Subject: Request for Proposal No. 951700-24-R-0050
Enclosed is a Request for Proposal (RFP) for Facilities Maintenance Services for the Botswana Transmitting Station. If you would like to submit a proposal, follow the instructions provided in the solicitation, complete the required portions of the attached document, and submit to both emails provided.
The U.S. Government intends to award a firm-fixed-price (FFP) commercial contract to the responsible offeror submitting a proposal, which has been determined to be the best value to the Government. USAGM intends to award a contract based on initial proposals, without holding discussions, although USAGM reserves the right to conduct discussions with the offerors.
A site visit will be held 11/06/2024 at 10 AM (Botswana Time). Contractor Questions are due by 11/12/2024 at 12:00PM EST. It is anticipated that USAGM will provide answers to contractor questions by 11/13/2024. Proposals are due by 11/20/2024, 12:00 PM EST. NOTICE TYPE: Combined Synopsis/Solicitation
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.
(ii) Solicitation No. 951700-24-R-0050 is issued as a Request for Proposal (RFP).
(iii) This solicitation document Federal Acquisition Circular (FAC) and incorporated provisions and clauses are those in effect through 2023-04 effective June 2, 2023.
(iv) This is a full and open competition using the North American Industry Classification Systems (NAICS) code for this acquisition is: 561210, Facilities Support Services.
(v) The U.S. Agency for Global Media (USAGM) seeks Facilities Maintenance Services for Botswana Transmitting Station.
Objective and Needs:
See Statement of Work below.
(vi) Interested Offeror(s) will be required to provide Facilities Maintenance Services for Botswana Transmitting Station for a base period of 1-year starting from the date of award, with the possibility of four 1-year option periods.
As a result of this solicitation, the Government intends to award a definitive contract.
Offerors shall assume that the Government has no prior knowledge of the company's capability and experience. The basis of the Government’s evaluation is the information offerors present in their proposals.
Emailed copies (softcopy) of the proposals are due to David Wallace, at DWallace@usagm.gov and Brittany Vandiver at, bvandiver@usagm.gov. Offers must be received no later than 12:00:00 pm, ET, Friday, November 20, 2024. Email is the only acceptable method for submitting offers and no other method will be accepted. Proposals arriving after exact date and time specified herein will be considered "late" and will not be evaluated. The format of the proposal shall be standard PDF searchable. The use of hyperlinks within the quote is prohibited.

Prospective offerors should contact both individuals for any site visit coordination. There will only be one group site visit. If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the Contracting Officer in writing with supporting rationale.
Proprietary data contained in the proposal must be clearly marked by the offeror and will be handled as such.
CONTENTS OF OFFER SUBMISSION.
Offerors shall confine submissions to essential matters, sufficient to define the offer in a concise manner, to permit a complete and accurate evaluation of the proposal. Offerors are cautioned that a restatement of the technical requirements in the Solicitation does not demonstrate an understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary data shall be clearly marked.
Offer Preparation Costs. The Government will not reimburse the offeror for any costs incurred for the preparation and submission of a proposal in response to this solicitation.
The offeror is advised that the Contracting officer is the only person who can legally obligate the Government for the expenditure of public funds in connection with this procurement.
SUBMISSION OF OFFERS
Offer Organization: The proposal must be compliant with the requirements as stated in the solicitation herein. Nonconformance with this Solicitation requirements may result in elimination from consideration for award.
Offerors shall provide their proposals in four separate volumes. Offerors’ proposals must also contain a cover letter.
• Volume I, Technical and Management Acceptability.
• Volume II, Staffing Approach
• Volume III, Past Performance
• Volume IV, Price
The Government will evaluate proposals in accordance with the evaluation factors set forth in Section M of this Solicitation. Each proposal volume shall be separate and complete so the evaluation of one volume may be accomplished independently of evaluation of all other volumes.
The proposals submitted are “For Official Use Only” and contains “Source Selection Sensitive Information.
Proposals shall be typed. Except for the reproduced sections of the solicitation document, the font shall be Times New Roman, the font size shall be no less than 12 point; print pages shall have at least 1-inch margins on the top and bottom and 3/4-inch side margins. For tables, charts, graphs and figures, any readable font is acceptable, but the font size shall be no smaller than 10 point.
Any information submitted that is included in pages that exceed the page number limitation for each Volume set forth below will not be evaluated. Use of dividers/separators in any part of your offer is acceptable and will not count toward any page limitation. Additionally, a cover sheet, table of contents, definitions/terms page or any similar reference type information used in any part of your proposal will not count toward any page limitation.
By submission of its proposal, the offeror accepts all Solicitation requirements, including terms and conditions, representations and certifications, and technical requirements.
