About this file
This document is RFP Addendum No. 001 for RFP 2026009 issued by Northern Wasco County People's Utility District regarding North American Electric Reliability Corporation (NERC) Compliance Services. The addendum, dated October 20, 2026, provides clarifications and revisions to the original RFP solicitation. The District operates within the Western Interconnection as a Distribution Provider, Transmission Owner, and Transmission Planner with eight substations, two transmission switchyards, and small hydro generation below the 20 MVA NERC Category 1 threshold. The District seeks a qualified firm to assess its current NERC compliance position, correct identified deficiencies, and provide ongoing compliance support. Key clarifications include confirmation that the pre-proposal conference held October 26, 2026, at 2:00 PM PST was optional with no prequalification requirements, and that all vendor qualifications are detailed in Section 9.0 of the solicitation. The proposal deadline is October 30, 2026.
The addendum addresses four primary Requests for Information (RFIs) and provides project-specific responses. The District currently maintains Operations & Planning programs and service agreements with Bonneville Power Administration for Transmission Planner and Transmission Operator functions but has no Cybersecurity and Critical Infrastructure (CIP) program in place, with a current estimated CIP Impact Level of Low. The District has no Reliability Standard Audit Worksheets (RSAWs) and anticipates no on-site work requirements. The consultant should conduct a program assessment as the first project phase and produce a NERC Compliance Program Document sized for a utility with limited dedicated compliance staff, addressing program governance, standards monitoring, internal review and self-assessment, evidence generation and retention, self-reporting and mitigation, coordination with BPA, and audit response procedures. The District has had no regulatory audits, spot checks, or self-reporting events during the past 3-5 years with no open findings or mitigation activities.

Addendum Overview:
This addendum is issued to provide clarifications, revisions, and additions to the original RFP documents. Please review the following carefully and incorporate the changes into your RFP submission.
Response to RFIs/Questions
Question Number
Question
Response
1 Do you already have a program in place for O&P and CIP? What type of service agreements do you have with Bonneville covering the TOP functions? Please confirm you have a CFR with Bonneville for the TOP function. What is your current CIP Impact Level? Are we to perform an assessment of your program and do you have RSAWs?
Would Wasco expect the contactor to request information Directly from BPA Regarding 4.4?
Are you looking for a typical NERC Internal Compliance Program Document or a "How To" document? Do you have an estimate of how much documentation you will be submitting for review? Are you anticipating any on-site work required?
We have a program for Operations & Planning, but nothing for CIP. We have a CFR agreement with BPA for TP and a second agreement for TOP. We believe our current CIP Impact Level is Low, but the consultant should include this evaluation in the gap analysis. Yes, the consultant should perform an assessment; that's the essence of the first project phase. We have no RSAWs.
We have good contacts with BPA and can facilitate that communication or work with them to provide whatever is needed. By “Program Manual,” what we’re looking for is a compliance program document that outlines the ways in which our compliance program has been established to reliably prevent and detect noncompliance with NERC Reliability Standards, and is suitable for demonstrating this to an external auditor. We have no way to quickly quantify how much will be submitted for review until we understand what exactly the consultant will need to review. No on-site work is anticipated.
2 Would it be possible to supply a copy of the CFR with BPA?
The District has provided all information necessary for the submission of a responsive proposal. Additional project-specific information, if necessary for contract performance, will be provided following contract execution.
3 Please provide the date and type (e.g., audit, spot check, self-certification, self-report) of your most recent regulatory engagements over the past [3-5] years. Where possible, please note whether any findings or open mitigation activities remain.
We have had no audits or events requiring self-reporting (that we're aware of) during this time frame. There are no open findings or mitigation activities.
4 In reviewing the solicitation documents, I did not find any prequalification requirements beyond attendance at the mandatory Pre- Proposal Conference on Monday, October 26, 2026, at 2:00 PM PST. Could you please confirm whether FiberTel is required to submit any prequalification documentation prior to the proposal deadline?
There are no prequalification requirements, and the pre-proposal conference was optional. All qualifications are listed in Section 9.0 of the solicitation.
RFP Clarifications
1. Clarifications for 1.0 Project Background In Section 1, the word “approximately” has been removed to clarify that there are eight substations.
Also in Section 1, the NERC Category threshold has been changed to a “Category 1” threshold.
1.0 PROJECT BACKGROUND
The Northern Wasco County People's Utility District ("District") operates within the Western Interconnection and is subject to mandatory NERC Reliability Standards enforced by WECC. The District is registered as a Distribution Provider, Transmission Owner, and Transmission Planner, and holds a Coordinated Functional Registration and related service agreements with the Bonneville Power Administration (BPA) covering certain Transmission Operator and Transmission Planner obligations.
The District's system includes eight substations, two transmission switchyards, small hydro generation below the 20 MVA NERC Category 1 threshold, and interconnected large computational loads. These figures are approximate and will be confirmed at project initiation.
The District has limited internal staff dedicated to NERC compliance. It is seeking a qualified firm to assess its current compliance position, correct what the assessment finds, and provide ongoing compliance support.
2. Clarifications for Section 4.4 NERC Compliance Program Manual In Section 4.4, the Program Manual requirement has been removed and replaced by program document.
4.4 NERC Compliance Program Document
Produce a compliance program document sized for a utility with limited dedicated compliance staff. At a minimum it shall address program governance and roles, monitoring of standards changes and effective dates, internal review and self-assessment, evidence generation and retention, self-reporting and mitigation under the Compliance Monitoring and Enforcement Program (CMEP), coordination with BPA, response to WECC audits and spot checks, and periodic update of the compliance program document.
