About this file

This is a Request for Proposals (RFP) issued by the City of Lake Geneva, Wisconsin, for the operation of a seasonal trolley/transport service. The City seeks qualified transportation providers to deliver a fully turnkey, contractor-owned and operated seasonal trolley or transportation service for the 2027 and 2028 summer tourism seasons. The service is being implemented in advance of State Highway 50 reconstruction to ease congestion and reduce downtown traffic during this construction period. The trolley system will operate on an example route with multiple stops throughout the city, including parking areas and recreational facilities. Proposals must be submitted electronically by 12:00 PM Central Standard Time on May 14, 2026, to Chris Bennett, Assistant City Administrator, in PDF format with the filename "CompanyName_LakeGeneva_TROLLEY_2026.pdf." The service will commence May 1, 2027, and operate through October 1, 2028, with specific operating timeframes designated as shoulder season (Friday-Sunday, 11 a.m. to 7 p.m., one trolley) and peak season (daily service with one trolley weekdays and two trolleys Friday-Sunday, 11 a.m. to 7 p.m.). No site visits or bidder's conferences are mentioned in the RFP.

The City employs a contractor-owned turnkey model in which the selected contractor owns and provides all vehicles, manages staffing and operations, maintains and insures vehicles, provides vehicle storage, manages dispatch and operations, and delivers all-inclusive service. The City's responsibilities are limited to contract oversight only. Proposers must submit detailed cost breakdowns including hourly operating rates for driver labor, maintenance, and cleaning across shoulder and peak seasons, along with a grand total operating cost structured as a fixed seasonal or annual fee. Evaluation criteria include relevant experience (25%), cost and value (25%), operational approach (20%), service quality (15%), and local understanding (15%). Proposals must be ADA-compliant, professionally staffed, and include weekly and monthly ridership reports and end-of-season evaluations. An optional additional bid for intermittent weekend special event use is available. Questions must be submitted in writing by May 12, 2026, and all responses will be posted as addenda on the City's website. The City reserves the right to reject any or all proposals, request clarifications, conduct interviews, and negotiate final terms with the selected firm.