All additional contract requirements, terms, conditions, provisions, and clauses applicable to this acquisition are contained herein and below.
Offers shall be prepared as follows.
Volume I – Technical and Management Approach (shall not exceed 3 pages)
Offerors shall demonstrate an understanding of and the capability to complete all evaluation factors listed in Section M.
Volume II – Staffing Approach (shall not exceed 3 pages)
Offerors shall demonstrate understanding of and the capability to complete all evaluation
Volume III- Past Performance (shall not exceed 3 pages) Offerors shall demonstrate an understanding of and the capability to complete all evaluation
Volume IV – Price Offerors shall provide pricing in an Excel Spreadsheet (unlocked and editable) or use CLIN structure provided below.
ALL pricing information shall be confined to Volume IV. Pricing information shall not be provided in any volume other than volume IV. Pricing information shall be provided only in Volume IV and shall not referenced elsewhere in the proposal.
Offerors must include a 6-month option period in their price proposals, in accordance with FAR 52.217-8 Option to Extend Services clause in the basic contract award. This 6-month option period should be broken out separately from the CLINs already established in the solicitation and should be readily identifiable in the Offeror’s proposal.
Assumptions, Exceptions, and Conditions The offeror shall identify any/all assumptions, conditions, or exceptions to the terms and/or conditions of this solicitation. If none are noted, the quoter agrees to comply with all the terms and conditions. It is not the responsibility of the United States Agency for Global Media (USAGM) to seek out and identify assumptions, conditions, or exceptions contained in an offeror’s proposal. USAGM, at its sole discretion, may accept or reject any proposal that contains exceptions.
The Government requires a proposal effective for a period of at least 60 days. The offeror may specify a longer period but may not specify a shorter period. Any proposal specifying a shorter period may be rejected.
The offeror’s signature on the cover page of the SF1449 indicates that the offeror has read and agrees to comply with all the conditions and instructions of this solicitation.
Section M- Evaluation Factors (There are four evaluation factors: Technical and Management Approach, Staffing Approach, Past Performance, and Price)
The Government intends to award a firm-fixed-price contract resulting from this solicitation to the responsible contractor whose proposal conforms to the Solicitation and represents the best value to the Government, price and other factors considered utilizing FAR parts 12 and 13.
COMPLIANCE REVIEW
The preliminary evaluation process shall include the following:
The Government will perform an initial review of all proposals received to determine completeness and compliance with the terms of the solicitation. The Government may reject as unacceptable any proposal that does not conform to the Solicitation. Offerors must demonstrate that they can meet the minimum technical requirements in the statement of work, and if they do not their proposals will not be considered for award and will not be included in the comparative evaluation phase of the acquisition.
After the compliance review, which will be a preliminary consideration of all offers, the Government will no longer consider for award proposals that do not meet the solicitation’s minimum technical requirements.
The evaluation factors are the standards against which all proposals will be evaluated;
Offerors should address them completely in their proposals.
EVALUATION
The Government will evaluate the Offeror’s Technical and Management Approach (Volume I) based upon the following:
Technical acceptability, which will include a review of the Project Manager;
experience (and references); personnel, equipment, supplies and equipment;
licenses/permits; and management plan, etc., along with any technical information provided by the offeror with its proposal.
The Government will evaluate the Offeror’s Staffing Approach (Volume II) based upon the following:
The staffing approach will be evaluated based on the extent to which the Offeror’s proposal demonstrates effectiveness, completeness, and adequacy of the proposed staffing approach and how it will satisfy the contract requirements.
The Government will evaluate the Offeror’s staffing approach to assess the ability of the Offeror to supply a sufficient workforce to meet the agency’s requirements.
The Government will evaluate for the effectiveness and adequacy of any proposed strategy to overcome shortfalls in the primary staffing strategy and the approach to providing backup in the event of absences or vacancies.
The Government will evaluate for effectiveness, adequacy, and responsiveness of the Offeror’s approach to staffing for fluctuating requirements.
The Government will evaluate adequacy of the Offeror’s comprehensive hiring plan, which presents those to be transferred from within the Offeror’s own organization, and those from other sources.
The agency will assess the Offeror’s planned rate, and proposals to recruit new hires.
The Offeror shall provide a list of key personnel along with resumes.
The Government will evaluate the Technical and Management Approach Factor and the Staffing Approach Factor using the following adjectival ratings:
Adjectival Description Exceptional Greatly exceeds all minimum requirements of the criteria; has a high probability of success; contains no weaknesses or deficiencies.
Good
Exceeds all the minimum requirements of the criteria; has an above average probability of success; contains no significant weaknesses and only minor, correctable weaknesses exist.
Acceptable Meets all the minimum requirements of the criteria; has an average probability of success; no significant weaknesses and any deficiencies can be readily corrected.
