About this file
This is a Request for Proposal (RFP) document from the City of Tampa, Florida for a Municipal Solid Waste Composition Study (RFP #25-P-00383). The City seeks a contractor to conduct a comprehensive waste and recycling composition study that quantifies trash and recycling by volume and weight across four generator categories: residential, commercial, multi-family, and drop-off locations. The study encompasses sampling at multiple collection points including residential carted waste, bulky waste pickups, commercial front-end load dumpsters, compactors, roll-offs, multi-family units, and materials at the McKay Bay Transfer Station and public recycling roll-off facilities. The project deliverables include detailed reports documenting methodology, results, recommendations, composition analysis by material stream categories (food, plastic bottles, furniture, hazardous waste, etc.), comparative analysis with previous studies, and recommendations for zero-waste opportunities. The pre-proposal conference is scheduled for October 23, 2025, with proposal submissions due by November 12, 2025, at 2:00 pm. The anticipated contract term is three years with potential for one additional three-year renewal period. The study must be substantially completed within 12 months, though individual studies may run concurrently to examine seasonal fluctuations in population and weather.
Proposers must demonstrate a minimum of five years of experience conducting composition studies in similar or larger municipalities and provide at least two professional references. Evaluation criteria allocate 25 points for experience, 45 points for project approach, and 30 points for cost, with additional points available for criminal history screening practices and Small Local Business Enterprise (SLBE) participation. Applicants must submit a detailed sampling plan, proposed methodology, timeline, cost proposal, and material stream categories for each generator and waste stream type. Labor rates must comply with Bureau of Labor Statistics regional standards and meet the City's minimum wage requirement of $15 per hour, with the contractor required to perform at least 51% of work using their own forces. Monthly compensation will be based on percentage of work completed, with invoices payable within 45 days under Florida's Local Government Prompt Payment Act. The City retains full ownership of all reports, designs, and materials produced, while the contractor maintains a permanent, non-exclusive license for professional presentations. Proposers must also submit an Accessibility Conformance Report demonstrating compliance with WCAG 2.1 Level AA and Section 508 federal accessibility standards.

Composition Study Performance Schedule – the contract term will be approximately two (2) years to include additional studies that examine seasonal fluctuations in both population and weather. Each study must not exceed 6 months unless approved by the Department Director or designee. Individual studies may run concurrently as to not exceed the two (2) year contract term. Comment by Regina Byrd: 6-months per study conducted in a linear fashion could push the project out over 2-yrs.
Reword or add a statement that studies may run concurrently, and that all studies and related documentation , reporting, and deliverables are to be complete within 12 months or the length of time you deem feasible.
Minimum Qualifications – A minimum of five (5) years of experience performing composition studies with similar or larger size cities and/or counties. Must provide proof of previous experience and a minimum of two (2) references.
Scope of Work – Conduct a waste and recycling composition study to quantify the composition, by volume and weight, of trash and recycling collected in the City of Tampa from four generators: residential, commercial, multi-family, and drop-off. Using a multi-step approach including the sampling categories, scheduling, and sampling; performing the sampling work at the designated location; preparing reports detailing the methodology, results, and recommendations.
Trash and recycling samples are to include residential carted, residential bulky waste pickups, commercial front end load/dumpster, commercial compactor/roll-off, commercial carted, multi-family carted, multi-family compactor/roll-off, and multi-family dumpster.
Drop-off samples are to include all material dumped at the McKay Bay Transfer Station and the public recycling roll-off.
Reports are to include, but are not limited to, the composition by volume and weight of each generator type with appropriate material stream categories (food, plastic bottles, furniture, hazardous waste, etc.), in depth composition of both food and hazardous waste material categories, compared analysis of previous composition studies, other existing waste stream collection comparisons (yard waste, HHW, etc.), opportunities to reach zero waste, and other requested analyses.
Applicants must submit a proposed sampling plan with square footage and resources needed for the sampling location, methodology to include measurements by volume and weight, timeline, costs*, and material streams categories for each generator and waste stream type (trash, recycling, bulky waste, drop-off).
*The City reserves the right to accept all, some, or none of the proposed cost elements. Labor rates must fall within a range, for the region, in accordance with the Bureau of Labor Statistics range of standards for each position listed and meet the City’s minimum wage requirement of $15/hour. Comment by Shelby Lewis: Regina's email input and need to add in excel for applicants to complete for cost proposal. If this needs to go in another section it can be moved.
