About this file

This is Amendment #1 to Request for Proposals #34717-01017 issued by the Tennessee Department of Revenue for the development and implementation of an Unclaimed Vehicle Portal. The amendment updates the schedule of critical procurement events. The Pre-Response Conference is scheduled for 1:00 p.m. on January 23, 2026, at the Tennessee Department of Revenue Andrew Jackson Building, Hearing Room 201 in Nashville, Tennessee, with attendance not mandatory but potentially limited based on space constraints. The deadline for submitting a Notice of Intent to Respond is 2:00 p.m. on January 26, 2026. Written questions and comments must be submitted by 2:00 p.m. on February 6, 2026, with the State providing official responses on February 20, 2026. The proposal response deadline is 2:00 p.m. on February 27, 2026. Respondent oral presentations are scheduled for 8:00 a.m. to 4:30 p.m. on March 10, 2026. Technical evaluations are scheduled for completion by March 17, 2026, with cost proposal scoring occurring on March 18, 2026, at 2:00 p.m. Negotiations are anticipated for March 19-20, 2026. The State plans to release its Notice of Intent to Award on March 25, 2026, with the protest period ending April 1, 2026. The selected contractor must sign the contract by April 8, 2026, at 2:00 p.m.

The portal must be operational by October 1, 2026, and is designed to enable law enforcement and the general public to post and search notices for unclaimed, abandoned, or recovered vehicles by vehicle identification number and license plate number, with an anticipated volume of approximately 100,000 notices annually. The amendment clarifies that the Pre-Response Conference is for discussion purposes only, with any oral responses being unofficial and non-binding; all official questions and concerns must be submitted in writing. The RFP does not specify budget limitations, set-asides, or incumbent information, with pricing and financial terms to be determined through the competitive proposal process. The portal must integrate with existing Tennessee Department of Revenue databases and systems.
