UNIFORM ALTERATIONS
1.0 INTRODUCTION
The Marine Corps Recruit Depot, San Diego (MCRD San Diego) Retail Clothing Branch has a requirement for uniform tailoring services for Marine Corps Recruits, Drill Instructors, Recruiters and Career Planners stationed at MCRD San Diego.
Note: Definitions and Acronyms used throughout this Performance Work Statement (PWS) are located in PWS
Sections 13.0 and 14.0.
2.0 BACKGROUND
MCRD San Diego and Weapons Field Training Battalion, Marine Corps Base, Camp Pendleton (WFTBN, MCB Camp Pendleton), train Marine Corps Recruits, Drill Instructors, and Recruiters. During training, these
Marines are issued a variety of uniforms for wear throughout their Marine Corps career. The uniforms they receive must be tailored to meet Marine Corps standards as set forth in the Marine Corps Uniform and
Alterations Manual “TM 10120-15/1B” (see PWS Appendix 1). This requirement is for tailoring services of
Marine Corps uniforms to comply with TM 10120-15/1B and as set forth in the schedule and the Performance
Work Statement (PWS). Fitting and marking actions are all conducted at MCRD San Diego.
3.0 SCOPE OF WORK
3.1 The Contractor shall provide properly fitted military uniforms on a continual schedule for the following MCRD San Diego personnel:
Recruits (both Regular Recruits and Reserve Recruits);
Drill Instructor Students;
Recruiter School Students; and
Career Planner Students
3.2 Additionally, the Contractor shall provide MCRD San Diego with on-scheduled and unscheduled supplemental alteration services upon request, including: Accelerated Delivery and Emergency
Delivery, as required under this PWS.
3.3 The estimated “Job” quantities (or complete uniforms to be tailored) are based on government personnel supported by this contract. These quantities, which are identified in the contract schedule’s line items (i.e. CLINS), represent the Government’s best estimate on an annual basis. The Government reserves the right to modify the uniforms to be tailored and schedule for uniform tailoring service at
MCRD San Diego.
3.4 Uniform Issues per Recruit/Student: Each uniform garment is issued per individual, which is categorized by type of military personnel. All garments may require tailoring services with the exception of male short sleeve shirts, which may only require chevrons, as indicated below. All female shirts, however, may require alterations along with chevrons. Appendix 4, Uniforms, contain all uniforms that require tailoring. Non-commissioned officer (NCO) stripes, as indicated in Appendix 3, are in addition to any other required uniform alterations.
4.0 GENERAL REQUIREMENTS
4.1 The Contractor shall furnish all required labor, tools, equipment, management, and supervision necessary for the performance of all operations incidental to the marking, fitting, and alterations of male and female military uniform clothing.
4.1.1 The Contractor shall have all required equipment, material and personnel available for full performance of all services by the contract period of performance start date.
4.1.2 The Contractor shall furnish all materials except those items listed in paragraph 5.2.1 of this
PWS.
4.1.3 The Contractor shall furnish all facilities for the performance of this contract, except for the marking, fitting and refitting locations, which shall be the Clothing Building 662 at MCRD, San
Diego, California.
4.1.4 The alterations of uniforms by the Contractor shall be accomplished in accordance with strict time frames dictated by training schedules. Each separate training command has its own training schedule for each company of Recruits, class session of Drill Instructors, class session of Recruiters and class session of Career Planners. The Government, along with the Contractor, must work closely to ensure all uniforms are fitted, tailored, and returned to the individual within the time frames established by the training schedules and incorporated into this contract.
4.1.5 The Contractor shall develop and provide the transportation logistics to move their personnel and government uniforms between their offsite location of business operation and the MCRD
San Diego Retail Clothing Branch.
4.2 Operating Hours: Normal working hours for the Retail Clothing Branch are defined as 0630 to 1600
Pacific Time (PT) (6:30 A.M. to 4:00 P.M.) Monday through Friday. The contractor will complete all uniform markings and fittings in building 662, and shall be available to work in Bldg. 662 within 45 minutes. Generally, the Contractor will be required to work on Federal Holidays. There may be some exceptions pending MCRD’s mission.
There are ten (10) federal holidays currently recognized by the U.S. Marine Corps*:
New Year’s Day Labor Day
Martin Luther King Jr.’s Birthday Columbus Day
President’s Day Veteran’s Day
Memorial Day Thanksgiving Day
Independence Day Christmas Day
*And any other day determined to be a holiday by the President of the United States.
