| C.23.2 | Overtime: C.23.2 - “The Government will not reimburse nor shall the Contractor bill….” |
USMS requires 40-hours of Phase II training; therefore, travel to and from the training location places the CSO in travel overtime status. This cost is billable to the Government based on USMS directed schedule variation as defined in B.7 CLIN #2.
| Will the government consider including the following words to the end of the sentence, “…with the exception of travel days required to attend CSO Phase II Orientation.” | No, the Government will not pay for travel to/from CSO Phase II as the SOW reads at C.23.2, the language will remain unchanged. | |||

| 4 | Section L | L.6, Tab Title and Criteria Table | ||
| M.2.1 Phase I and II, Criteria 1 | L-3 | The L.6 Criteria Table specifies the same Criteria 1 for both Phase I written answers and the Phase II slide presentation. |
Criteria 1 (M.2.1) addresses evaluation of understanding and approach which apply to both Phases I and II.
| However, Criteria 1 specifically lists the five Phase II technical elements, but does not list the five Phase I answers. Please confirm the Criteria I will apply to the five Phase I answers in addition to the five Phase II elements. | Please refer to Instructions to Offerors. | ||
| 4 | Section L | L.6, Tab Title and Criteria Table |
L.6.2 Phase II requirements
M.2.1 and M.2.2 Phase II Evaluation Criteria L-3 The L.6 Criteria Table shows Phase II Tab B as "Understanding of SOW/assumptions and five elements."
However, L.6.2 requires only the Slide Presentation (with challenge questions) and Past Performance for Phase II.
Criteria 1 in M.2.1 already addresses evaluation of the Slide Presentation based on understanding and approach.
Also, the table has a row for Phase II Past Performance but does not specify the Criteria. The Phase II Criteria in M.2.2 address Past Performance.
Please clarify. Should Tab B be the Past Performance with evaluation using Category 2, and should Tab C be eliminated?
| If not, please revise Section L.6.2 to define what deliverable is being evaluated in Tab B. | Refer to Instructions to Offerors. | ||||
| 4 | Section L | L.6.1, Written Answers, Question 4, Past Performance | L-4 | Question 4 states "What other government agencies have you supported with projects of similar size and scope to including on-boarding efforts, training plans, and equipment and uniform requirements?" |
The response to this question appears to require only the names of government agencies where the offeror performed similar work.
Also, when read literally, the word "other" would exclude any USMS projects.
Please confirm that the Phase I Past Performance response is limited to providing only the names of government agencies other than USMS.
| Also, please confirm that additional information to be provided for the three selected contracts in the Phase II Past Performance may include contracts supporting USMS. | Past performance with USMS can be included in all Phases. | ||||
| 4 | Section L | L.5.1, Written Answers | L-2 | L.5.1, limits the Phase I-A Written Answers to 10 pages (2 pages per answer x 5 answers) and states "the page count ... is exclusive of the cover letter, cover page, or table of contents." |
Question 4 relates in-part to past performance which is related to the specific team member or JV company that performed the work. However, there is no designated place or space defined in Section L to briefly introduce the offeror's team or JV make-up and 8(a) status.
| Would the government add one or two pages to briefly describe the offeror's organization and its small business and 8(a) status? This could be in the non-page-limited front matter, or in the beginning of the Phase I-A response. | Refer to Instructions to Offerors. | ||||
| 4 | Section L | L.6.1, Written Answers, Question 4, Past Performance | L-4 | Question 4 is titled Past Performance but includes two separate requirements. One is for Past Performance and the second for a description of the management approach. Depending on what is required for the Phase I past performance response, it may not be reasonable to answer past performance and describe the management approach within the same 2-page limit allowed for the other four Phase I questions. | |
| Would the government allow two pages for the management approach response in Question 4 and allow an additional page or two for the Phase I past performance answer, depending on the required scope of the required past performance response? | Refer to Instructions to Offerors. | ||||
| 4 | Section L | L.3, Estimated Schedule |
L.6, Type of Deliverable The table in L.3, Voluntary Advisory Evaluation Procedure, provides an estimated schedule, but it does not include Phase II past performance.
Also, the table at the beginning of L.6 specifies the Naming Convention in column 1 with the delivery format in parenthesis; however, the table does not include Phase II past performance.
Please answer the following three questions for the Phase II past performance:
| 1. | What is the format? Is it a document separate from the slide presentation? | |
| 2. | When is it due? | |
| 3. | How should it be delivered? | A1. This is part of Technical Capabilities and in presentations. |
A2. Due with proposal submission.
A3. See Instructions to Offerors.
4 Section L 6.3. Instructions – Phase III and 8. Special Standards of Responsibility In 6.3. Instructions: “Completion of the price excel workbook…” Are the Excel workbooks and paragraph 8 requirements to be submitted as a combined Phase III submission?
| Are there any other documents other than the Excel workbooks and paragraph 8 requirements to be included in the Phase III submission? | Refer to Instructions to Offerors. | |||
| 4 | Section L | 8. Special Standards of Responsibility | “The documents required by the Government to be used in making such a determination are attached under Section J.9 Special Standards of Responsibility.” |
Please provide the Section J.9 document.
| Additionally, is there a page limit in providing the supporting documents to satisfy the Section J.9 requirements? | Attachments provided in RFP 15M10523RA4700003 Amendment 0001 | |||
| 4 | Section M | M.2.2 Phase II, Criteria 2, Past Performance | M.2.2 evaluates the past performance based on "the extent to which the Offeror has successfully performed on systems similar to the portal requirements described in the Statement of Work." |
