About this file

This document is a certification checklist required to be completed by offerors responding to Request for Proposal 70RTAC22R00000010 from the Department of Homeland Security for crowdsourced vulnerability assessment services. Offerors must certify that they have an existing security researcher community of at least 1,000 individuals applicable for assessing U.S. government systems, and that at least 150 researchers in their community have submitted three or more vulnerability reports through the offeror's platform in the prior 12 months. Failure to meet either of these two requirements for an active researcher community will result in the offeror's proposal being deemed non-responsive and removed from consideration for award. The solicitation seeks these crowdsourced vulnerability assessment services to identify vulnerabilities in DHS systems and helps ensure the Department protects the nation's critical infrastructure from evolving cyber threats.

Offeror Certification of

Active Researcher Community

Active Researcher Community

This checklist will be used for Phase 1 of the evaluation process described in the RFP, Section M. EVALUATION, subsection M.1. The Offeror shall complete this checklist and have certified it with the corporate signatory authority.

If responses are not noted on this checklist, it will be assumed that the Offeror’s proposal provides no response for this requirement. Absence of meeting the criteria for Active Researcher Community will be considered as a failure to meet that requirement and the Offeror’s proposal will be deemed non-responsive and removed from further consideration for award.

Instructions: The requirements are listed in the left-hand column. Please identify any requirements from items a) through b) your firm can meet by marking Yes or No. Failure to comply with ANY of the minimum Active Researcher Community requirements listed below will result in a technically unacceptable submission and rejection of the proposal. Thus, no further evaluation of the Offeror’s submission will be conducted.