4.2.1 Overtime and Other Special Requirements.
4.2.1.1 The Contractor shall complete all required uniform alterations (markings, fittings and refitting) within the government’s normal working hours. All contract deliveries and performances shall be accomplished during the hours of 6:30 A.M. to 4:00 P.M. The hours of operations identified will be Pacific Time zone. The above hours may be changed by mutual agreement between the Contracting Officer’s Representative (COR) and the Contractor.
4.2.1.2 The contractor shall ensure that key personnel on duty have the competency to conduct normal business hours and any overtime determined necessary by the Contractor to accomplish the work load shall be considered the Contractor’s management decision.
4.2.1.3 When a holiday falls on a Sunday, the following Monday is observed. When a holiday falls on a Saturday, the preceding Friday is observed.
4.2.1.4 Observance of such days by Government personnel shall not otherwise be a reason for an additional period of performance, or entitlement to compensation except as set forth within the contract.
4.3 Work Schedule Adjustments Due to Base Closure. The Contractor, when deemed “Mission
Essential” (see 4.4 below), will be expected to provide service in the event of a base closure due to national emergencies, inclement weather conditions (snow and ice storms, hurricanes, tornadoes, earthquakes, fires, riots, etc.) and other emergency situations; applicable notifications will be provided by television announcements, radio announcements, telephone, verbal means, MCB information systems, etc.; unless otherwise instructed by the Contractor Officer Representative (COR) or MCRD
Government representative upon receiving notification by one of the above mediums that the installation has returned to normal operations, the Contractor shall resume normal work hours by next business day.
4.4 Continuation of Essential Contractor Services. MCRD and the functions it performs in support of the United States Marine Corps Recruits have been identified as “Mission Essential”. Therefore, the services performed under this contract are considered “Essential Contractor Service”.
4.4.1 Essential Contractor Service means a service provided under a contract to DoD to support mission-essential functions.
4.4.2 The Government has identified all of the Contractor services performed under this contract as
“Essential Contractor Services” in support of mission essential functions. It is likely that the volume and overall amount of services required will be somewhat less, depending on the emergency situation; however, all services identified in this Performance Work Statement will continue to be a requirement.
4.4.3 Pursuant to DFARS 252.237-7023 “Continuation of Essential Contractor Services” the contractor shall perform in accordance with the contractor’s Mission Essential Contractor
Services Plan when directed by the Contracting Officer (or appropriate functional commander or civilian equivalent).
4.5 Contractor Personnel. The Contractor shall be required to furnish a sufficient number of qualified personnel to accomplish all work required within the time frames set forth in the delivery schedule of this contract. The Contractor is required to staff appropriately to complete tasks within the given time frame.
4.5.1 The Contractor shall be required to provide continuous and uninterrupted fitting service during the conduct of any scheduled clothing appointment. In the event the contractor's employees require breaks or rest periods during a scheduled clothing appointment, the Contractor shall devise a system that provides uninterrupted fitting service.
4.5.2 The Contractor's employees shall observe and comply with all MCRD San Diego rules and regulations (including those applicable to the safe operation of equipment and vehicles). Upon request, the Government will provide digital copies of all pertinent installation rules and regulations in cases where they are not available on internet websites (Refer to Appendix 7).
4.5.3 The Government shall require the Contractor to remove any employee found to be under the influence of alcohol, drugs, or any other incapacitating agent from the job site. The removal from the job site of such person(s) shall not relieve the Contractor of the requirement to provide sufficient personnel to perform adequate and timely services.
4.5.4 Contractor personnel shall not loiter in or around the Government installation.
4.5.5 The Contractor shall establish a minimum dress standard to ensure that the attire of those personnel conducting business aboard MCRD San Diego presents a neat and tidy appearance
(i.e. no ripped, torn or soiled clothing).
4.5.6 The Contractor shall not employ active duty military personnel or any career civil service employee to perform work under this contract.
4.5.7 During performance under this contract, if the Contracting Officer notifies the Contractor, in writing, of any noncompliance in the performance of this contract regarding safety and health rules and requirements prescribed by applicable federal, state, and local laws, ordinances, and codes, and the Contractor fails to take immediate corrective action, the Contracting Officer may order the Contractor to stop all or part of the work until satisfactory corrective action has been taken. Such an order to stop work shall not entitle the Contractor to an adjustment of the contract price, reimbursement for any resulting increased costs, or an adjustment of the delivery or performance schedule.
