About this file
This is a pre-solicitation conference presentation and notes from Washington State Parks for RFP 325-475 regarding a Life Jacket Wear Rate Study. The project involves conducting an observational study to evaluate current life jacket usage rates among recreational boaters across Washington State, analyzing the results, building on previous studies, assessing trends over time, evaluating existing safety campaign effectiveness, and analyzing the impact of life jacket loaner stations on wear rates. The pre-solicitation conference was held via Teams teleconference on November 22 from 11:00-11:30pm. Questions are due by December 2 at 1pm, and proposals must be submitted to bidbox@parks.wa.gov by December 17 at 1pm. The anticipated contract award date is January 28.
The evaluation process will award one contract based on a 100-point scale: bid price (30 points), experience and expertise (40 points), and approach/work plan/project schedule (30 points). Per Washington State's supplier diversity focus, State Parks is required to award to the highest scoring responsive and responsible bid from a small business (as defined by RCW 39.26.010(22)) or veteran-owned business (certified by Department of Veteran Affairs). Proposals received after the deadline will be rejected as non-responsive, regardless of cause. Bidders will receive an auto-reply confirming receipt of their email submission.
