Coconino National Forest Red Rock Ranger District
Cave Spring Bank Stabilization Project April 3, 2023
STATEMENT OF WORK
Project:
1. Description: This Statement of Work (SOW) outlines the tasks to replace the existing grouted riprap streambank structure on Oak Creek adjacent to the campground with a stepped, concrete wall extending into the bed of the stream. This project would also improve the campground access road by stabilizing the low-water crossing to prevent undercutting. This project is necessitated by repeated failures of portions of the existing riprap structure and undermining of the existing low-water crossing
2. This project is comprised of all required labor, equipment, and materials necessary to perform the following work.
3. Work includes but is not limited to;
a. mobilization,
b. construction survey and staking,
c. erosion and sediment control,
d. dewatering,
e. removal of obstructions,
f. excavation and embankment(bank stabilization),
g. excavation and embankment(low water crossing),
h. grouted riprap,
i. minor concrete structures(bank stabilization),
j. minor concrete structures(low water crossing),
k. culverts and drains, weep holes(bank stabilization),
l. culverts and drains, weep holes(low water crossing),
m. simulated stone masonry surface, guardrail, Type IV,
n. temporary traffic control.
4. OPTION ITEMS: There are several Option Items included in the bid schedule.
If awarded, the optional work will include some or all of the following;
o. excavation bedrock(bank stabilization),
p. excavation, bedrock(low water crossing),
5. The intent of the Contract is to provide for the complete construction of the project described in the Contract documents. Unless otherwise provided, the Contractor is to furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in reasonably close conformity with the drawings and specifications, and in accordance with the provisions of the Contract. Payment for Contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered as incidental to and included in the payment for items shown.
6. Specific requirements can be found on the attached Drawings, FP-14 and in the Forest Service Supplemental Specifications(FSSS).
7. The project site is located in the Coconino National Forest, Red Rock Ranger District near Cave
Springs Campground in Oak Creek Canyon.
a. From the Coconino National Forest Supervisor’s office, travel south on S. Thompson St. for 0.1 miles. Turn left onto W. University Avenue for 0.3 miles. Turn right onto AZ 89A S for 2.8 miles. Go through traffic circle and stay on AZ 89A for 13 miles. Turn right onto the Cave Springs Campground access road. Follow access road for approximately 0.2 miles. The project is on the left, near the entrance Kiosk.

8. Performance Time: Construction shall occur between May 1 through July 31,2024, to minimize impacts to narrow headed garter snakes, in-channel work must wait until mid-May and be completed by
Mid-July, 2024.Normal work shall occur weekdays between 7am and 6pm, weekends and/or Government Holidays will be allowed due to the tight time frame to accomplish the work. During critical phases of construction, allowances may be made to perform necessary work outside of normal hours and/or on weekends at the written approval of the CO. Specific work schedule requirements can be found in the FSSS. Because surface flow in Oak creek will have to be diverted for this project, the timing of construction needs to coincide with periods in which flow is minimized. Mean monthly discharge is lowest during the months of May through October for the project area. To minimize impacts to narrow-headed gartersnakes (ESA species), construction activities will be limited from May 1 through July 31.
In-channel work can begin mid-May with all work to be completed by mid-July before narrow-headed gartersnake birthing and the possible start of monsoon flooding.
9. Permits Required: The U.S. Forest Service shall be responsible for obtaining all necessary licenses and permits for working within the waterway. The Contractor shall be responsible for obtaining all other licenses and permits. U.S. Forest Service permit applications have been submitted to State and Federal permitting authorities. Permit applications are being reviewed concurrent with this Solicitation. Notice to proceed will not be given until all permits are received.
10. Price Range for the project is between $500,000 and $1,000,000.
Background Information:
During the mid-1990s, the Cave Springs earthen bank suffered serious erosion that threatened the campground access road during several high-water seasons. At this time, the Forest Service teamed with the USDA Natural Resources Conservation Service (NRCS) to design a bank protection project. The design was a grouted rock bank armoring that used interior structural rebar elements and polyethylene tubing for internal drainage. The project, funded by the NRCS Emergency Watershed Protection Program, was constructed in 1996. This grouted riprap structure, however, was not embedded below the scour depth nor anchored into bedrock. Repairs were made to this structure in 2005, after a section of the grouted riprap bank failed; this repair did not address the underlying cause of failure—the undermining of the structure leading to periodic bank failure.
Site Visit:
Bidders are urged and expected to inspect the site where the work will be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after Contract award.