4.6 Contract Management. The Contractor shall provide the necessary resources to manage, perform, and administer the contract.
4.6.1 The Contractor shall provide a primary point of contact who shall be responsible for contract performance. The POC shall be available during the Government’s normal working hours as defined in paragraph 4.2. The Contractor shall also designate an alternate, who shall be authorized to act for the POC when the POC is unavailable due to absence or weekends outside of the regular operating hours provided in PWS Subsection 4.2. The POC (or contractor-authorized alternate) shall have full authority to act for the Contractor on all contract matters.
4.6.2 The POC and his/her alternate shall be designated in writing to the Contracting Officer and
COR within three (3) working days after the contract award date or (1) day after replacement.
(Deliverable 8.1)
4.7 Subcontract Management. The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement.
4.7.1 The prime Contractor shall manage work distribution to ensure there are no Organizational
Conflicts of Interest (OCI).
5.0 ALTERATION SERVICES
5.1 Overview. The issue and fitting process for all uniforms altered under this contract has evolved over the years into a streamlined operation, considering the volumes of personnel fitted for uniforms. The following provides an overview of the initial issue and fitting of uniforms prior to actual alteration by the Contractor.
5.1.1 Government personnel are responsible for the issue and initial "rough" fitting of all individuals receiving uniforms. The "rough" fitting is simply issuing an individual the proper size of uniform garment. This initial issue and fitting is commonly referred to as “being seen on the
‘phase line’".
5.1.2 Following the phase line, individuals proceed to the Alterations Bay. There the contractor's personnel shall identify discrepancies in the fit of the garments that do not meet the requirements of the TM 10120-15/1B. The contractor’s personnel will mark, as appropriate, all alterations required to correct the discrepancies.
5.1.3 Upon completion of all alteration markings, the markings on the uniform are recorded by a
Government employee, the Alteration Bay Manager (ABM) using a tracking system to be provided by the contractor. The ABM records all alteration marks and, if necessary, challenges any alteration that is determined to be excessive. If the ABM determines an alteration to be excessive, the ABM will report it to the Contracting Officer’s Representative (COR). If the
Contractor and the COR cannot agree on whether an alteration is excessive, the Contractor will notify the Contracting Officer (KO) and provide explanation as to why the alteration is not considered to be excessive. The KO will make the final decision as to whether or not the alteration is excessive.
5.2 Material and Supplies.
5.2.1 Contractor Furnished Materials: All materials and supplies, unless otherwise specified, shall be provided by the Contractor. At no time will any material and/or supplies be used that deviates from the original intended design, appearance, or standard required by the Marine Corps as specified in the latest TM 10120-15/1B. All applicable materials furnished by the Contractor must be Berry compliant (Ref Berry Amendment (USC, Title 10, Section 2533a)).
5.2.2 Government Furnished Materials: The Government will provide the following items for all alterations: uniforms, chevrons, NCO stripes, name/service tapes, blue coat, collars for blue coat, service coats, long and short sleeve shirts, epaulets, belt loops, and pocket flaps (excluding snaps). During the course of this contract, uniform issues and items may change. The materials furnished by the Government may be revised to incorporate the changes to uniform issues and items.
5.3 Workmanship.
5.3.1 Alteration Markings: All alteration markings shall be made by qualified Contractor personnel who are both experienced and familiar with altering military uniform clothing. Alteration marking shall be performed while the garment is on the individual being fitted and shall include all markings necessary to alter the garment to within the tolerances specified in TM 10120-
15/1B. All alterations shall be in conformance with TM 10120-15/1B and shall include pressing seams and cuffs flat, and removal of any chalk markings.
5.3.2 Sewing, Stitching, Cutting, and Tailoring: All sewing, stitching, cutting, and tailoring shall be performed by qualified Contractor personnel and shall conform to the original intended appearance of the garment within the tolerances permitted by TM 10120-15/1B.
5.3.3 Original Design: No uniform alteration shall be made which will alter or change the basic design or appearance of the uniform. Further, no uniform alteration shall be made which will deviate from the normal alteration method specified in TM 10120-15/1B.