Marginal
Fails to meet one or more of the minimum requirements of the criteria; low probability of success; major weaknesses and/or significant number of deficiencies exist.
Unacceptable Fails to meet any of the minimum requirements of the criteria; proposal needs major revisions; very low probability of success.
The Government will evaluate the Offeror’s Past Performance (Volume III) based upon the following:
The Offeror will be evaluated with respect to its past performance of projects similar in size and scope to the requirements in this solicitation. Offeror shall use the table provided below to enter information.
This assessment will consider the three (3) most recent relevant survey ratings. USAGM could provide the survey template at the time of solicitation; however, the surveys must be from companies the offeror had worked for in the last 10 years and relevant to the work under the solicitation. The past performance must be of similar size and scope to the work effort described in this solicitation.
Past performance will be evaluated by assigning an adjectival rating based on:
• Relevant History. Degree to which the Offeror demonstrates relevant history of projects and contracts of similar size and scope to the services sought in this solicitation.
• Customer Satisfaction. Level of customer satisfaction with delivering services on projects and contracts of similar size and scope to those sought in this solicitation.
Regarding the government’s evaluation of past performance, Offerors should note:
In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will receive a neutral rating.
The Government reserves the right to contact references to evaluate the Offeror's past performance. The Government is not limited to the references listed by the Offeror.
The Government reserves the right to contact any relevant references. It is the Offeror’s responsibility to make certain that the information provided for reference checks is complete, accurate and current as of the month of issuance of this solicitation. USAGM will make two attempts to contact any given reference. The Government does not guarantee, however, that all citations/references provided will be contacted and/or used in performing this evaluation.
The Government will evaluate the Past Performance Factor using the following adjectival ratings.

Neutral N No past performance available for evaluation. Offeror has asserted it has no equal or similar relevant past performance.
Outstanding O The Offeror’s past performance demonstrates no issues, concerns, or risks associated with delivering timely services and performance. Past performance surveys and the Offeror’s experiences indicate that the Offeror is capable of exceeding requirements of the contract.
Good G The Offeror’s record of past performance indicates there is very little risk associated with receiving quality products, timely services and full contract performance. Past performance surveys indicate the Offeror will meet or exceed requirements of the contract.
Acceptable A The Offer’s record of past performance indicates that there is some potential risk associated with receiving quality products, timely services, and contract performance. Past performance surveys indicate the Offeror may have some problems during performance of the contract..
Unsatisfactory U The Offeror’s record of past performance indicates it will be unable to perform successfully on the contract.
Price (Volume IV). No adjectival ratings will be assigned in the Government’s price proposal evaluations. Offerors must complete the below provided price table in full. An Offeror’s price proposal will be evaluated by comparing it to all other offerors’ price proposals and against the Government’s independent cost estimate. Pricing shall only be part of Volume IV and shall not be mentioned in any other Volume.
Each of the factors are equal in weight, that is, each factor’s weight is 25% of the overall proposal rating weight.
Best Value Determination. The best value will be determined by evaluating Volumes I- IV. To be eligible for award, the contractor must be responsible; the Government will make a responsibility determination (see FAR 9.1).

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

The Government shall perform a “best value analysis” and the award shall be made to the Offeror/s whose proposal is most advantageous to the Government, taking into consideration the evaluation factors listed above.

Statement of Work
Facilities and Maintenance Support for Selibe-Phikwe, Botswana
1. SCOPE OF WORK
This is a firm-fixed-price contract for Facilities Maintenance Support at the U.S Agency for Global Media, at Selibe-Phikwe, Botswana. The Government shall supply all replacement parts, equipment, and other materials required to support this contract. This contract will be for a base period of one-year and four option years.
2. MANAGEMENT AND SUPERVISION
2.1 Supervision. The Contractor shall designate a representative who shall be responsible for on-site supervision of the Contractor's workforce at all times. This supervisor shall be the focal point for the Contractor and shall be the point of contact with U.S. Government personnel. The supervisor shall have sufficient English language skill to be able to communicate with members of the U.S. Government staff. The supervisor shall have supervision as his or her sole function.
2.2 Schedules. The Contractor shall maintain work schedules for its employees. All work shall be performed from Monday through Friday, between the hours of 7:30 AM and 4:00 PM, except for the holidays identified in Section F.2 OBSERVANCE OF LEGAL HOLIDAYS AND DAYS OF GOVERNMENT CLOSURE –ONSITE CONTRACTOR EMPLOYEES. Other hours may be approved in advance by the Contracting Officer's Representative (COR). The Contractor must provide at least 24-hour advance notice to the COR who will consider any deviation from the hours identified above.
2.3 Work Orders. All maintenance and repair services, regardless of whether completed as a Standard Service or Temporary Additional Service, shall be documented on a Work Order.
