About this file
This is an RFP Addendum and contract documentation for portable restrooms and related services between Bend Park and Recreation District (BPRD) and Little John's Portable Toilets. BPRD seeks comprehensive portable restroom services including delivery, placement, cleaning, maintenance, vandalism response, and removal across its 3,000-acre park system encompassing 81 parks and 70 miles of trails, as well as for special events. The contractor must provide restrooms less than five years old in neutral colors equipped with functioning locks, occupancy indicators, toilet paper dispensers, hand sanitizer dispensers, and toilet seat covers. Key service requirements include a two-hour response time for cleaning and graffiti removal and a 24-hour response time for maintenance, repairs, or unit replacement. The contractor must maintain customer service availability Monday through Friday from 8:00 a.m. to 5:00 p.m. Pacific Time. The original RFP was issued on January 12, 2026, with proposals due February 5, 2026, at 2:00 p.m. Pacific Time. The contract term runs from execution through March 31, 2027, with four optional one-year renewal terms available. The District may exercise renewal rights by providing written notice at least 60 days prior to term expiration.
Pricing is structured by unit type and rental duration, including daily, weekly, monthly, annual, and special event rates. The second amendment (effective April 10, 2023) establishes current pricing, with standard restrooms at $1,200 annually, accessible restrooms at $1,680 annually, and extra services at $45 per occurrence. Pricing remains fixed for the initial contract term and each renewal period with no increases permitted. Little John's Portable Toilets is the current incumbent vendor, with 2024 and 2025 usage quantities provided to prospective bidders as reference. The contractor is solely responsible for all replacement, cleanup, and repair costs resulting from vandalism, damage, and maintenance, except in cases of total loss (shared 50/50), tip-overs at unsecurable locations (District pays one Extra Service charge), or minor vandalism correctable within one hour (District pays one Extra Service charge if requested separately). The contractor must maintain commercial general liability insurance of $2,000,000 per occurrence and $4,000,000 in aggregate, auto liability coverage of $1,000,000, and statutory workers' compensation insurance.