5.3.4 Alteration to Linings: Alterations to linings of the blue coat and service coats are considered part of altering the blue or service coat. No additional fee will be paid for these alterations.
5.3.5 Fitting: The Government fitters are responsible for providing Recruits and Students with the proper size uniforms. To avoid excessive alterations to a uniform provided by the Government fitter, the Contractor should identify to the Government that a different size of uniform is needed. See paragraph 5.1.3 above regarding excessive alteration disputes.
5.3.6 Sewing on of Name and Service Tapes: Name and service tapes shall be sewn on the Marine
Corps Combat Utility Uniform (MCCUU) blouse and name tape on the MCCUU trouser with the ends of the tape turned under and using a plain straight stitch with thread that matches the tape fabric in accordance with TM 10120-15/1B.
5.3.7 The Contractor shall sew on the name and/or service tapes and return the MCCUU to Building
#662 in accordance with the fitting dates listed in this PWS. The schedule for pick-up and delivery of MCCUUs for sewing on of tapes is normally accomplished during two fittings. Pick-up and delivery schedules are subject to change, due to misspellings, or late delivery of the name tapes. In these instances, the Contractor may perform under the “accelerated delivery”
CLIN.
5.3.8 Four sets of name and service tapes will be sewn on MCCUUs for DI school.
5.3.9 The Government will only provide MCCUUs that are new or have been laundered prior to pick up for sewing on of tapes. The Contractor is not required to accept uniforms that are not in new or laundered condition to attach tapes.
5.3.10 Appendix 6 is a Schedule of Alterations.
5.4 Transportation of Uniforms.
5.4.1 Transportation of all garments receipted for by the Contractor from the respective MCRD San
Diego fitting decks to the Contractor's place of business is at the Contractor's expense.
5.4.2 The Contractor shall return all completed alteration garments to the COR. The COR will determine if the uniforms are returned to Building #662 or Building #156. (See PWS

5.9.6 Expanded Hours: Approximately 12 times a year, the Retail Clothing Branch is required to expand its hours 1-2 hours each instance (approximately 6-10 hours). In the event the hours of the Retail Clothing Branch are expanded, the Contractor will be required to perform its work hours accordingly (usually no earlier than 0530 and no later than 1700) to support Marine Corps
Recruit alteration appointments. Generally, tailoring support will be the only service required after normal working hours should the Retail Clothing Branch temporarily expand its hours of operation. Forty-eight (48) hours advance notice will be given to the Contractor prior to expanding hours of work.
5.9.7 Walk-in Tailoring: During the operating hours of 0700 to 1500, the contractor shall ensure a tailorer is available to perform walk-in uniform tailoring services. All alterations shall be charged at the schedule price. The tailor will be expected to arrive at the clothing branch to perform alteration markings no later than 45 minutes after notification by the clothing chief or clothing branch manager. The tailor will then perform the alterations at the contractor’s location. Items shall be returned within three working days following the fitting. This is expected to happen an estimated 100 times per year. A single event will include one to several personnel requiring tailoring services at one unscheduled time period. These events are required when Recruits or Students miss their original fitting appointment and subsequently need prompt tailoring services.
5.9.8 Accelerated Delivery Schedule: Accelerated delivery will only be used for fittings outside of regular scheduled appointments. It cannot be used for regular scheduled appointments regardless of delivery times less than 72 hours. Delivery of altered uniforms using the
Accelerated Delivery Schedule shall be returned to the Retail Clothing Branch at Bldg. 662 at an agreed upon time within a 72 hour period. Accelerated alterations can range from one item to a complete issue. THE ACCELERATED DELIVERY SHALL ONLY BE USED WITH
PRIOR WRITTEN APPROVAL FROM THE COR.
5.9.9 Emergency Tailoring: Emergency clothing appointments may occur, on occasion, which require alteration services for Recruit personnel. When an emergency clothing appointment is directed by the COR, the Contractor must return tailored uniforms at an agreed upon time within three hours. This is expected to happen approximately 50 times per year and each event is for one individual. Each event may consist of one garment or up to a full issue. EMERGENCY
TAILORING SHALL ONLY BE USED WITH PRIOR WRITTEN APPROVAL FROM THE
COR. Any payment for COR-approved emergency tailoring will be in accordance with the contract CLINs for Emergency Tailoring.
5.9.10 Time of Delivery: Uniforms shall be returned during normal working hours of 0630-1600.
Emergency items turned in after 1300 must be returned by 0630 the next business day.
