About this file

This document is a Request for Proposal (RFP) issued by the Idaho Department of Health and Welfare (the Department) for Telephone and Online Tobacco and Vaping Cessation Services. The Department is seeking proposals from qualified contractors to provide a toll-free telephone-based quitline and a web-based tobacco cessation resource customized for Idaho tobacco users. The initial contract term is anticipated to be from January 1, 2025 to December 31, 2028, with the potential for up to five years of renewals. The RFP includes detailed requirements for the telephone and online cessation services, including call volumes, counseling protocols, nicotine replacement therapy, referrals, and data collection and reporting.

The RFP states that the Department has previously spent approximately $750,000 annually on these cessation services. Funding is provided through the Centers for Disease Control and Prevention (CDC) and the Department's own resources, and may fluctuate based on state and federal policy changes. The RFP outlines mandatory submission requirements, proposal format and evaluation criteria, with technical proposals accounting for 60% of the total score and cost proposals accounting for 40%. Offerors must provide detailed responses demonstrating their qualifications and approach to meeting the scope of work requirements.

OVERVIEW TC "1

OVERVIEW" \f C \l "1" 1.1 Purpose The Department’s Division of Public Health is seeking Proposals for Telephone and Online Tobacco and Vaping Cessation Services.

1.2 Background Information The Department is a state umbrella agency with a vision to provide leadership for development and implementation of a sustainable, integrated health and human services system and a mission to promote and protect the health and safety of Idahoans. Programs and services are provided to all geographical areas of the state through seven (7) regional health districts (Attachment 6 -- Region Map), numerous field offices, and through contracts and collaborations with other agencies and organizations.

The Bureau of Community Health is located within the Department’s Division of Public Health. The Idaho Tobacco Prevention and Control Program (Project Filter) is housed within the Bureau of Community Health, which addresses the Bureau’s mission by collaborating with and providing funding for tobacco prevention and control efforts throughout the state.

Project Filter is funded by the Centers for Disease Control and Prevention (CDC), Office on Smoking and Health (OSH). The goals of the program are to prevent initiation of tobacco use among young people, eliminate nonsmokers’ exposure to secondhand smoke, promote tobacco cessation among adults and young people, and identify and eliminate tobacco-related disparities. These goals are achieved by using a comprehensive approach as recommended by the CDC. Research shows that using this approach is an effective means to decrease the use of tobacco.

Project Filter is interested in establishing methods for all tobacco users in Idaho to access the cessation resources necessary to successfully quit. The Department is seeking a Contractor who has telephone-based quitline capabilities and a web-based tobacco cessation resource that can be customized for Idaho tobacco users. Both cessation resources are expected to provide the information and/or counseling to help participants successfully quit commercial tobacco and vaping use.

The Department has had cessation services described in this proposal for several years. Based on previous four (4)-year Contracts, the estimated annual cost of these services has been approximately seven hundred fifty thousand dollars ($750,000). This fluctuates based on number of participants utilizing the cessation services provided. State and federal funding and/or policy changes will cause fluctuations in the Department’s funding and/or the services needed.

QUESTIONS TC "2

QUESTIONS" \f C \l "1" 2.1 Restrictions on Communications

From the issue date of this RFP, until a Contract is awarded, or the RFP is cancelled, vendors are prohibited from communications regarding this RFP with Department staff, evaluation committee members, or other associated individuals, except the Department’s RFP Lead.
