About this file
This is Amendment #1 to Request for Proposals #34717-01017 issued by the Tennessee Department of Revenue for the Unclaimed Vehicle Portal project. The amendment updates the RFP schedule of events and revises the Pre-Response Conference section. Key dates include a Pre-Response Conference on January 23, 2026 at 1:00 p.m. at the Tennessee Department of Revenue Andrew Jackson Building in Nashville, which is not mandatory but may be limited by space constraints. The Written Questions & Comments deadline is February 6, 2026 at 2:00 p.m., with the State providing official responses on February 20, 2026. The proposal response deadline is February 27, 2026 at 2:00 p.m. Technical evaluations are scheduled for completion by March 17, 2026, with cost proposal scoring on March 18, 2026 at 2:00 p.m. Negotiations are scheduled for March 19-20, 2026. The State will release the Notice of Intent to Award on March 25, 2026, with a protest period ending April 1, 2026. The selected contractor must sign the contract by April 8, 2026 at 2:00 p.m., with a projected operational date of October 1, 2026.
The RFP seeks a vendor to design, develop, deploy, and maintain a centralized web-based portal accommodating approximately 100,000 abandoned vehicle notices annually. The system must be State-hosted in AWS, operate 24/7/365, and integrate with existing Tennessee Department of Revenue databases and the State's merchant services provider for transaction-based fees. The amendment clarifies that oral responses provided at the Pre-Response Conference are unofficial and non-binding, requiring all official questions and concerns to be submitted in writing. The RFP document does not specify budget amounts, set-asides, incumbent vendors, or detailed pricing terms, leaving financial negotiations to occur after technical and cost proposal evaluations.