2.3.1 Scheduled Services. For scheduled services, the term “Work Orders,” pertains to established preventive maintenance procedures. The Contractor shall perform preventive maintenance as described in this contract and submit a weekly Preventive Maintenance Report to the COR documenting procedures successfully accomplished and items incomplete or deferred. This report shall provide an explanation or justification for work not accomplished and propose a schedule for making up those assignments. The Contractor may be held financially liable for scheduled maintenance not accomplished due to shortages in contractor staffing, due to the Contractor’s negligence, or otherwise not accomplished to the satisfaction of the COR.
2.3.2 Unscheduled Services. All other maintenance and repair actions that are not scheduled services shall be documented on the Work Order form provided in Attachment 3. These Work Order will be issued on an as-needed basis. The Contractor shall document all failures or anomalies discovered during inspections or otherwise observed by the Contractor’s workforce on a Work Order submitted to the COR.
2.4 Quality Assurance. The Contractor shall institute an appropriate inspection system to ensure duties and responsibilities of the Contractor’s staff are being carried out in an appropriate and
BTS Facilities Maintenance Support Revised: 10/24/2024 effective manner. Any shortcomings and/or substandard conditions noted by such inspections shall be promptly corrected. Any condition beyond the responsibility of the Contractor shall be brought to the attention of the Contracting Officer (CO) or the COR for resolution.
3. STANDARD SERVICES
The Contractor shall provide Facilities Maintenance Support services for the U.S Agency for Global Media at Selibe-Phikwe, Botswana (Refer to Attachment 5). The Contractor shall provide all planning, administration, and management necessary to ensure that all services comply with the terms of this contract and all applicable laws and regulations, including Botswana labor laws. The Contractor shall meet all of the standards of performance identified in this contract.
The Contractor shall perform all related support functions such as supply, subcontracting, quality control, financial oversight, and maintenance of complete records and files. Required supplies, materials, and equipment shall be provided by the Government, per Attachment 1, Government Furnished Property.
3.1 Electrician Services
3.1.1 General. The Contractor shall provide building electrical maintenance, distribution installation and maintenance services. Many, but not all, daily assignments will have the Contractor’s workforce working alongside station employees to complete Work Orders.
Services including electro-mechanical works, shall involve daily inspections and logging of equipment condition, as well as repair of such equipment. The workforce provided by the Contractor to perform electrical service under this contract shall perform maintenance of low voltage load and power panels, emergency and exit lights, electrical manholes and hand holes. In addition, the workforce provided by the Contractor to perform electrical services under this contract shall also be required to replace and repair street and perimeter lighting, which includes replacement of wiring, conduits, grounding, etc. General cleaning of equipment and auxiliaries, and spot painting of the same shall be accomplished on an as-needed basis.
3.1.2 Work Standards. All Electricians that the Contractor provides under this contract to perform electrician services must be trained and registered electricians. In addition, all electrician the Contractor provides to perform electrician services must have at least three years’ experience in building electrical maintenance, electrical systems installation, and panel board and breaker operation. All work performed shall be in accordance with the National Electrical Code published by the National Fire Protection Association, NFPA 70 or its equivalent local Code. The Contractor’s electricians shall have a thorough technical knowledge of applicable safely systems, test equipment and work practices for all services covered under the paragraphs labeled Standard Services.
3.1.3 Daily Work Orders. Routine daily Work Orders typically revolve around routine maintenance and repair of items such as lighting fixtures; switch panels; electrical outlets, wiring and conduits; circuit breakers and fuses; motors; and other items in the station's low voltage electrical system.
3.1.4 Quarterly Work Orders. Quarterly maintenance Work Orders shall include, the following (refer to Attachment 7 for sample quarterly maintenance checklist):
1) Cleaning of all the exterior lighting fixtures on all buildings, along the perimeter fence line, and at antenna field structures (fixtures include but are not limited to emergency lights, exit lights, street lights, pylon lights, etc.).
2) Cleaning of the station’s exterior electrical outlets on buildings and on antenna field shelters.
3) Cleaning of the electrical panels and lighting controllers.
4) Cleaning of low voltage transformers.
3.1.5 Work Orders as Directed. In addition to scheduled maintenance, the contractor will be called from time to time to provide direct support to the station’s Electrical Unit. These jobs include, the following:
1) Cleaning of electrical manholes and hand holes.
2) Cleaning of generator cooling towers, cooling radiators, air filters, and air compressors.
3) Cleaning of substation equipment and distribution switchgears during annual preventive maintenance.
4) Assist with the installation of electrical provisions and relocation of electrical equipment during building renovations and building construction.
5) Perform periodic cleaning of electrical equipment and auxiliaries.
