Attachment 02 - Personnel Qualifications
MINIMUM PERSONNEL QUALIFICATIONS
All personnel must possess a final DoD granted clearance in accordance with the DD254.
1. RF ENGINEER IV (KEY PERSONNEL)
Minimum Education: Bachelor’s degree in Electrical/Electronic Engineering
Required Clearance: TS/SCI
Required Experience (10 years or 7 years plus Master’s degree in Electrical/Electronic Engineering):
1. Experience in developing and implementing RF solutions to EW simulation requirements in the 8-40 GHz frequency range;
2. Skilled at use of RF test equipment (e.g., spectrum analyzer, network analyzer, real-time signal analyzer, etc.);
3. Experience with MatLab data manipulation and analysis software;
4. Knowledge of hardware-in-the-loop simulation concepts and methodologies;
5. Experience in documenting work products for long term support and configuration management.
2. ELECTRONICS ENGINEER III (KEY PERSONNEL)
Required Experience (4 years or 3 years plus Master’s Degree in Electrical/Electronic Engineering):
1. Experience with embedded real-time software development;
2. Experience with implementation of signal processing algorithms in embedded environments;
3. Experience with embedded firmware development;
4. Experience with analog and digital circuit design and analysis;
5. Experience with printed circuit board design and layout.
3. ELECTRONICS ENGINEER II (KEY PERSONNEL)
Required Experience (3 years or 2 years plus Master’s Degree in Electrical/Electronic Engineering):
3. Experience with embedded firmware development;
4. Experience with analog and digital circuit design and analysis;
5. Experience with printed circuit board design and layout.
4. ELECTRONICS ENGINEER II
Required Clearance: Secret
Required Experience (2 years or 1 year plus Master’s Degree in Electrical/Electronic Engineering):
3. Experience with embedded firmware development;
4. Experience with analog and digital circuit design and analysis.
5. ELECTRONICS ENGINEER I
Required Experience (1 year or Master’s Degree in Electrical/Electronic Engineering):
1. Knowledge of embedded real-time software development;
2. Knowledge of methodology for implementing signal processing algorithms in embedded environments;
3. Familiar with embedded firmware development;
4. Knowledge of analog and digital circuit design and analysis and best practices.
6. EW TRIAL COORDINATOR III (KEY PERSONNEL)
Minimum Education: Associate’s degree, certificate from trade school, or relevant military training
Required Clearance: Top Secret
Required Experience (7 years or 5 years plus Bachelor’s degree in relevant Engineering field):
1. Experience with the U.S. Navy's AN/SLQ-32 Electronic Warfare system;
2. Experience in planning and conducting test activities with the U.S. Navy assets;
3. Experience in interfacing with U.S. Government facilities (military and civilian) to conduct logistical test support;
4. Experience in using Microsoft Office applications to document work products including test plans, briefings, and management and tracking documents.
7. INFORMATION ASSURANCE ASSISTANT II (KEY PERSONNEL)
Minimum Education: Associate’s degree, certificate from trade school or relevant military training
Required Experience (3 years or 1 year plus Bachelor’s degree in relevant Engineering field):
1. Experience in DoD Information Assurance/Information System security policies and procedures;
2. Working knowledge of Top Secret and Special Access Program security policies and procedures;
3. Experience installing personal computer hardware, software and devices;
4. Ability to implement local security policy settings, configure system audit policy, perform audits, create audit logs, install antivirus software and updates, install operating system updates and install DoD warning banner.
8. PROGRAM ANALYST III (KEY PERSONNEL)
Minimum Education: Bachelor’s degree or associate’s degree plus relevant military training
Required Experience (5 years or 3 years plus Master’s degree):
1. Experience in supporting government management in program analysis, planning and budgetary functions;
2. Experience in using Microsoft Office applications to document work products including expenditure and obligation reports, briefings, and management and tracking documents.
9. RESEARCH SCIENTIST IV (KEY PERSONNEL)
Minimum Education: Master’s degree in Electrical/Electronic Engineering, Physics, Aerodynamics or Applied
Mathematics
Required Experience (5 years or 4 years plus PhD in Electrical/Electronic Engineering, Physics, Aerodynamics or Applied Mathematics):
1. Experience with applied research in the domain of advanced RF sensors and/or systems;
2. Experience with the application of the scientific method in the research and development environment;
3. Familiarity with digital signal processing (DSP) techniques, including coherent processing (Doppler, matched filters, etc.);
4. Experience with proposal writing and scientific communication (written and oral).
10. SOFTWARE ENGINEER III (KEY PERSONNEL)
Minimum Education: Bachelor’s degree in Electrical/Electronic Engineering, Physics, Aerodynamics or Applied
Mathematics
Required Experience (4 years or 3 years plus Master’s Degree in Electrical/Electronic Engineering):
1. Experience in computer-based modeling and simulation using a mix of languages/environments/operating systems including C, C++, Visual C, FORTRAN, MATLAB, LabView, LabWindows/CVI, Microsoft .NET, Microsoft Windows, VxWorks and Linux, as well as languages for special purpose processors such as DSPs;
2. Experience with hardware-in-the-loop real-time simulation concepts, high speed interfaces and computer-based data acquisition systems;
3. Experience with fiber optic reflective memory networks including VMIC and/or SCRAMNet;
4. Experience in developing standalone programs that interface with and/or control hardware via standard drivers;
5. Experience in the development of drivers for unique hardware devices;
6. Experience in software documentation and configuration management;
7. Experience in developing routines, modules or classes for software programs in a team environment.
8. Experience in using Microsoft Office applications to document work products for long term support and configuration management.
11. TECHNICAL WRITER II
Minimum Education: Bachelor’s degree in engineering, science or English
Required Experience (2 years or 1 year plus Master’s degree in engineering, science or English):
1. Experience in generating technical documents such as test reports, verification and validation reports, and user manuals;
2. Experience in marking of classified documents according to current DoD practice;
3. Experience in marking controlled unclassified information (including reports and e-mail) according to current DoD practice;
4. Documented technical and scientific background or knowledge of concepts;
5. Experience in using Microsoft Office applications to document work products including technical reports, briefings, and e-mail correspondence.
