About this file
This document is an addendum to a Request for Proposals (RFP) issued by the Orange County, North Carolina Finance and Administrative Services Department - Purchasing Division for Landscape and Grounds Maintenance Services at Orange County Facilities. The selected firm shall not subcontract the basic grounds maintenance work, but may subcontract special related services. The RFP indicates there are two incumbent providers, one in the Hillsborough area and one in Chapel Hill, with whom the County has separate contracts. The contract will require periodic leaf removal, litter and debris collection, and hazard monitoring from mid-November through mid-February. Pesticides other than Roundup can be used on an as-needed basis, following all rules and regulations. Fertilizing and liming is not part of the scope, as the County performs those tasks in-house. Mowing will be required from March 1, 2025 to November 1, 2025, with the frequency dependent on weather and growing conditions. Hedges and ornamental trees are to be shaped once per year.
The RFP allows for one character reference to replace one of the three required references. Grounds maintenance is permitted on weekends at all sites except the Motor Pool site, which is inaccessible on weekends. The Master Gardener section of the Orange County campus is exempt from the grounds maintenance scope. No further details are provided regarding pricing terms, set-asides, funding sources, or contract amounts.

RFP Addendum No 2
November 22, 2024
ORANGE COUNTY RFP No 367-OC 5440
Request for Proposals to Provide Landscape and Grounds Maintenance Services at Orange County Facilities
To All Interested Providers:
Please see the following questions and responses below.
1. The RFP states that no-subcontractors will be allowed. While we perform all of our core-maintenance services in-house, we do utilize strategic partners to manage retention ponds, mulch services and turf fertilization. The reason we utilize these partners is to keep our core teams focused on the maintenance issues on your property. Would this eliminate our Company from bidding on this project?
Response: The selected firm shall not subcontract the basic grounds maintenance work.
However, they will be allowed to subcontract special related services to fulfill the contract obligations.
2. Is there an incumbent and if so, what were the previous bids?
Response: There are two providers – one in the Hillsborough area and one in Chapel Hill.
The County entered into two separate contracts.
3. Is there any required leave removal? Section 5.0 Scope of Services regular maintenance under #3 states periodical visits from mid-November through Mid-February to check for litter, debris fallen or broken limbs and other hazards.
Response: Yes, as noted in the RFP under the Routine Maintenance Section. Some locations may participate in Leave Your Leaves campaign, these would be identified to the successful contractor in advance of fall.
4. Trash Collection under routine maintenance #1 Section 5.0 Scope of Services. Does this mean receptacles or just trash on grounds?
Response: Yes, both. Only cans are at River Park.
5. Can character references replace references for size and scope?
Response: One character reference may replace one of the three required references.
6. Please advise of your pesticide expectations.
Response: Pesticides other than RoundUp can be used on as needed basis, following all rules, regulations, and laws.
7. Is upkeep of the Master Gardener section at the Orange County campus included in the RFP?
Response: The Master Gardener area is exempt and will be delineated on a map. The area to be mowed by contractor is the area between US 70 and top of berm, and front of building to the parking lot.
8. Is fertilizing and liming a part of the request for proposal on any of the sites?
Response: No, the County does this in house on an as needed basis
9. Is weekend grounds maintenance allowed at all sites except Motor pool site due to inaccessible on weekends?
Response: Yes.
10. Is the mowing season from March 1, 2025, until November 1, 2025?
Response: Mowing season depends on weather, but for the purpose of scheduling and proper maintenance the mowing season should reflect actual conditions on site.
11. During mowing season is turf to be mowed twice a month or 4 times a month?
Response: That depends on weather and growing conditions. If grass is growing very fast it may need more mowing, during dry times it may not need to be mowed at all.
Proposals should take this into account.
12. Are hedges and ornamental trees to be shaped once a year?
Response: Yes.