6) Perform periodic painting of electrical equipment.
3.2 Generator Service Maintenance.
3.2.1 General. The Contractor shall provide qualified laborers having specialized knowledge, skills, and aptitudes to perform inspections/assessments, heavy and preventive maintenance, overhauls and repairs on the Caterpillar Electric Generator systems and all generators mentioned in this SOW, at the request of USAGM. Inspections/assessments shall be performed when requested by USAGM to determine the overall condition and operability of the systems, a full written report of the inspection/assessment results with maintenance/repair recommendations shall be provided within three workdays of the inspection. Preventive maintenance shall be performed for Electric Generator systems in accordance with the Caterpillar Operations and Maintenance Manuals at intervals recommended in the Standard Preventive Maintenance Schedules.
3.2.2 Work Standards. The Contractor shall manage and supervise all aspects of labor necessary to satisfy the requirements set forth in this contract. All work shall be performed in accordance with the terms and conditions of this contract, safety rules set forth by USAGM, and local laws and regulations, including local labor laws. Safety of personnel and quality workmanship are an integral part of this contract.
The Contractor shall perform inspections, heavy and preventive maintenance, overhauls and repairs on all USAGM Caterpillar, Cummins, John Deere, Lister and Honda Generators at USAGM. The Contractor will provide a written proposal including all pricing to the USAGM Contracting Office and Contractor Officer Representative for approval before executing any repair or maintenance tasks. Contractor will coordinate with the USAGM MW Transmitter Site manager for performing scheduled and unscheduled maintenance. During this period, the Contractor shall complete all maintenance as well as operational checks and return equipment back to normal configuration prior to releasing equipment for use. The Contractor shall be particularly attentive to maintaining the integrity of warranties and guarantees. It is the Contractor’s responsibility to maintain all systems in a standard configuration as approved by the COR and keep a record of equipment configuration for troubleshooting reference. All work performed by Contractor’s workforce shall be accomplished using the manufacturer’s established procedures, instructions, and standards.
The Contractor shall not make any configuration changes to the generator system without prior approval of the COR. The Contractor shall immediately notify the COR and/or Facility Manager or their representatives of any equipment malfunction, deficiency or unauthorized configuration changes that will adversely impacts the Agency’s broadcasting mission, including, but not limited to, an off-air situation or potential of a system failure which could lead an off-air situation.

3.3 Air Conditioning Maintenance and Repair.
3.3.1 General. The Contractor shall provide air conditioning maintenance and repair services.
AC work shall include: periodic inspections, preventive maintenance, repair or replacement of component parts and recovery of the refrigerants (refer to Attachment 8 for list of HVAC units).
3.3.2 Work Standards. Technicians are expected to be trained and registered electricians and have at least three years’ in air conditioning system maintenance. All the work shall be performed in accordance to Warm Air Heating and Air Conditioning Association and OSHA standards.
3.3.3 Quarterly maintenance. Besides general maintenance and repair activities, the Contractor shall perform the following scheduled maintenance (refer to Attachment 9 for sample quarterly maintenance checklist):
1) Cleaning of air conditioning units in the buildings and at the antenna field shelters.
2) Cleaning of air ventilation units and air filters on buildings.
3) Cleaning of air compressor units.
4) Cleaning of the 2-unit air-cooled water chiller and two air-handling units. Assist with troubleshooting air conditioning unit water chiller.
5) Assist with troubleshooting and repair of air conditioning systems in the station vehicles.
6) Assist with installation and replacement of air conditioning systems and units.
3.4 Real Property Maintenance & Repair
3.4.1 General. The Contractor shall provide real property maintenance and repair of station facilities including two-(2) offsite unit housing compound in accordance with the definitions, procedures and standards specified in this section. While the Contractor is expected to service multiple requirements simultaneously, the Contractor shall be prepared to provide services on a more frequent or urgent basis following heavy storms.
While it is typical for two or more of such activities to be ongoing (simultaneously), the typical pattern is to complete temporary or patchwork repairs during the rainy season, followed by long term or more permanent repairs during the dry season. Refer to Attachment 5 for drawings for locations of work.
3.4.2 Work Standards. Contractor’s workforce assigned to this requirement shall be skilled in a variety of trades such as carpentry, painting, masonry, plumbing, roofing, welding, and minor construction work. Dispatched maintenance crews shall encompass the requisite skillsets for the job at hand, shall be knowledgeable and proficient using the tools of the trade. All dispatched maintenance crews shall have sufficient assistants / general labors to effectively complete the Work Order.
3.4.3 Daily Inspections. The Contractor shall perform daily walk through inspections to identify required maintenance and repair work (refer to Attachment 10) for sample inspection form). Daily walk-through inspections will cover all work areas identified in paragraphs 3.3.4 through 3.3.12, from week to week. Required work shall be reported to the COR for scheduling.
