About this file

This document is an amendment to Request for Proposal (RFP) #72DOW-S976 issued by the Nevada Department of Administration Purchasing Division for a Radio Advertising contract. The amendment addresses questions regarding the budget, cost per spot, and rural radio station ratings. The Department is seeking to hire radio station owners/operators to produce and place radio spots, and will work with an existing advertising agency for additional services. The contract is for a four-year term with a $300,000 budget.

The amendment clarifies that there is no specific target cost per thousand (CPM) or cost per point (CPP), as the Department wants to reach both the large markets of Las Vegas and Reno, as well as the rural areas. Vendors should use the best analytics available to estimate costs. The contract opportunity covers radio advertising services for the jurisdictions of Washoe County and the City of Reno.

Questions and Responses to RFP:

1. Budget - What's the budget for RFP?

The budget is set at $300K for four years.

2. Pg 8 references "cost per spot" using Arbitron ratings, while page 16 references in Criteria Description -Cost "evaluated based on the average cost per thousand - CPM Is there a target CPM or CPP for this campaign?

There is no real target CPM or CPP for this RFP. We are simply trying to get an estimate of how much a campaign might cost with each group. We understand that certain demographics are going to have higher costs than others, and that will also be taken into account.

3. Related to cpm/cpp question. Small rural radio stations do not subscribe to Nielsen ratings. How will those be evaluated/presented?

While NDOW is looking to reach the large markets of Las Vegas and Reno, the Department also needs to reach the rural areas with our messaging. NDOW is looking more at reaching geographical areas than Nielsen ratings. Please use the best analytics you have.

4. Does NDOW want to hire owners/operators of radio stations (ex. Beasley Media Group) or are they interested in hiring an advertising agency that would produce the radio spot and work with various stations to negotiate and purchase rates and placements for ad spots.

NDOW is looking to have owners/operators of radio stations under contract in order to help produce and place our radio spots. The Department already works with The Abbi Agency for our agency needs.

ALL ELSE REMAINS THE SAME FOR RFP 72DOW-S976.
