About this file

This Request for Proposals (RFP) document is issued by the Tennessee Department of Revenue for the development and implementation of an Unclaimed Vehicle Portal system. The RFP solicits a single vendor to design, develop, deploy, and maintain a web-based portal enabling law enforcement and the general public to post and search public notices related to abandoned, immobile, unattended, or otherwise recovered vehicles. The portal must support searchability by Vehicle Identification Number (VIN) and state-issued license plate number, accommodate approximately 100,000 notices annually, and be fully operational by October 1, 2026. Key procurement dates include a Pre-Response Conference scheduled for January 23, 2026, a written questions deadline of February 6, 2026, and a final proposal submission deadline of February 27, 2026 at 2:00 p.m. The evaluation timeline encompasses technical evaluations completed by March 17, 2026, cost proposal scoring on March 18, 2026, and potential contractor negotiations on March 19-20, 2026. The State plans to issue a Notice of Intent to Award on March 25, 2026, with contract execution expected by April 8, 2026. The contract will include an initial implementation and development phase followed by ongoing maintenance and support services, with potential renewal options contingent on performance and continued departmental needs.

Vendors will be evaluated on technical expertise, proposed solution functionality, database integration capabilities, mobile accessibility, reporting functionalities for compliance and auditing, and overall alignment with the department's modernization goals for vehicle title and ownership services. The RFP does not specify set-aside provisions for small businesses or disadvantaged enterprises, nor does it identify an incumbent vendor. Pricing will be submitted by vendors covering development costs, implementation, training, and ongoing support services; however, the RFP does not explicitly state a specific budget range or award value, leaving financial terms to be determined through the competitive proposal process. Funding will be provided through the Tennessee Department of Revenue's operating budget. The selected vendor must demonstrate expertise in web application design, government IT systems, and database integration, with the portal requiring seamless integration with existing Department of Revenue databases and systems.