3.4.4 Walls/Roofing. Repair and minor construction work pertain to minor (impact related) accidents and conditions related to normal wear and tear on real property buildings and structures. Damaged or deteriorated wall areas shall be repaired/replaced to restore the building to a serviceable, structurally sound, and watertight condition. This includes, but is not limited to, replacing damaged masonry units, tuck-pointing loose or eroded mortar joints, sealing penetrations in wall openings, replacing damaged or deteriorated structural members, siding, underlay, and exterior trim, replacing miscellaneous hardware items and repairing any water penetration of station roofs.
3.4.5 Concrete works. Contractor shall patch cracked, broken or chipped concrete floors, walkways and drives with a non-shrinking cement mortar. Working areas shall be cleaned, and all loose concrete removed. Underlay surfaces shall be chipped to ensure bond with the patch. Shallow chip areas shall be chipped to provide space for an adequate patch thickness. The patch shall be finished even with the adjacent surfaces and finished to match existing texture.
3.4.6 Building Exterior. Exterior trim, including all exterior moldings, millwork, shutters, and cornice shall be repaired or replace as required. Surfaces for all installations shall be thoroughly cleaned of sealant and paint build-up prior to installation of trim. Damaged or deteriorated insulation board or underlay shall be replaced with material of the same type, thickness and quality.
3.4.7 Gutters. Broken, damaged, misaligned, or leaking gutters and downspouts shall be repaired or replaced with new material to match original as to gauge, type of material and finish, and loose hangers and fasteners shall be tightened. Missing wire guards, hangers and fasteners for gutters and downspouts, and splash blocks shall be replaced.
Splash blocks shall be properly positioned to receive the impact of drainage water.
3.4.8 Tiles. Tile on floors, walls, and window stools and marble saddles that are broken, missing, cracked or discolored shall be replaced as required. Wall and floor tiles shall be re-grouted as required to provide a waterproof seal. Damaged or deteriorated tiles shall be replaced with matching tiles of the same thickness as original. Damaged tiles or tiles to be replaced shall be removed without affecting adjacent tiles and the affected area shall be cleared of all debris and moisture to provide a clean, uniform dry surface for the installation of new tile. If tile is replaced adjacent to a wall, vinyl baseboard shall be replaced or repaired as necessary. Damaged caulking around sinks, shower stalls, tiles and accessories shall be chiseled out and replaced with a silicone base sealant as necessary.
3.4.9 Doors and Windows. The Contractor shall perform minor repairs on doors and windows throughout the station facilities. Repairs will include but are not limited to loose, damaged, inoperable, or missing hardware such as hinges, striker plates, latches, keepers, window mechanisms, door closures, springs, etc. Though temporary repair work may be completed in emergency circumstances, routine and longer-term preventive maintenance and repair of hardened security doors and windows are NOT part of this contract.
3.4.10 Painting. Painting shall include both interior and exterior surfaces and be considered an integral part of most work as this service is common to finishing most real property repair actions. All replacement parts and materials will be provided by the Government as
Government Furnished Material (GFM) defined in FAR 245-1. All painting, whether interior or exterior, partial or complete, shall include all work necessary for a finished job including windows, doors frames, trim, molding, closets, and shelves. This includes all surface preparation, caulking, required spot priming, moving/protection of furniture in occupied areas, and cleanup after the job is complete.
3.4.11 Plastering. The Contractor shall provide light masonry services such as plastering of old and new surfaces due to alteration or modification, laying of concrete masonry walls, repair and replacement of tiles, fabrication of concrete posts and concrete blocks, repair of drainage structures such as pipe culvert or box culvert, road protection such as repair of curbs, retaining walls and stone masonry or riprap.
3.4.12 Carpentry. The Contractor shall perform the following carpentry related services:
fabrication of boxes and shipping crates, forms for concrete placement, barricade signs, preparation and installation of wall partitions, storage and office shelving, wood sanding/finishing work in preparation for painting/varnishing services, and other such items requiring wood working and fabrication.
3.5 Warehouse Support.
3.5.1 General. The Contractor shall provide general warehouse support services for two warehouses (Transmitter Plant and Facilities Plant). Both provide similar services, though the Facilities warehouse generally handles a higher volume and higher weight items. Work performed includes but is not limited to loading/unloading of large shipments, stock placement and removal from warehouse shelving/bins, movement of office and residential furnishings between the warehouse and various onsite buildings, packing and crating services, and supporting other general warehouse functions (refer to Attachment 11 for sample of daily/monthly/quarterly and yearly tasks).
