About this file

This is a Vendor Recovery Recoup Checklist attachment for a Request for Proposal issued by the Nevada Health Authority for Medicaid Third Party Liability (TPL), Recovery Audit Contracting (RAC), and Medicaid Estate Recovery services. The checklist serves as a contract oversight instrument designed to verify vendor compliance with specific RFP requirements across multiple service categories including general requirements, third-party liability, recovery audit contracting, managed care secondary recovery, managed care TPL data exchange and evaluation, and the Health Insurance Premium Payment (HIPP) program. The document outlines detailed operational requirements and performance standards that prospective vendors must address in their proposals, covering activities such as fund deposits, claims disposition, refund processing, data matching, improper payment identification and recovery, case tracking and reporting, and HIPP program administration.

The checklist establishes strict compliance timelines and reporting obligations for vendors, including deposit of checks within 24 hours of receipt, daily submission of itemized deposit reports, claims disposition within 10 business days, completion of claim dispositioning within 30 days, refund processing within 30 calendar days, and notification to the Nevada Health Authority of compliance failures, backlogs, or privacy breaches within 24 hours of discovery. Vendors must also submit monthly accounting reports by 5:00 PM PST on the first business day following month-end, provide monthly reports on data matching activities and the ten most frequent denial reasons, maintain recovery tracking instruments accessible to the state, and resolve documentation issues within 24 hours. The checklist includes a "Satisfies RFP Requirement" column allowing evaluators to confirm whether vendor proposals adequately address each requirement, with additional columns for determining reportability and documenting comments, providing a comprehensive evaluation framework for assessing vendor qualifications and commitments.
