About this file

This is Solicitation Addendum No. 1 to RFP 8300 RGW3010 issued by the City of Austin Financial Services – Central Procurement on May 8, 2026, addressing questions submitted by prospective vendors regarding the Fire Cadet hiring selection process. The addendum clarifies that the incumbent contractor, Morris & McDaniel, Inc. (located in Virginia), currently provides these services under a contract expiring in 2026. The City received approximately 1,398 entry-level applicants in 2024, with 667 candidates taking the written examination and advancing to oral assessment, while the April 2026 lateral hiring cycle generated 230 applications with 130 meeting minimum experience qualifications. Typical entry-level candidate show-up rates for written exams are approximately 50 percent. The City's primary objectives are to enhance the applicant experience and process efficiency in response to declining national trends in firefighter applications. The original proposal deadline was May 19, 2026, at 2:00 PM CST with offer opening at 3:00 PM CST the same day. The initial contract term is twenty-four months with options for two additional twenty-four-month renewal periods, with the first hiring process administration targeted for March 2027.

The City of Austin is subject to Government Code Chapter 143 (Civil Service) requirements and prefers previously developed, vendor-owned cognitive examination materials rather than City ownership of proprietary assessments. Contract terms and conditions may be negotiable, provided exceptions are formally submitted via Attachment A: Exception Form in accordance with solicitation instructions. All proposed changes to the sample contract must be documented and submitted by the proposal deadline. The solicitation incorporates evaluation criteria weighted across Concept and Strategy (30 points), Experience/Qualifications/Personnel (30 points), Price (20 points), Local Business Preference (up to 10 points), and Small Business Preference (up to 10 points). Pricing will be evaluated on a pro-rata competitive basis using a provided milestone-based payment schedule tied to completion of deliverable stages rather than lump-sum compensation.
