SECTION B – OVERVIEW

B-1 PURPOSE OF CONTRACT:

1.1 GENERAL: The Indian Health Service/Billings Area Office, Northern Cheyenne Service Unit has a requirement for Women’s Health Services. In addition to Women’s Health (prenatal) services, the contractor must have the ability to consult/co-manage with an OBGYN or Maternal Fetal Medicine as needed to ensure comprehensive care for high risk patients. Telehealth visits may be used as appropriate. Contractor must be credentialed/privileged not only at NCSU, but also at one or both of the hospitals in Billings, MT for labor and delivery. The Government intends to award a Firm Fixed-Price (FFP), Multiple-Award Service contract.

1.2 INTRODUCTION: The Indian Health Service (IHS) is an agency within the US Department of Health and Human Services (DHHS), and is responsible for providing federal health services to American Indians and Alaska Natives. The provision of health services to members of federally recognized tribes grew out of the special relationship between the federal government and Indian tribes. The IHS is the principal health care provider and health advocate for the Indian people. The IHS goal is to assure that accessible health care services are available to the American Indian and Alaska Natives. The IHS currently provides health services to approximately 1.5 million American Indians and Alaska Natives, who belong to 557 federally, recognized tribes in 34 states.

The Billings Area Indian Health Service Unit to be serviced is as follows:

Northern Cheyenne Service Unit (NCSU) 420 N. Cheyenne Ave Lame Deer, MT 59043

The NCSU is an ambulatory healthcare facility with a 24/7 urgent care department. We are located in southeastern Montana, 104 miles away from the nearest urban city (Billings, MT). The outpatient department provides services to an average of 150 patients per day, many of which are for Women’s Health services. The volume and complexity of prenatal and women’s health issues exceeds the capacity of our current staff. In an effort to provide our patients with the most comprehensive and timely access to care for these issues we utilize the services of a Certified

Nurse Midwife group, mid-level providers or OB providers. This allows our patients, and more specifically our highest risk females, to access the specialty services they require without having to travel to Billings, MT. The purpose of this contract is to continue these specialty services to ensure our patients continue to receive the best care possible.

B-2 PRICE SCHEDULE:

This solicitation will result in a Firm-Fixed Price (FFP) Purchase Order acquisition with one base year and four 12-month option periods.
