About this file

The document is a Request for Proposals (RFP) #274-HCD-FY26-1 issued by the City of Raleigh's Housing and Community Development Department for a Housing Rehabilitation Consultant. The RFP seeks a consultant to manage housing rehabilitation projects for single-family and multi-family properties, including developing specifications, overseeing project delivery from preconstruction through closeout, and performing tasks such as property inspections, spec writing, project management, and contractor oversight. The proposal is due on August 6, 2025, by 5:00 PM EST, with an anticipated contract term of two years and potential renewal options for up to three additional one-year terms, for a maximum contract period of five years.

The RFP indicates the department plans to rehabilitate approximately 50+ dwelling units annually, with typical single-family projects being 5-room, wood-framed bungalows under 1,300 square feet, built prior to 1978. The contract will involve developing detailed rehabilitation specifications, managing construction timelines (typically 45-60 days), and working with low-income homeowners. While specific pricing is to be proposed by bidders, the document suggests an average rehabilitation contract of around $75,000. The city emphasizes working with minority and women-owned business enterprises and requires compliance with various federal and state regulations, including E-Verify, Iran Divestment Act, and accessibility guidelines.

This schedule must be approved by Department staff; the duration will be based on the project scope. In the event the project is not completed within the scheduled timeframe a 10% reduction in the management fee will be withheld.

5. Site Supervision and Inspections: Thoroughly inspect work in progress on a regular basis, with a minimum of two job inspections per week.
