About this file
This is a Solicitation Addendum (Addendum No. 1, dated March 26, 2026) issued by the City of Austin's Central Procurement Office for Request for Proposals 6300 EAB3010, a Floodplain Reforestation Program. The addendum addresses a significant discrepancy in the original solicitation regarding native woody sapling quantities. The pricing form originally referenced 60,000 native woody saplings annually, while the scope of work specified implementation of floodplain reforestation on a minimum of 10 acres per year; given typical planting densities of 400-500 saplings per acre, these figures were inconsistent. In response to this clarification question, the City has corrected the annual estimate for line item 1.2 from 60,000 to approximately 6,000 native woody saplings annually. The solicitation closing date is April 7, 2026, at 2:00 PM, with offer opening at 3:00 PM the same day. Written questions must be submitted by March 31, 2026, at 2:00 PM. The contract term is twelve months with up to four additional twelve-month renewal options at the City's discretion, with sixty days' notice required if the City does not intend to renew. No mandatory site visit or pre-offer conference is required. Offerors must acknowledge receipt of this addendum by returning one signed copy with their response prior to the solicitation closing date, or their offer may be rejected.
The addendum updates the Solicitation Cover Sheet to Version 1 and replaces the Price Sheet with Version 1 to reflect the corrected annual sapling quantity. All other terms and conditions of the original solicitation remain unchanged. The evaluation criteria include Experience and Personnel Qualifications (20 points), Reforestation Program Concept and Approach (30 points), Outreach, Engagement, and Reporting Approach (15 points), and Price (15 points), with optional Local Business Preference (up to 10 points) and Small Business Preference (up to 10 points) available to eligible offerors. The City recommends that approximately 75 percent of contract funds be allocated toward direct reforestation activities. Additional contract deliverables include development of an Annual Work Plan, procurement of 50 pounds of native seeds or seed mix, marketing and outreach in English and Spanish, coordination of five volunteer events, establishment of a native woody seed collection and storage program, and cultivation of supplemental funding sources totaling at least $25,000. All contractors must comply with the City of Austin's living wage requirement of $22.05 per hour, wage theft certification requirements, and Minority and Women-Owned Business Enterprises program requirements.

SOLICITATION ADDENDUM
AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT
Revised 10/01/2024
Solicitation: RFP 6300 EAB3010 Addendum No: 1 Date: 3/26/2026
This addendum is to incorporate the following changes to the above referenced solicitation:
1.0 Question:
Q1 Question: The pricing form references 60,000 native woody saplings annually, while the scope of work specifies implementing floodplain reforestation on a minimum of 10 acres per year. Based on typical planting densities (approximately 400–500 saplings per acre), the acreage-based scope would yield a significantly lower annual sapling count. Given typical planting densities, these figures appear to represent different scales of work.
Could you provide guidance on how proposers should interpret the 60,000 sapling quantity in relation to the acreage-based planting requirements?
Q1 Answer: The annual estimate on the Price Sheet was inaccurate for line item 1.2, it has been updated to reflect an approximate annual amount of 6,000 Native Woody Saplings annually.
2.0 Documents Updated: The Solicitation Cover Sheet has been updated to V1. The Price Sheet has been updated and replaced with Price Sheet V1 to update the estimated annual quantity of line item 1.2.
3.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
