About this file
This is a Request for Proposal (RFP) for the operation and management of the NIH Tetramer Core Facility, issued by the National Institute of Allergy and Infectious Diseases (NIAID) under solicitation number 75N93026R00006. The facility produces and distributes soluble MHC-peptide multimeric reagents used to detect, enumerate, and isolate antigen-specific T cells for immunological research. The Contractor must establish and maintain a centralized production facility capable of generating custom and premade MHC class I, class II, and non-classical tetrameric reagents, implement rigorous quality control standards, assign Research Resource Identifiers (RRIDs) to all reagents, and manage a 18-month storage protocol for excess ligands and MHC complexes. Additionally, the Contractor must operate an integrated web-based system for reagent request submission, tracking, review, and distribution, including a secure database with role-based access for clients, the Contracting Officer's Representative (COR), and the Tetramer Resource Committee (TRC), along with a public-facing website displaying available reagents, standard operating procedures, publications citing TCF reagents, and customer support resources.
The contract is a cost-reimbursement, level-of-effort type award for a 12-month base period beginning March 21, 2027, with six one-year options extending the total performance period to seven years. The Government requires 9 full-time equivalents (FTEs) annually, with estimated labor consisting of a Principal Investigator (0.35 FTE), Technical Director (1.0 FTE), Facilities/Project Manager (1.0 FTE), Senior Scientists at multiple levels (3.0 FTE combined), Research Technician II (2.0 FTE), and Subcontractors/Consultants (1.65 FTE). Proposals are due by 3:30 p.m. Eastern Time on June 22, 2026, submitted electronically via the NIH eCPS website. The estimated annual workload is 500 requests per month distributed as 45% MHC Class I, 35% MHC Class II, and 20% innate-like T cell reagents, with production timelines ranging from 7–14 days for premade reagents to 6 months for custom reagents requiring new cloning. Uniform cost assumptions include 2,500 domestic and 400 international shipments annually, storage of 1,500 items per year, travel for one contract initiation meeting in Bethesda (Maryland) within three months of award, annual scientific meeting attendance, and two hybrid workshops over the seven-year period with travel for up to twelve investigators. Evaluation criteria weigh technical approach at 50 percent, scientific and technical personnel at 20 percent, project management at 20 percent, and facilities/equipment/resources at 10 percent, with past performance and cost realism also considered. The NAICS code is 541714 with a small business size standard of 1,000 employees, and the set-aside status is "No." Proposals must be submitted in two separate parts: a technical proposal not exceeding 175 pages and a business proposal with detailed cost breakdowns, including a completed Breakdown of Proposed Estimated Costs spreadsheet in native Excel format.
