proposal and, if awarded, provide a performance bond equal to the total bid amount. All bids must be submitted on the County's Standard Bidding Form and must include an Affidavit of Qualification certifying that the bidder and related parties have no convictions or admissions related to bribery or conspiracy to bribe under Maryland law or federal law. Invoicing will be subject to payment within 30 days of delivery, and bidders must provide copies of delivery tickets matching invoices. The County is exempt from excise and sales taxes as a political subdivision, and the successful bidder must be able to bill the County for fuels free of applicable taxes. A certificate of insurance and W-9 form are required. Pricing is to be submitted on a per-ton basis for each stone type, with delivery on an F.O.B. shipping point basis from the supplier's location. The County reserves the right to reject any and all bids, waive informalities, and award based on lowest bid, quality of goods, delivery time, bidder responsibility, previous experience, or other factors deemed appropriate. Contact for questions is Stephanie Newcomb at 410-228-2920 or snewcomb@dorchestermd.gov.
