REQUEST FOR PROPOSALS – BANKING SERVICES
SCOPE OF PROJECT/SPECIFICATIONS
A. Introduction
1. Project Overview: The City of Snellville (the City) invites qualified banking institutions to submit proposals to provide banking services as described in the attached statement of work. The City’s objectives are to ensure the highest degree of safety for its financial assets while at the same time managing its banking relations in a cost-efficient manner. The City believes administrative efficiency is enhanced by awarding its commercial banking business to one (1) financial institution. The City prefers to award the contract to a bank with a Bauer Financial Rating of 4 Stars or Greater.
2. Background: The City was founded in 1874 and was incorporated in 1923. It is located in the southern portion of Gwinnett County and is eighteen miles east of Atlanta. The City occupies 10.4 square miles and serves a population of 22,000.
The City provides a full range of services including law enforcement; the construction and maintenance of buildings, parks, streets, storm water drainage facilities, and other associated infrastructure; park and recreational activities; elections; court system;
building inspections; planning and zoning; sanitation and recycling; and general administrative and support activities.
The City uses Tyler Technologies – ERP Pro 10 as its financial software.
3. Request for Proposals Acceptance of Terms and Conditions: Submission of a proposal shall constitute acknowledgement and acceptance of all terms and conditions contained in this Request for Proposals (RFP). The banking institution chosen will be required to enter into a formal contract with the City. Any agreement or contract resulting from the acceptance of a proposal shall be on forms either supplied or approved by the City.
The City reserves the right to reject or modify any agreement which does not conform to the RFP and any City requirements for agreements and contracts.
B. Bank Information (10-page limit) Provide the City with the year your bank was chartered in Georgia, Board Members, CEO, resume of primary Client Services Contact, resume of the primary Treasury Services Contact, Bauer Financial Star Rating, Bauer Financial Due Diligence Bank Performance Report (or bank financials, including the ratios on the Due Diligence Report).

C. Bank Account Structure Proposals are requested for banking services for the City’s operating accounts within the scope of the following descriptions. The City proposes to operate utilizing the following 14 bank accounts.
1. General Fund – This account is the City’s general depository account and receives the majority of the City’s revenues. Receipt of revenues can be in the form of deposits (currency, coin, or check), wire transfer credits, Automatic Clearing House (ACH) credits, or credits from electronic draft capture. The target minimum balance is $1,000,000. Disbursements are made to vendors primarily in the form of checks and some ACH debits.
2. Payroll Account – This account is used to fund the City’s 26 bi-weekly payrolls, and payout of accrued leave balances to certain employees. This account is also the City’s primary account for payroll expenditures, and functions as a Zero Balance Account (ZBA). Bi-weekly disbursements are made to vendors in the form of checks and ACH debits. City employees are paid through a combination of automatic direct deposit and checks.
3. Confiscated Assets State Account – This account is used to hold funds seized by the
Snellville Police Department.
4. Confiscated Assets DEA Account – This account is used to hold funds seized by the

12. Stormwater Fund – This account is used to hold and disburse funds collected from stormwater fees.
13. Excess Tax Sale Funds – This account is used once a year as an in and out account to track the excess revenue received from property tax sales.
14. School Zone Safety Program – This account is used to hold and disburse funds collected by the city’s speed safety program.
During the term of this contract, it may be necessary to add and/or delete accounts due to changes in the City’s operating structure. The awarded financial institution will incorporate these new accounts into this system as if they were a part of the original RFP and will not penalize the City for adding or deleting accounts. In addition, the awarded financial institution will not require a minimum level of activity for all city accounts. The City may divide services among qualifying financial institutions at its discretion.
Provide details on the bank’s process for setting up new accounts. For instance, is the process electronic? Does each account require a signatory? Provide the steps in the bank’s process.
D. Online Banking Services (1-Page limit)
The City currently utilizes an Internet banking product to initiate Automated Clearing House (ACH) transfers and book transfers between accounts when necessary. ACH activity includes both ACH debits related to payroll deductions and transfers to investment accounts and other items. The tool is also used for daily balance reporting, and the City desires to continue using these types of services. Please provide details as to your bank’s capability in providing such services, functions that can be performed, reports available, the security provisions, and if the City will have the capability to create unique templates.
The City is interested in a solution that allows all communication to be handled electronically and provides confirmation of all transmittals.
E. Availability Schedule
The level of available funds will be determined on the following schedule:
1. Items drawn on the depository, wire transfers, ACH deposits, and cash: SAME DAY.
2. Items on local institutions: NEXT DAY.
3. Other items: FEDERAL RESERVE AVAILIBILITY SCHEDULE.
COS260811 8
The above schedules shall be the maximum clearing schedules. If the bank can offer faster clearing services, they should be outlined in the proposal. If the banking institution is using an availability schedule other than the Federal Reserve Schedule, a copy must be attached to the proposal. As noted below in section F, the City expects same day credit for all incoming electronic funds transfers regardless of time or day of receipt.
F. Electronic Funds Transfer (EFT)
The City intends to consider all electronic fund transfers (EFT) received by the bank prior to the end of the business day, as “available for investment” by the City, regardless of the time of actual receipt by the bank. Should an EFT not be received by the bank, as specified above, then the EFT will be traced from origin to destination to ascertain the party responsible for delaying the transfer. If necessary, adjustments will be made as soon as possible for any lost interest or earnings credit.
