Summary: Request for Proposal for Construction Management Services
This is a Request for Proposal (RFP) issued by the Central Contra Costa Sanitary District for construction management and inspection services for the Ultraviolet Disinfection Replacement Project (District Project 100012) at the District's wastewater treatment plant in Martinez, California. The original submittal deadline of October 2, 2026 was extended to November 13, 2026 at 5:00 PM PT via the PlanetBids portal. The project encompasses a 4-5 year construction period beginning mid-2027 with an overall budget of approximately $101 million. The RFP requires proposers to address preconstruction services (constructability reviews, cost estimating, scheduling) and construction phase services (construction management, inspection, and optional safety compliance officer roles). A virtual pre-proposal meeting was held on September 2, 2026, with a deadline for consultant questions set for November 2, 2026, and responses anticipated by November 6, 2026. Central San anticipates selecting the top three scoring firms for interviews in December 2026, with the Board considering the final award in January 2027 and Notice to Proceed expected in February 2027. The agreement duration is five years.
Compensation will be determined on an hourly rate basis with a firm cost ceiling established during contract negotiations. The selected consultant must submit invoices electronically via Procore or email to cppayables@centralsan.org, with payment made within 30 calendar days of invoice receipt. Central San will provide construction trailers, office facilities, utilities, Procore system administration, and electronic document access. Consultants are responsible for mobilizing staff, providing personal protective equipment, obtaining all necessary licenses and permits, and maintaining all required insurance coverage. Proposers must demonstrate minimum qualifications including ten years of business experience in wastewater consulting, prior construction management of at least five projects exceeding $25 million, completion of at least two wastewater treatment plant projects within the past five years involving civil, mechanical, electrical, and controls work, and proficiency with Procore. Key team members including the construction manager, inspectors, scheduler, cost estimator, and optional safety compliance officer must meet specific experience and certification requirements. Disqualifying factors include evidence of collusion, prior unresolved disputes with Central San, incorrect proposal information, and previous contract defaults.

The CM is expected to make initial decisions on questions that may arise regarding the quality or acceptability of materials furnished and work performed, and the manner of performance and rate of progress of the work. The CM is also expected to interpret the Contract's intent and meaning and make initial decisions regarding the Contractor's performance under the Contract and the Contractor's entitlement to compensation.
Depending on the expertise of the selected Proposer, Central San reserves the right to implement a different arrangement of assignments and responsibilities between Central San staff and the Proposer. Whenever Central San determines that it would be in the best interests of the individual project, Central San reserves the right to: 1) use qualified Central San staff or other consultants to provide construction management services; 2) direct the Consultant to integrate qualified Central San staff into their team; or 3) add or subtract scope during contract negotiations and the duration of the contract.

If the business or person submitting this proposal has been debarred, suspended, or otherwise lawfully precluded from participating in any public procurement activity, including being disapproved as a subcontractor with any federal, state, or local government, or if any such preclusion from participation from any public procurement activity is currently pending, the Proposer shall fully explain the circumstances relating to the preclusion or proposed preclusion in the proposal. The Proposer shall include a letter with its proposal setting forth the name and address of the governmental entity, the effective date of this suspension or debarment, the duration of the suspension or debarment, and the relevant circumstances relating to the suspension or debarment. Proposer shall not input, upload, or otherwise disclose to any AI tool any Central San confidential information, personally identifiable information, security-sensitive information, or information exempt from disclosure under the California Public Records Act, unless expressly authorized in writing by Central San. Proposer shall identify AI-assisted content upon request by Central San. Use of AI for clerical functions (e.g., formatting, grammar) need not be disclosed.
F. Restrictions on Autonomous or Safety-Critical Decision-Making. AI tools shall not autonomously generate or recommend engineering decisions that could affect public health, safety, or welfare. AI tools shall not be used to autonomously perform or direct any activity requiring professional licensure or technical judgment.
G. Intellectual Property Compliance. Proposer shall ensure that any AI-generated or AI-assisted content does not infringe upon the intellectual property rights of any third party. Proposer shall indemnify, defend, and hold harmless Central San from any claims arising out of such infringement.
