Specific Tasks:

1. COTS Server Platform Software and COTS Server Platform Software Maintenance and Upgrades. The Contractor will provide the

COTS Server Platform Software that will support up to 4 active Government hosted server environments for the existing MHCE system. All COTS server platform software deliverables will require corresponding, accurate sample code formatted in HTML, Javascript, C# and/or .NET formats, functional installation wizards that save and/or retain existing server side system settings and comprehensive, accurate user guides to be considered a complete deliverable. The Contractor will provide routine service patches and/or upgrades to the COTS server software based on the server hardware requirements, and/or new cyber security vulnerabilities, as required by DoD standards. All COTS server software maintenance patches and upgrade deliverables will require corresponding, accurate sample code formatted in HTML, Javascript, C# and/or .NET formats, functional installation wizards that save and/or retain existing server side system settings and comprehensive, accurate user guides to be considered a complete deliverable. The Government will review the vendor performance with respect to providing required software maintenance/upgrades to ensure that the work products are timely, provided in the appropriate formats, with correct installation wizards and inclusive of accurate user guides.

1.1. COTS Server Platform Software Maintenance and Upgrades (Incentive Based Deliverable). Note that this is an incentive based deliverable. On a quarterly basis, the Government will review all products and actions requested by the Government in accordance with (IAW) the Government/vendor mutually agreed upon timelines. In addition, all products requested due to security and/or operating system changes are delivered by the Contractor within 30 business days of the Government informing the Contractor of a Government IA Vulnerability Alert (IAVA) requirement. If all of these criteria are met, as specifically defined in the Quality Assurance Surveillance Plan (QASP) and the Performance Requirements Summary Matrix (PRSM), the vendor will be eligible for a quarterly based performance incentive.

2. COTS Mobile Software Licenses and Mobile App Software Containers.

2.1. COTS Mobile Software Licenses and COTS Mobile Software Licenses Software Maintenance and Upgrades. The

Contractor will provide the COTS mobile software licenses for 49,999 mobile user accounts (defined as one mobile phone and one tablet software license per mobile user) for the existing MHCE system(s). The total quantity of mobile software licenses will be split by the Government for research purposes and enterprise use. The specific breakdown of this mobile license split for this period of performance is 10,000 for research and 39,999 for enterprise. The mobile software license software will require functional installation wizards that save and/or retain existing system settings and comprehensive, accurate user guides to be considered a complete deliverable. The Contractor will provide routine service patches and/or upgrades to all the mobile user COTS software licenses based on industry standards for mobile device operation system requirements, and/or new cyber security vulnerabilities continually, as required. The Contractor will provide the Government with proactive COTS mobile software updates for both major and minor industry mobile operating system updates/releases, as required by the mobile industry. Finally, the mobile software patches and/or upgrades will require functional installation wizards which save and/or retain existing system settings and comprehensive, accurate user guides to be considered a complete deliverable. The Government will review the vendor performance with respect to providing required software maintenance/upgrades to ensure that the work products are proactive and timely, provided in the appropriate formats and inclusive of accurate user guides.

In addition, all updates and patches requested due to security and/or operating system changes are published by the Contractor within 30 business days of the Government informing the Contractor of a Government IAVA requirement. If all of these criteria are met, as specifically defined in the QASP and the PRSM, the vendor will be eligible for a quarterly based performance incentive.

2.2. COTS Mobile App Software Containers and COTS Mobile App Software Container Maintenance and Upgrades. The Contractor will provide mobile app software containers for all current mobile device operation systems (e.g. Android OS and Apple iOS). These mobile app software container maintenance/updates will be developed using native languages (e.g. JAVA and/or Kotlin for Android mobile devices and Objective-C and/or SWIFT for Apple mobile devices). Use of a cross platform mobile authoring solution (e.g. XAMARIN or REACT Native et al.) for both mobile operating systems will not be accepted as a complete deliverable due to the inefficiency of the compiled COTS mobile app software container code. The final packaged mobile app software containers will have been tested by the Contractor to ensure that the Government can upload to their respective “app” stores without errors or the need for the Contractor to re-package either mobile app software container. Additionally, the mobile app software containers will require full documentation and user guides to be considered a complete deliverable. The Contractor will provide the Government with proactive COTS mobile app container updates for both major and minor industry mobile operating system updates/releases, as required by mobile industry standards.