In the event that an incoming EFT does not arrive by the end of the business day (defined as midnight), interest charged on any overdrawn balances will be calculated using the same formula as earnings on the City’s general (concentration) account.
The selected banking institution must confirm that they can comply with the process described in this section.
G. Interest Earning Account and/or Interest Paid (1-page limit)
Cumulative collected balances in all accounts will earn interest that will be credited and/or placed into the applicable account monthly. Explain the basis of the interest earnings rate in your response. In the response, include the specific index used to calculate the rate.
Provide a history of this index for the time period of July 1, 2025 through June 30, 2026.
H. Collateral Requirements (1-page limit)
All financial institutions acting as a depository for the City must enter into a “depository agreement” requiring the depository to pledge collateral to secure all City funds over and above amounts guaranteed by Federal Deposit Insurance Corporation.
All securities serving as collateral shall be specifically pledged to the City of Snellville (not part of a pooled fund) and placed in a custodial account at a Federal Reserve Bank, a trust department of a commercial bank, or through another financial institution. The type of collateral must be satisfactory to the City, and deposits are to be collateralized at 110% of expected monthly depository balances. The custodian may not be owned or controlled by the depository institution or its holding company unless it is a separately operated trust institution. The custodian shall send monthly statements of pledged collateral to the City, Attention: City of Snellville Finance Manager.
COS260811 9
I. Positive Pay (1-page limit) The City utilizes positive pay for all disbursements to improve internal controls and deter check fraud. This includes all Accounts Payable and Payroll checks. Please provide information as to the bank’s positive pay program and relevant costs for this service.
J. Account Protection (2-page limit)
Describe the checking account protections your bank offers related to ACH draft.
K. Online Security (2-page limit)
Describe the bank’s online security including encryption, administration, user setup, tokenization, and computer restrictions. Describe the security features associated with the bank’s mobile platform.
L. Wire Transfers (1-page limit)
The banking institution shall maintain wire transfer facilities, or offer wire transfers through a correspondent bank to the Federal Reserve Bank for investment purchases or sales and other transactions with other banking institutions. Wire transfer credit and debit notices must be sent to the City’s Finance Manager with three (3) working days.
M. Statement and Reconciliation Services (2-page limit)
Bank Statements – Calendar month-end statements shall be provided for all City accounts and shall be mailed, emailed, or made available via download to the City no later than seven
(7) business days after each month. Paid checks for all accounts shall be listed in serial number sequence with date paid noted within the bank statements, and without any grouping of amounts for posted package lists. If elimination of posted package lists on the bank statements is not possible, a separate monthly list of all paid checks in serial number sequence noting payment date shall be provided.
Monthly Account Analysis Statements – Detailed analysis statements which itemize, price, and specify volume of all activities and fees must be provided for each month for all City accounts.
N. Electronic Accounts Payable (2-page limit, plus file layouts and samples)
The City is interested in beginning to pay vendors electronically, either through ACH or a card, instead of writing checks. Provide information indicating if this is a service your institution can provide and how the service would be provided. Please include any file types you accept, any standards used, and if the City will have the capability to create unique templates. Please provide a sample file containing the reconciliation information (i.e. payee, amount, date, card number). Accounts Payable is a bi-weekly process.
O. Payroll Direct Deposit (1-page limit)
The City pays most employees via direct deposit. Please include any file types you accept, any standards used, and if the City will have the capability to create unique templates. The City has approximately 150 employees and payroll frequency is bi-weekly.
COS260811 10
Pre-notification authorization will be provided one bi-weekly cycle before the first live direct deposit for an employee. The City must be notified within three (3) days of any rejected transactions from the pre-notification.
Direct deposit information will be provided via the bank’s system for initiating ACH debits no later than 5:00 pm EST on the Tuesday prior to the payday. All payroll direct deposits must be available to employees using the City’s bank at the start of the business day on Wednesday.
P. Returned Checks
All returned checks due to insufficient funds will be automatically re-deposited a second time.
Q. Overdrafts (1-page limit)
It is not the intention of the City to overdraw any account. Describe your process for such an event and any charges associated.
R. Equipment Lease (1-page limit)
The City may consider a Master Lease Agreement for the purchase of equipment. Please provide your master lease agreement, Direct Lease Types and Leasing Periods, and detailed procedures. The equipment may include but is not limited to computers, copiers, police vehicles, heavy equipment, or utility trucks. The outstanding principal balance on the aggregate of all such outstanding contracts is not anticipated to exceed $5 million.
The Master Lease Agreement would be used during the agreement period with the Bank.
There will not be RFPs or Bids for leasing during the term of the agreement for leasing purposes. The equipment leased may be subject to an RFP or Bid. The City expects any item available for leasing under the State Law to be eligible for this leasing program. The bank should provide a formula for determining the leasing rate.
S. Credit Card Services (1-page limit)
The City currently accepts credit card payments for all City services. The City is interested in obtaining a competitive rate for this service. Please indicate how the banking institution would provide such services, fee schedules, charges for equipment, funds availability, and other relevant information.
T. Other Innovations, Services, and/or Enhancements (1-page limit)
Please provide any pertinent information regarding additional services the bank may have to offer the City.
U. Compensation
Compensation shall be provided on a direct fee basis and will be debited to the General Fund account. An invoice will be provided monthly to the City within 10 business days following month end, including the analysis statements referred to above. All fees for
