About this file
This is a legal advertisement for a sealed proposal solicitation issued by Chemung County and the City of Elmira, New York, for Sheriff Fleet Vehicle Maintenance and Repair (RFP-2910). The Chemung County Sheriff's Office requires comprehensive fleet maintenance and repair services to ensure vehicles remain safe, functional, and available for all shifts. Services include preventive maintenance on a scheduled basis dependent upon vehicle use, as-needed repairs, and New York State inspection services for each vehicle in the fleet. The vendor must prioritize service to the Sheriff's Office fleet and minimize vehicle downtime to reduce driving time to and from the service facility. Sealed proposals in duplicate must be submitted to the Chemung County-City of Elmira Purchasing Department, Third Floor, Room 309, 150 Lake Street, Elmira, New York 14901, by 1:45 P.M. on November 5, 2026. Bidding documents became available on October 8, 2026, through the Empire State Purchasing Group at www.EmpireStateBidSystem.com and are not available from other sources.
The vendor is prohibited from outsourcing mechanical work without prior written approval from the Sheriff's Office. Monthly reports detailing work performed on each vehicle—including vehicle identification, mileage, work type, labor hours, labor costs, parts costs, and total repair or service costs—must be submitted to the Sheriff's Office, along with annual reports providing the same information. The County reserves the right to reject any and all proposals and to waive any informality. Faxed or electronic proposals will not be accepted; proposals must be submitted in physical form as official copies obtained from the Empire State Purchasing Group to ensure receipt of any addenda issued.
