I. BACKGROUND

The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Resilience, Federal Insurance and Mitigation Administration (FIMA), Risk Management Directorate (RMD) is a catalyst for a safer nation. RMD implements several programs including the Risk Mapping Assessment and Planning (Risk MAP) Program, the National Dam Safety Program, the Levee Safety Program, the Natural Hazards Risk Assessment Program (NHRAP), the National Mitigation Planning Program, the Building Sciences Program, National Earthquake Hazards Reduction Program, and the Actuarial Sciences Program. RMD engages communities through these programs to provide actionable information to empower and motivate communities to understand and mitigate all hazard risks. RMD seeks to empower stakeholders with a comprehensive understanding of all hazard risk in a way that compels and drives risk reduction.

RMD has operated the Risk MAP Program since 2009. Risk MAP combines flood hazard mapping, risk assessment tools, and hazard mitigation planning into one program which is comprised of separate contracts that provide six groupings of services: (1) Program Management (PM),

(2) Customer & Data Services (CDS), (3) Production and Technical Services (PTS) Architect and Engineering (A&E), (4) Letter of Map Amendment (MT-1) A&E services, (5) Community Engagement and Risk Communication (CERC), and (6) Letter of Map Revision/MT-2, A&E services.

This integrated program encourages partnerships and innovative uses of flood hazard and risk assessment data to build more resilient communities. Through collaboration with federal, state, local, tribal, and private entities, Risk MAP delivers quality data to increase public awareness, and promotes actions that reduce risk to life and property. While flooding is the primary focus of Risk MAP, FEMA actively encourages an all-hazards approach, and is focused on enhancing the usability and value of natural hazard risk information. This approach leads to an increase in the public’s understanding of risk, reducing the risk of life and property to communities.

Achieving Risk MAP’s goal of reducing the Nation’s vulnerability to risk requires that individuals, the private sector, non-profit organizations, academia, and all levels of government understand how mitigation investments reduces their risk and that they are incentivized to take action. Partnerships must be built upon clear, consistent communication at all levels. The partnership must work to raise understanding of their community’s flood risk, build their capability to communicate flood risk to the people they serve, and deliver mitigation options tailored to their community’s needs, capabilities, and values.

The purpose of the procurement is to obtain contractor support services to provide Community Engagement and Risk Communications for applicable FIMA programs to synchronize communications and engagement across the Directorate. The Risk Management Directorate awarded the initial CERC services contract with the primary intent of improving community engagement during the map production process, leveraging behavioral science to improve risk communications, and increasing understand of flood risk based on the flood hazard mapping program. While these requirements are still valid, RMD has since clarified its ultimate goal through a number of guiding documents. CERC services are being expanded beyond Risk MAP support to allow for support to all RMD programs in an effort to better synchronize communications and engagement across the Directorate.

In addition, RMD has shifted its priorities to an increased focus on driving risk reduction activities rather than prioritizing increasing risk understanding. The focus is on empowering partners and stakeholders to own more risk communications and risk reduction activities. RMD is prioritizing synchronization across FEMA Regional offices to ensure that best practices and work is being leveraged across the Agency. This synchronization will create a more efficient organization and reduce redundancy. At the national level, FEMA aims to lead a conversation that increases the public’s appetite for mitigation, through: the adoption of a common vocabulary for risk and mitigation, the development and use of behavioral science- backed communications approaches, strategic partnerships, and effectively identifying and replicating best practices across the ten FEMA Regions.

In 2017, FIMA set the ambitious goals of doubling flood insurance coverage and quadrupling mitigation investment by 2022 through FIMA Moonshots. RMD is leading the effort to organize investments that reduce risk, including pre-disaster mitigation, and reduce disaster costs at all levels and support the Federal Insurance Directorate effort to close the insurance gap (Strategic Objective 1.2).

FEMA is developing a baseline and approach for tracking progress against the mitigation moonshot. However, many of the most effective strategies for capturing mitigation action are difficult to quantify. CERC Contractor support services are needed to understand the suite of mitigation actions available to individuals and communities, understand how best to drive them to action, and support RMD in delivering these strategies at the local and national level regardless of how easily they are quantified.

Risk Map Contractor Roles in Flood Hazard Mapping Projects

There is a requirement of provider collaboration and integration as flood hazard mapping projects are initiated and move to completion. This requires clearly defined roles and contract scope to ensure successful collaboration. This breakdown is solely applicable to flood hazard mapping projects and does not change CERC’s role as the lead communications provider for RMD for these types of services.

The CERC contract is part of a larger family of contract actions. These other contracts include PTS, MT-2, PM, and CDS. Each contract has its own work statement, scope, and deliverables. These respective deliverables are delivered to the Government in accordance with that provider’s contract. In turn, the Government receives, analyzes, and stores these various deliverables on a web-based platform maintained on behalf of the Government. All of these deliverables, as stored, is Government Furnished Information/Government Furnished Property (GFI/GFP). Each contractor, in accordance with the contractual terms and conditions, may access and utilize this GFI/GFP solely at the Government’s direction and in accordance with that contractor’s work statement.

PTS is the communications primary contractor during Risk MAP projects until the project reaches the issuance of the Letter of Final Determination. CERC provides advice and counsel to the Government throughout the process and becomes the primary contractor once the Letter of Final Determination is issued.

To expand, the CERC contractor is the primary contractor on ensuring RMD messaging and alignment, to include messaging strategies for effectively telling the full story of the role the mapping process plays in helping communities and residents achieve greater resilience.

The PTS contractors serves as primary provider for flood hazard mapping communication support throughout the portions of the process that primarily involve data collection, analysis and initial/preliminary reviews, with five key requirements:

· At the onset of a mapping project, the PTS and CERC providers collaboratively develop an engagement strategy and plan for the full process, to include a thorough community analysis based on the combined data provided by both providers, audience mapping, messaging, timelines and tactics, metrics, and clearly defined roles.

· The PTS contractors utilize the strategies, processes and products established by CERC and approved by the COR to set engagement standards.

· The CERC provider advises on the messaging and stakeholder identification for each community, helping to ensure that the people and organizations involved reflect what’s important to the community and will set up the community for success in driving action once it is equipped with the data The CERC provider maintains scope for developing and delivering training that will help communities build their capacity for engagement, planning, and mitigation decision-making.

· In contentious or challenging communities (including those with large numbers of appeals), the CERC provider supports the Government throughout the process.

· In situations where CERC input is valuable to drive conversations or outcomes, the Government may utilize CERC as a support function during meetings. Where meetings deviate from process and engineering CERC may be brought in for support.

As the flood hazard mapping process moves toward effective maps and beyond, the CERC provider assumes responsibility for broadening engagement with the community, building and deepening relationships, setting up structures and processes, and providing information and training from across RMD and FIMA that will empower the community to co-create the resilience solutions and actions that make sense for them.

II. SCOPE

The Contractor shall provide strategic and risk communication support services, mitigation planning, behavioral science, and partnership services to support delivering Community Engagement and Risk Communications (CERC) as set forth in task orders.