3.5.2 Work Standards. The Contractor’s workforce shall be physically healthy and capable of handling a standard day-to-day lifting workload and trained in the proper technique for safely lifting heavy objects. The Contractor shall provide all personnel with steel toed safety shoes and back support equipment (refer to Attachment 2, the Contractor Furnished Property). The Contractor shall ensure its workforce is equipped with gloves and hardhats when providing supplemental support to rigging functions.
3.5.3 Packing & Crating. The Contractor shall perform all packing and crating functions for shipment of sensitive electronic equipment, furnishings, and other outgoing property shipments. Contractor personnel shall be familiar with the use of crate banding devices and must be capable of handling tools-of-the-trade (i.e. – band cutters, hammers, screw drivers, crowbars, J-bars, etc.).
3.5.4 Loading/Unloading Services. The Contractor shall perform all loading and unloading of shipping containers, delivery vehicles, flatbeds, air freight vans, shipping crates, and other large wooden or cardboard boxes. The Contractor shall ensure all personnel providing services are proficient with using hand trucks and pallet jacks to transport heavy crates, boxes and equipment. The Contractor shall ensure at least one person on its workforce is qualified to operate forklifts 3-tonnes and up, as well as a 3-tonne truck crane.
3.5.5 Inventory & Housekeeping. The Contractor shall assist Government personnel conducting inventories, warehouse reorganizations, and issuing/receiving activities. The Contractor shall maintain the orderliness of items within the warehouse, to include maintaining orderly shelves, loose property bins, clear walkways, and access to fire extinguishers and fire escapes.
3.5.6 Movement of Government Property. The Contractor shall facilitate movement of materials and equipment in other functional areas throughout the station. The Contractor’s workforce shall periodically accompany station drivers to assist with loading, transport, and unloading of Government property and supplies to/from off-site locations. Off-site locations include, but are not limited to, the U.S. Embassy Gaborone, Foreign Service Officer residences, International Airports / ports, and other regional locations to support shipping, procurement and disposal actions.
3.6 Antenna Curtain and Towers Maintenance Support Services.
3.6.1 General. The Contractor shall perform inspections and scheduled maintenance on antenna systems, to include towers, transmission lines, tower lighting, switch bays, and diplexers. All failures or anomalies discovered during inspections or otherwise observed by contractor personnel shall be documented on a work order, and submitted to the COR. The Contractor shall also perform unscheduled maintenance and repair on these same systems necessitated by wear and tear, adverse weather conditions, etc. Items that cannot be adequately cleaned or repaired in the field shall be removed for refurbishment back in the mechanical shop. All Contractor’s rigging support workforce shall have no less than five (5) years of experience in performing work at heights up to 400-ft. The rest shall be properly trained and equipped to work on elevated platforms and structures up to 25-feet. Only those climbers with the current US or international certification to perform rope rescue will be allowed to work from a bosun’s chair or spider cage.
3.6.2 Work Standard. The Contractor shall provide Antenna Maintenance Support Services for the U.S. Government at Selibe-Phikwe, Botswana. The Contractor shall include all planning, administration, and management necessary to assure that all services comply with this contract, and all applicable laws and regulations. The Contractor shall meet all the standards of performance identified in the contract. The Contractor shall perform all related support functions such as supply, subcontracting, quality control, financial oversight, and maintenance of complete records and files. Required supplies, materials, and equipment shall be provided by the Government (see Attachment 1) as either, Government Furnished Property or Government Furnished Material. The failure to comply with this contract’s staffing requirements will result in reduction in monthly payment (missing personnel cost will be subtracted from the final invoice). The Contractor shall inspect, organize, and clean tools, rescue and rigging equipment.
3.6.3 Daily/Weekly/Yearly Task Schedule. The intent of daily/weekly/yearly procedures is for the Contractor, at the minimum, to cycle through visual inspections and repairs of all systems over the course of a year. The Contractor shall inspect tower bases, counterweights, and frames, guys and guy anchors, clamps, vibration-dampers, closed strand bridge socket, U-bolts, turnbuckles, grounding wires/rods, and insulators for corrosion and/or loosed or damaged hardware and repair or replace as required. The daily/weekly/yearly tasks will not be limited to working on antenna systems only. The Contractor shall perform other duties as assigned.
Inspect catenaries, cut strands, elements, pulleys, driver, and reflectors, horizontal, diagonal, braces, flanges, ladders, hardware, paint, galvanizing, service strut pin, and shelves for corrosion, loose and/or damaged hardware. Repair or replace as required.
Inspect antenna curtains for proper sag and feeder connections. Perform corrosion control and painting as necessary. Assist with guy tensioning and plumbing of towers.
Visually inspect each tower light beacon and pedestal lights in both the day and night mode operation.
