About this file
This document contains questions and answers related to solicitation number 12970223R0043 for the Cave Springs Bank Stabilization project for the Department of Agriculture Forest Service. The contractor will be responsible for developing and adhering to a Storm Water Pollution Prevention Plan and coordinating with ADEQ on water quality certifications. The site and Oak Creek, designated as an outstanding Arizona water, will be closed during construction. Contractors should expect to handle rocks associated with demolition and follow FP-14 specifications. The government will obtain necessary permits but contractors must adhere to permit requirements. Dewatering and management of turbid water is addressed.

1. If a Storm Water Polluon Prevenon Plan is required per Arizona Department of Environmental Quality who is responsible?
The contractor will be responsible for coordinang, adhering, and paying any fees associated with a SWPPP checklist as required by ADEQ and coordinang with the forest service on the 401 water quality cerficaon process. Any acvies within the ordinary high-water mark (OHWM) of Oak Creek must only incur temporary impacts to water quality and must be completed within 6 months for ADEQ to issue a 401 water quality cerficaon.
2. What is the creek designaon in this reach of Oak Creek?
Oak Creek is an outstanding Arizona water (OAW) and is impaired and requires higher level of protecons by ADEQ. For acvies outside the ordinary high-water mark (OHWM) on the top bank any earth disturbing acvies of 1 acre or more may require a stormwater Construcon General Permit.
3. Will the site be closed during construcon?
Yes, the site will be closed during construcon.
4. The bypass plans show the turbid water between the two coffer dams to discharged 100 feet away from the stream, is there any flexibility in this requirement?
Turbid water can be discharged into the island area or just downstream of the downstream coffer down before the bypass water is returned to the creek. Riprap or other means will need to be placed at the outlet locaon(s) to prevent turbidity from and sediment discharges before entering the creek.
5. Should contractors expect to move rocks onsite and offsite associated with the demolion of the exisng grouted riprap structure?
Contractors should expect to move rocks onsite and offsite for demolion of the exing grouted riprap structure.
6. Will a sump be allowed in the creek to lower the height of the upstream coffer dam?
A sump will be allowed in the creek just above the upper coffer dam to help limit the height of the dam. Only loose material may be removed for this effort and absolutely no excavaon of bedrock.
7. Will the government provide an example of the texture for the new stepped wall?
Here is an example of what the texture for the new stepped wall could look like.
htps://www.stampedconcretesupplies.com/product-category/stamps/step-and-form-liners/ Grout and stamping adhered to the concrete aer the main placement will not last/hold up over me when the Oak Creek floods.
8. How will the 404-permit work?
The government will obtain the 404 permit and contractors will be required to follow and adhere to all aspects of the permit.
9. Why are FP-14 specificaons used?
Standard Specificaons for construcon of Road and Bridges on Federal Highway Projects FP- 14 is what the forest service uses for these types of projects. Contractors are required to be familiar with the main specificaons book and any supplemental specificaons ed to the project.
10. Will a quality control person be required to be always onsite by the contractor?
With the type of work and dewatering requirement of the project a QC person will probably be onsite most day but not necessarily required.

11. For the conceptual creek bypass will the two discharge hoses from the area that is between the coffer dams be allowed to lay across the top of the camp site access road and be mounded over or have pipe bridges for vehicles to pass over them safely at a reduced speed? OR will the pipe be required to be trenched under the roadway and temporarily buried with asphalt patch over the top of them?
The pipes between the coffer dams can be routed across the top of the camp site access road and mounded over if needed. The pipes will not require pipe bridges or for them to be trenched under the roadway. The government ancipates these pipes to be routed towards the highway side to allow for easier construcon access for demolion and construcon of the new reinforced concrete step wall.
12. On the side of the creek opposite the exisng grouted rip rap what is the limit of disturbance for where we can drive equipment in the flow line of the creek?
All disturbance shall be limited to only what is necessary for construcon of project.
Contractors should expect it to be limited to 5’ or less from the water line on the opposite side of the grouted riprap. See atached pictures of the area and bank in queson.
13. Will the areas where we are discharging nuisance water to from the creek bed need to be protected with fence to prevent animals from geng into the water? Since this is not a natural water locaon that will atract animals.
The water being discharged will not need to be protected with fence or animals. This creek runs year-round and there’s ample amount of water for animals upstream and downstream of the project locaon.
14. Is it the Governments intent to have the dewatering setup span the enre project to include the concrete wingwall work shown on C-07 (1st one. There are two C-07 sheets in these plans.)? Or is it intended to dewater the two work zones separately?
Per the Cover Sheet index, the second C-07 sheet should be C-08 G4 W-Beam Guardrail Details, C-08 sheet should be C-09 Guardrail Anchorage Assembly Details, C-09 sheet should be C-10 Guardrail Flared Terminal Details. Contractors should submit a dewatering plan that is most effecve for accomplishing the enrety of the work. The government ancipated two areas to be dewatered to accomplish the work.
15. Is there a rate or amount of concrete required to grout the riprap?
The grout should follow 725.13(a)(2) per 252.02 Materials.
16. Is the stepped concrete revetements part of 601(01) and 601(02)?
The concrete step wall is covered under 601(01) Minor Concrete Structures (Bank Stabilizaon)
17. What line item does the bedrock fall under?
Excavaon for Bedrock is covered under the opon bid items 204(03) and 204(04). These were le off the original pay items.
18. Do both ends of the weep hole need to be capped?
There is a 2” diameter perforated collecon pipe that the weep hole pipes atach to so only the outlet of the weep hole pipes need to have mesh and the ends of the perforated collecon pipe need caps.
19. In regards to the "Simulated Stone Masonry Surface," what falls under this line item as I am not seeing details in the specs or drawings?
This applies to the vercal poron of the concrete step wall.
