About this file
This Amendment #2 to Request for Proposal No. DPHE26-FP-6260, issued by the San Bernardino County Public Health Department on October 15, 2026, seeks proposals from qualified contractors to provide interactive web-based online training courses and assessments for food handler certification and food protection manager certification to County residents. The primary service involves delivering online training and assessment accessible 24/7 throughout San Bernardino County, with audio and visual content delivery, certificate printing upon successful completion, and fraud prevention measures. Additional services include providing or training a Food Protection Manager Certification Proctor to conduct in-person examinations within San Bernardino County on a scheduled basis mandated by the County. The amendment clarifies terminology distinctions for Food Handler Certification, Food Protection Manager Certification, and Food Protection Manager Certification Proctor roles. The number of awards will be determined based on proposal quality, and current contractors must submit proposals and be selected to continue providing services beyond the June 30, 2027 contract expiration date.
Compensation is structured on a contingency basis, with the contractor collecting fees directly from County customers in amounts established by County Ordinance, retaining an agreed-upon portion, and remitting the remainder to the County. Currently, approximately 5,000 County customers enroll monthly in the existing program. Attachment D requires proposers to detail proposed costs and fee splits for Food Handler Certification, Food Protection Manager Certification, and Food Protection Manager Certification Proctor services, along with comprehensive market and financial analysis to justify pricing. The County may utilize submitted cost information when updating the ordinance governing customer fees. Proposers must also outline plans for partnering with the County to provide in-person Food Protection Manager Certification services in compliance with California Health and Safety Code requirements.