4.1 Maintenance& Repair of Government Owned Vehicles (GOVs), Heavy Equipment, Utility
Vehicles (UTVs), and gasoline/diesel powered tools.
4.1.1 General. The Contractor shall provide scheduled maintenance and routine repair services for government vehicles, heavy equipment and gasoline powered tools and equipment. The station vehicle fleet consists of a wide variety of vehicles from sport utility vehicles (SUVs), light and medium pickup trucks, passenger vans and buses, heavy cargo vehicles, and fire fighting vehicles. Serviced equipment includes tractors, forklifts, utility vehicles (UTVs), lawn mowers, and smaller fuel powered tools and equipment.
The Government shall provide all tools and materials necessary for work the Contractor shall perform in accordance with this section.
4.1.2 Work Standard. The mechanics are expected to be certified trained mechanics with at least 3 years of experience in repairing and maintenance of vehicles, vans and trucks. All work shall be performed safely and in accordance with OSHA standards.
4.1.3 Vehicle Maintenance & Repair. The Contractor shall initial troubleshooting for station vehicles and provide a detailed diagnosis of problems found. The report shall include a list of parts and procedures needed and repair the vehicle. Only minor repairs will be performed under this contract. The station shall utilize commercial service centers for more extensive repair jobs.
4.1.4 Preventive Maintenance. The Contractor shall perform scheduled maintenance on GOVs and fuel powered equipment, as per Attachment 13 and 14, respectively. For those preventive maintenance tasks that are done at off-site locations, the Contractor shall assist the motor pool supervisor with record keeping and scheduling of preventive maintenance as required.
4.1.5 Vehicle Cleaning. The Contractor shall provide routine and detail cleaning (including under carriage) for GOVs on a bi-weekly basis, but more frequently if required. Refer to Attachment 15 for vehicle cleaning instructions.
4.1.6 Equipment Cleaning. The Contractor shall clean/wash heavy equipment and gasoline/diesel powered tools after each daily use. UTV’s shall be thoroughly washed and cleaned weekly, but more frequently if required.
4.1.7 Roadside Assistance. The Contractor shall provide roadside assistance for GOV breakdowns in the greater Tarlac region (within 1.5-hour’s drive from the station).
5. TEMPORARY ADDITIONAL SERVICES
5.1 Temporary Additional Services are defined as Standard Services but are required at times other than the normal workday. These services shall support system failures, special events, or emergencies at the Station. The Contractor shall provide these services in addition to services specified in Paragraphs 3.1 through 3.6 of this SOW. The COR shall order these services as needed. This work shall be performed by trained employees of the Contractor and shall not be subcontracted. The COR may require the Contractor to provide temporary additional services with 24-hour advance notice.
5.2 The Contractor shall include in its next regular invoice details of the temporary additional services and any materials provided and requested under temporary additional services. The Contractor shall also include a copy of the COR's written confirmation for the temporary additional services.

7. CONTRACTOR WORKFORCE REQUIREMENTS
7.1 General. The Contractor shall maintain discipline at the site and shall take all reasonable precautions to prevent any unlawful, riotous or disorderly conduct by Contractor’s workforce at the site. The Contractor shall preserve peace and protect persons and property on site. The Government reserves the right to direct the Contractor to remove a member of its workforce from the worksite for failure to comply with the standards of conduct. The Contractor shall immediately replace them to maintain continuity of services at no additional costs to the Government.
7.2 Standard of Conduct.
7.2.1 Uniforms and Personal Equipment. The Contractor's workforce shall wear clean, neat and complete uniforms when on duty. All employees shall wear uniforms approved by the Contracting Officer's Representative (COR).
7.2.2 Neglect of duties shall not be condoned. The Contractor shall enforce no sleeping while on duty, unreasonable delays or failures to carry out assigned tasks, conducting personal affairs during duty hours and refusing to render assistance or cooperate in upholding the integrity of the worksite security.
7.2.3 Disorderly conduct, use of abusive or offensive language, quarreling, intimidation by words, actions, or fighting shall not be tolerated. Also included is participation in disruptive activities, which interfere with normal and efficient Government operations.
7.2.4 Intoxicants and Narcotics. The Contractor shall not allow its workforce while on duty to possess, sell, consume, or be under the influence of intoxicants, drugs or substances that produce similar effects.
7.2.5 Criminal Actions. Contractor’s workforce may be subject to criminal actions as allowed by law in certain circumstances. These include but are not limited to the following actions:
1) Falsification or unlawful concealment, removal, mutilation, or destruction of any official documents or records or concealment of material facts by willful omission from official documents or records;
2) Unauthorized use of Government property, theft, vandalism, or immoral conduct;
3) Unethical or improper use of official authority or credentials;
4) Security violations; or,
5) Organizing or participating in gambling in any form.
