Subject: RFP Amendment # 74330224R004400001, Construction of Overflow Parking and Restroom Facilities at Netherlands American Cemetery.

Date: 24th September 2024

The purpose of this RFP amendment is to answer Bidders’ questions, clarify RFP Instructions and provide additional documents (drawings).

I QUESTIONS

1. There is no enclosure around the grass slabs. Is this not desirable given the parking pressure?

Answer: Removable posts are part of the contract. They are approximately 3.75 meters apart from center to center. In theory, a car could drive through the posts, however, each post has an eye, so a chain can still be attached between the posts if needed.

2. The specifications require us to supply new bush hammered natural stone curb stones

6x20, however, the existing curb stones have been cobbled. Shouldn't the new tires be cobbled as well?

Answer: The new curb stones need to match the existing curbstones, cobbled instead of bush hammered. Refer to LCD.007_part F_appendix 05. Product information natural stone retaining bands.

3. The specifications prescribe an asphalt package of 75mm for the lane widening, isn't this too thin?

Answer: ABMC chose 75mm in the previous phase of the completed parking area, so this thickness is being matched for the lane widening. Refer to L.CD.006_part F_appendix 04_ - Applied asphalt mixtures BAM.

4. Could you please explain Best Value Approach?

Best-value contracting allows to consider other factors, in addition to price, in the award and execution of construction contracts. In this Request for Proposal, ABMC will take into consideration factors like contractor’s technical approach, qualifications, and past performance.

Best value approach means that contract will not necessarily be awarded to the lowest bidder.

5. In which language should we offer our cost estimate, Dutch or English?

Answer: In both, Dutch and English. If there are discrepancies due to translation, Dutch will prevail.

6. Contract Price Sheet (Blank); A sheet is included in the supplied documents. Do we have to fill this in during the tender?

Answer: A revised Contract Price Sheet (blank) is provided with this RFP amendment: RFP Amendment # 74330224R004400001. The revised price sheet includes all requested options.

Bidders must fill in the Contract Price Sheet and submit it as part of the proposal.

7. Is it sufficient to submit an open budget or must a registration form* also be completed?

(* not available).

Answer: The registration form is the Contract Price Sheet. The Bidders must submit a detailed cost estimate. The registration sheet (de inschrijfstaat) is part of the RAW specs just for the Landscape part.

Please also see response below for Volume II, Item 01.

8. Could you please clarify the phasing of the project?

Answer: Phase 1 only requires construction of the North toilet building, the associated utilities, and construction of overflow parking. There is not an existing toilet building in the North location to demolish. Refer to drawing sheet A.CD.091.N for phasing information.

Phase 2: Demolition of current South toilet building, and construction of new South toilet building and associated utilities. Refer to drawing sheet A.CD.091.N for phasing information.

9. Will all shrubs and trees be removed by the client/cemetery?

Answer: The responsibility for vegetation removal is shown clearly in the drawings. In the drawings, “Removal by ABMC” means removal by the client.

10. What is the delineation between projects?

Answer: Refer to drawing L.CD.201.N for clarification of work by the building contractor and site (landscape) contractor. Connecting water and electricity to the existing cables and piping, as well as laying them, is included in the building contractor’s contract. However, the excavation work is carried out by the site (landscape) contractor. In addition, the excavation and backfilling of the building pit are included in the builder's contract, except for the backfilling of earthworks under future pavements.

11. Can you clarify how many bid options are included in this project?

Answer: The site contract has the following bid options:

1. Option 1 - Nidagrass expansion east parking lot: 685 m2

2. Option 2 - Nidagrass under north tree crown: 120 m2

3. Option 3 - Apply plastic arrow markings