The requirements contained in these specifications are hereby made a part of this solicitation and any resultant contract. Forest Service Supplemental Specificaitons:
b. The following supplementations to FP-14 are hereby made part of this solicitation and any resultant contract: Forest Service Supplemental Specifications(FSSS)
Safety and Public Notification:
c. Warning signs will be placed at the proper locations to warn public of road work and construction traffic. All signs shall meet the minimum requirements as established by the Manual of Uniform Traffic Control devices (MUTCD), 2009 edition. The current MUTCD can be obtained online at: http://mutcd.fhwa.dot.gov/kno_2009r1r2.htm.
d. A notice of where and when the public might expect delays due to project work will be posted on access roads to the project. Proper posting and maintenance of warning signs is the responsibility of the contractor.
Damage to Structures:
The Contractor shall be held liable for any damage caused by his/her personnel to any existing bridges, ditches, culverts, or signs. Repair of structures damaged by the Contractor’s operations, shall be their responsibility at no cost to the Government.

The following required items need to be submitted according to the schedule shown to prevent delays or stoppages of work.

Sanitary Facilities:
Sanitary facilities for workers will not be available at the Cave Springs Bank Stabilization site and must be provided by the contractor.
Utilities:
No utilities are available at the project site.
Inspections:
Inspections will be performed by the government by the COR or designated inspector.
Tasks
The Contractor shall provide all labor, materials, tools, equipment, services, testing, supervision, and incidentals necessary to perform activities associated with demolition and construction required for the Cave Springs Bank Stabilization Project.
All tasks and work must meet technical requirements according to FP-14 and Forest Service Supplemental Specifications.
151.01 This work consists of moving personnel, equipment, material, and incidentals to the project and performing work necessary before beginning work at the project site. This work also includes obtaining permits, insurance, and bonds.
152.01 This work consists of performing surveying, staking, calculating, and recording data for the control of work. See FAR Clause 52.236-17 Layout of Work.
157.01 This work consists of furnishing, constructing, and maintaining soil erosion and sediment control devices to eliminate or minimize pollutants in stormwater discharges from the project.
203.01 This work consists of salvaging, removing, and disposing of buildings, fences, structures, pavements, culverts, utilities, curbs, sidewalks, and other obstructions.
204.01 This work consists of excavating material and constructing embankments. This work also includes furnishing, hauling, stockpiling, placing, disposing, sloping, shaping, compacting, and finishing earthen and rocky material.
252.01 This work consists of constructing rockeries, special rock embankments, and rock buttresses.
601.01 This work consists of constructing minor concrete structures.
602.01 This work consists of furnishing and installing culverts, drains, and precast concrete box culverts.
613.01 This work consists of using concrete, color/stain, and grout to simulate the texture and color of native stone masonry in the stone pattern shown in the plans. This work also consists of the following:
(a) Designing and furnishing textured form liners;
(b) Installing form liners;
(c) Applying a surface finish (color/stain application) that duplicates the unique coloring and mottled appearance of stone masonry; and
(d) Preparing a simulated stone masonry test wall and demonstrating the surface finish before beginning production work.
617.01 This work consists of installing guardrail systems and modifying, removing and resetting, and raising existing guardrail systems.
(a) Guardrail systems are designated as follows:
CRG — Curved radius W-beam guardrail G1 — Cable guardrail G2 — W-beam (weak post) G3 — Box beam G4 — Blocked-out W-beam standard barrier G9 — Blocked-out thrie beam standard barrier MB4 — Blocked-out W-beam median barrier SBLG — Steel-backed log rail SBTA — Steel-backed timber (SBT) guardrail/timber posts and block-out SBTB — SBT guardrail/timber posts and no block-out
(b) Steel guardrail types are designated as follows:
I — Zinc-coated, 1.80 ounces per square foot (550 grams per square meter) II — Zinc-coated, 3.60 ounces per square foot (1100 grams per square meter) III — Painted rails IV — Corrosion resistant (weathering) steel
(c) Steel guardrail classes are designated as follows:
A — Metal thickness — 0.105 inches (2.67 millimeters) (12-guage) B — Metal thickness — 0.135 inches (3.43 millimeters) (10-guage)
(d) Terminals consist of posts, railing, hardware, and anchorage assembly necessary to construct the type of terminal specified. Terminal types are designated as follows:

635.01 This work consists of furnishing, installing, maintaining, relocating, and removing temporary traffic control devices and services as ordered for the control and protection of public traffic through the project.
Advance warning arrow board, barricade, and warning light types are designated in the MUTCD.
The contractor shall comply with the Federal Regulatory Agencies: U.S. Environmental Protection Agency (EPA), U.S. Housing and Urban Development Agency (HUD), U.S. Occupational Safety and Health Administration (OSHA), U.S. Department of Transportation (DOT), U.S. Department of Health and Human Services (HHS), U.S. Department of Labor (DOL). They shall also comply with local and State laws, regulation and regulatory agencies; and Arizona Department of Environmental Quality
(ADEQ).
The contractor shall adequately protect the work sites, surrounding lands, employees, and general public during the entire length of the project. The contractor shall be responsible for all damages or injury caused due to their actions or negligence.
