About this file
This is Amendment 1 to RFP #75N93026R00006 for the NIH Tetramer Core Facility (TCF), issued May 22, 2026, with an unchanged proposal due date of Monday, June 22, 2026 at 3:30 P.M. EST. The amendment provides responses to three questions from potential offerors regarding solicitation requirements. Offerors must acknowledge receipt of this amendment by identifying Amendment #1 and the issue date on each proposal copy, or their proposal may be rejected. All other terms and conditions of the original solicitation remain unchanged.
The amendment clarifies three key issues: (1) the 1.65 FTE allocation for Subcontractor/Consultants listed in the Level of Effort table is flexible and non-prescriptive; subcontractors and consultants are optional and not required, and offerors may determine their use at their discretion while describing their general approach in proposals; (2) alternate proposals must follow the same submission instructions and procedures established in Section L and Attachment 1 of the solicitation; and (3) vendors can access the SBCX system through the link provided on page 25 of the solicitation (https://osdbu.hhs.gov) after registering, rather than receiving a separate link from the Contracting Officer. The primary contact is Zachary Fetters, Contracting Officer, and the secondary contact is Ashley Kinderdine, Contracting Officer.

Offerors must acknowledge receipt of this Amendment by identifying this amendment number
(Amendment # 1) and the date of the amendment (May 22, 2026) on each copy of the proposal submitted. Failure to receive your acknowledgement may result in the rejection of your proposal.
Except as provided herein, all terms and conditions of the solicitation remain unchanged and in full force and effect.
The purpose of this Amendment 1 is to provide responses to questions from potential offerors, regarding the solicitation.
The solicitation is amended to provide the following responses to questions received from potential offerors:
Question 1: The table of Labor Hours on page 56 lists 1.65 FTE for "Subcontractor/Consultants". It's not clear that the remainder of the document specifies the nature of any envisioned subcontracts or consultant relationships. Furthermore, the RFP does not contain R&D efforts that went under Task B in previous RFPs for the Tetramer Facility. Please provide guidance for what sort of subcontracts/consultants are expected or envisioned. Do these need to be completely described in the proposal, or can they be included as TBA to be funded through the exercise of options?

Response to Question 1: The Level of Effort (LOE) table reflects an estimated distribution of the total
9 FTE requirement and is not prescriptive regarding specific staffing sources or contractual arrangements. The 1.65 FTE identified for Subcontractor/Consultants is intended to provide flexibility for the Contractor to determine how best to meet the requirements of the Statement of Work.
The solicitation does not require the use of subcontractors or consultants, nor does it prescribe specific roles or areas of work for them. Offerors may utilize subcontractor or consultant support at their discretion as needed to meet the requirements of the Statement of Work and should describe their general approach in their proposals.
Proposals will be evaluated based on the requirements of the Statement of Work as written in the current solicitation.
Question 2: Page 60 includes a paragraph on the option to submit alternate proposals. Please provide additional guidance on the mechanism for submitting an alternate proposal.
Response to Question 2: Submitting an alternate proposal must follow the same instructions and procedures as established in Section L and Attachment 1 of the solicitation.
Question 3: The solicitation indicates that the SBSP must be submitted in the SBCX system by the proposal submission deadline date. Will the Contracting Officer send the Offeror a link to access the
SBSP for this solicitation in the SBCX system, after the Offeror submits the Proposal Intent to Submit on May 22? Please confirm when the Offeror can expect the link to the solicitation SBSP within the
SBCX system.
Response to Question 3: The link for the SBCX system is on pg. 25 of the solicitation and provided here (https://osdbu.hhs.gov). Vendors must register to access the SBCX system.
