About this file

This is an amendment to a Request for Proposal issued by the San Bernardino County Public Health Department for Online Food Handler Training and Assessment (RFP No. DPHE26-FP-6260). The amendment, issued on September 28, 2026, modifies the fee collection and compensation structure outlined in the Scope of Work. The contractor will collect fees directly from customers for training, assessments, food handler certification, food safety manager certification, and food safety manager proctor services, with fee amounts established by County Ordinance 16.0213B(b)(14). The contractor retains a portion of collected fees as compensation for facilitating the programs, while the remaining amount is forwarded monthly to the County to cover administrative functions associated with the food handler program.

Proposers must indicate on Attachment D the specific portion of each applicable fee they propose to retain, with the remainder submitted to the County for program administration costs. This fee-sharing arrangement establishes the pricing structure for the contract, with the contractor's compensation directly tied to fee collection activities and the County's revenue derived from the administrative fee component.