5.9.11 Contractor Notice Regarding Late Delivery: In the event the Contractor anticipates or encounters difficulty in complying with the contract delivery schedule or in meeting any of the other requirements of the contract, the Contractor shall immediately notify the COR and follow up, in writing, indicating the reason(s) for late delivery. The information shall not be construed as a waiver by the Government (i) of any delivery schedule or date, (ii) of compliance with any other contract requirement by the Contractor, or (iii) of any other rights or remedies provided to the Government by law under this contract.
5.9.12 Early Deliveries: The Contractor is authorized to deliver and/or exceed the delivery rate set forth in the schedule. Such accelerated delivery shall not obligate the Government to any additional costs.
5.9.13 DUE MEMBERS ALTERATIONS: In the event that the Government is unable to provide a garment (or piece) as part of the uniforms issued during the 1st fitting appointment, the piece will be issued at the 2nd fitting appointment. The piece can be any article of clothing, as the
MCRD inventory is dynamic. The Government refers to these conditions as “due members”.
The piece shall require alteration within 2nd fitting turnaround time; the Government acknowledges this is as an expedited service. Due members can fall into one of two categories:
Coats or Non-Coats.
5.10 Tracking Requirements. There are approximately 80 individually marked alterations, and the
Contractor shall implement a tracking system to record and maintain all uniform alterations completed under the contract. The Government requires an electronic based (i.e. web portal) tracking system with the ability to export reports into a spreadsheet; such as, Microsoft Excel. At a minimum, the tracking system shall provide and itemize the alteration by type, quantity, number of alterations completed, indicate 1st or 2nd fitting, and category class (i.e. Recruits Male Regular, Recruits Male
Reserve, Recruits Female Regular, Recruits Female Reserve, BRC Male, BRC Female, DI Male, DI
Female, CPC Male, and CPC Female). The Government shall have full access to the tracking system or electronic based records to review and monitor any time during work hours.
5.10.1 The Contractor shall submit monthly reports that are due by the 10th day of the following month. The reports shall itemize all alterations by uniform-type, as listed under Appendix 4 of the PWS in a format agreed upon by the COR. Due to scheduling duties, there will occasionally be an adhoc need for reports. If an adhoc report is needed and not available via a web portal, the Contractor shall provide the MCRD Retail Clothing Branch COR or
Government representative with the requested report(s) within four (4) hours. Monthly reports shall be available via a web portal by the due date. (Deliverables 8.2 and 8.3)
5.10.2 The Contractor’s tracking system shall record the alteration markings made by the
Contractor’s personnel during all fittings.
5.10.3 The Contractor’s tracking system shall ensure uniform alterations are completed in accordance with TM 10120-15/1B and shall follow standard industry uniform marking practices.
5.10.4 The Contractor’s tracking system shall be fully operational upon the contract start date. (The
Government reserves the right to institute a schedule change with a 60 days’ notice; any costs associated to the schedule change outside of the 60-days will be at no additional cost to the government.).
5.10.5 The Contractor’s tracking system shall conform with the tracking system outlined in the
Contractor’s Management Plan included in the Contractor’s proposal. This system shall be organized in service-type sequence (Recruits Male Regular, Recruits Male Reserve, Recruits
Female Regular, Recruits Female Reserve, BRC male, BRC Female, DI Male, DI Female, CPC Male, and CPC Female); and feature all applicable alteration markings of the approximately eighty (80) individually priced alterations.
5.10.6 The Contractor’s tracking system shall include; but is not limited to, a record of the Recruits or Marines seen by the Contractor after the initial “rough” fitting (determination of garment size) that is conducted by MCRD
5.10.7 The Contractor’s tracking system shall incorporate and record MCRD’s ABM process. The
ABM will input all alteration markings into the provided system, by service type (Ref. PWS
Subsection 5.1.3).
5.10.8 The Contractor’s tracking system shall be able to compile data entries on a daily, weekly, and monthly basis. In addition to, the total for each service type used to verify the contractor’s monthly alteration’s total.
5.10.9 Any discrepancies shall be addressed to the COR. If an agreement cannot be reached, the issue shall be referred to the Contracting Officer.
5.10.10 The Contracting Officer will consider and evaluate all information, and will be the deciding authority. The decision rendered by the Contracting Officer shall be final.
