About this file

This is Addendum No. 2 to RFQ No. 24-003-0020 issued by Thurston County Government Board of County Commissioners for the Energize Thurston 2025 Heat Pump and Heat Pump Water Heater Installation Services program. The addendum, posted December 20, 2024, maintains the original closing date of January 10, 2025, at 4:00 PM PST. The program will run from March through June 2025, focusing on residential installations including owner-occupied homes, rental units (with owner approval), condos, and manufactured homes. The county expects to select multiple installers, more than the two that served the previous Energize Olympia program in 2024.

The addendum clarifies that contractors may negotiate equipment and pricing changes before the March 4, 2025 contract execution date, and possible amendments afterward. Contractors should include both existing R410 refrigerant systems and new A2L refrigerant systems in their pricing if they plan to install them during the program period. For subsidized installations, South Puget Sound Habitat for Humanity will manage payments to installers with a typical 30-45 day processing time, while self-funded installations will follow the installer's standard payment terms with customers directly. Insurance requirements are detailed in RFP Attachment 3, Section 8.

ADDENDUM NO. 2

REQUEST FOR QUALIFICATIONS NO. 24-003-0020

for ENERGIZE THURSTON 2025 HEAT PUMP AND

HEAT PUMP WATER HEATER INSTALLATION SERVICES

ADDENDUM POSTED: December 20, 2024 CLOSING DATE: January 10, 2025, at 4:00 PM PST (UNCHANGED)

QUESTIONS & ANSWERS

Q1: What if there is a change of equipment/refrigerant after January?

A1: If there are changes that need to be made to the equipment and pricing schedule after the proposal is submitted on January 10, the proposer may be able to negotiate with Thurston County to make the changes before contract execution on March 4, 2025. Contract amendments after that date to include new product offerings may be possible. Due to the short duration and time-sensitive nature of this program (estimated March through June 2025), we recommend proposals include plans to address potential supply chain issues that may delay program installations when describing their approach to selecting proposed equipment.

Q2: Would you like contractors to provide pricing for the existing R410 refrigerant systems, but also the R32 or R454B refrigerant systems that will be slowly transitioning into the market in 2025?

A2: In their price and equipment schedule, proposers should include any configurations of equipment they plan to install during the duration of the program between March and June 2025, which may include the existing R410 refrigerant systems as well as new A2L refrigerant systems. Also see A1.

Q3: How many contractors will be selected for this program?

A3: The RFP does not state a specific number of installers that will be selected, because it will depend on the number and quality of proposals received. We expect that Energize Thurston will require more than the two installers that served the Energize Olympia program in 2024.

Q4: Is this commercial and residential or just residential?

A4: This program is focused on existing residential buildings. Homes must be owner-occupied to qualify for a subsidized installation, but rental units may receive a self-funded installation with building owner approval. Condos and manufactured homes are also eligible for the program.

Q5: Will the period for payout be different to self-funded versus subsidized?

A5: For self-funded installations, the contract is between the Installer and the customer, and the Installer would receive payment per the terms of your standard payment arrangements. The subsidized installations are between South Puget Sound Habitat for Humanity and the Installer. As a non-profit, Habitat for Humanity prefers to receive reimbursement from the grant funding prior to paying the installer, which would typically take 30 – 45 days.

Q6: What kind of insurance will be needed for this program?

A6: You can find insurance requirements in the RFP Attachment 3, Section 8.
