II. BACKGROUND
A. Background
HRSD is a political subdivision of the Commonwealth of Virginia. Our promise and vision are to treat wastewater and recover natural resources to protect public health and the environment so that our communities will have clean waterways and reliable water resources for generations to come.
For more than 80 years HRSD has been the regional wastewater treatment provider for southeastern Virginia, an area of more than 5,000 square miles and serving more than 1.9 million people across 20 cities and counties.
HRSD is an innovative, forward-thinking, and highly regarded agency throughout the industry and has received numerous awards and patents and is consistently recognized for its work. For more information about HRSD, please visit www.hrsd.com.
The SWIFT (Sustainable Water Initiative for Tomorrow) Research Center serves as a critical research facility, fully operational advanced water treatment facility, and a public outreach center for SWIFT. The facility has the capacity to generate one (1) million gallons per day (MGD) of SWIFT Water®, which meets drinking water quality regulations and is compatible with the Potomac aquifer. Each year, the SWIFT Research Center welcomes a wide range of stakeholders, students, elected officials, national and global utility partners, economic development, HRSD staff, and community members to learn about SWIFT. To enhance the visitor experience and support outreach efforts, HRSD is seeking a Firm to provide guidance, design, and implement elements to create a more interactive, informative, dynamic, and accessible experience at the SWIFT Research Center.

Index page must be submitted in the front of each Offeror's proposal. The classification of an entire proposal document, line item prices and/or total proposal prices as proprietary or trade secrets is not acceptable and may result in the rejection of the proposal.
