About this file

This is a Request for Proposals (RFP) issued by the Dania Beach Community Redevelopment Agency (CRA) in Florida for the At Home Dania Beach Residential Beautification Program and Safe At Home Program. The RFP seeks a contractor to provide services for two programs: the Residential Beautification Program, which will provide exterior improvements for 40 eligible homes including pressure washing, minor repairs, painting, and landscaping; and the Safe At Home Program, which will perform critical interior and exterior repairs and accessibility modifications for vulnerable populations such as elderly, veterans, and individuals with disabilities. Proposals are due by November 4, 2024, at 10:00 a.m. EST, with the initial contract term set for 12 months and the potential for up to five one-year renewal periods at the CRA's discretion.

The total annual budget for the programs is $170,000, with $120,000 allocated for the Residential Beautification Program (40 homes) and $50,000 for the Safe At Home Program (30 homes). The CRA is seeking a contractor with experience in residential revitalization, volunteer and sponsor recruitment, and home repairs. The evaluation criteria will assess the strength of the overall proposal, experience with similar projects, innovative approaches, renovation and repair expertise, project completion capabilities, and pricing. The CRA encourages respondents who can bring together community partners, donors, and volunteers and leverage donated materials and labor. The goal of the programs is to eliminate slum and blighted conditions, improve neighborhood aesthetics, and enhance the well-being of residents through home improvements.

INTRODUCTION

The Dania Beach Community Redevelopment Agency (CRA) seeks the Services of a Contractor to work on its At Home Dania Beach Residential Beautification Program. The intent of the RFP is to have a successful Contractor enter into an Agreement with the CRA for the desired services.

The term of the initial Agreement shall be for twelve months from the start of the Agreement. The CRA will retain the option, at its sole discretion, to award up to five (5) renewal periods of one

(1) year each. The selected company will provide services for two different CRA programs:

1) Residential Beautification Program: Exterior pressure washing, minor repairs of facia board/cracks, complete exterior painting, minor landscaping and general beautification improvements for forty (40) eligible homes; and

2) Safe At Home Program: Critical interior and exterior repairs and accessibility modifications to improve accessibility, reduce falls, increase independence, and facilitate aging-in place.

AT HOME DANIA BEACH PROGRAM

One focus of the CRA is the elimination of slum and blighted conditions through residential revitalization. The CRA’s At Home Dania Beach program is a comprehensive and multi-dimensional approach to transforming the residential housing landscape within the Community Redevelopment Area. The Program is designed to improve the well-being of residents through aesthetic appeal, economic vitality and public safety. In addition to reducing slum and blight conditions, growing the tax base and improving neighborhood aesthetics, the Program serves to improve the overall residential neighborhoods.

Residential Beautification Program: Program is designed to help single-family homeowners with the assistance needed to enhance the street-visible appearance of their property. Under the Beautification program, the CRA working with a contractor, aids qualified homeowners through façade painting and limited landscaping. Through participation in the home beautification, these residents help to improve the overall aesthetics of the neighborhood and increase property values.

Target annual budget $120,000.00 for forty (40) houses.

Safe at Home Program: Program provides home modifications for older adults, people with disabilities, and veterans to improve accessibility, reduce falls, increase independence and facilitate aging-in place. The need for sustainable, safe and healthy housing for older adults, people with disabilities, and veterans is dire. Target annual budget $50,000.00 for thirty (30) houses.
