ADDENDUM #1: City Response to Written Questions (see below)

1. Does this contract involve any matching fund requirements tied to the release of payment—either from the City, HUD, or another funding source? If so, could you please confirm:

a. Whether matching funds must be secured or contributed prior to the disbursement of payments to the awarded contractor;

Answer: No, the match requirement is not tied to the disbursement of payments to the contractor. The City’s HOME match obligation is tracked annually based on expenditures within a given HUD fiscal year, not on a project-by-project basis.

b. What percentage, if any, of the project cost is subject to a match requirement;

Answer: Project funded with HOME are subject to a 25% match requirement.

CDBG-funded projects do not have a match requirement. There is no additional City policy that modifies or adds to the matching requirements for these programs.

c. Who is responsible for contributing those matching funds (e.g., City of Raleigh, property owner, or contractor);

Answer: The City of Raleigh, as the Participating Jurisdiction (PJ), is responsible for meeting the overall HOME match requirement. This responsibility does not fall on the property owner or the contractor.

d. Whether the selected consultant will be expected to advance costs and be reimbursed later, or if services are paid on a direct-pay basis by the City.

Answer: The City pays for services on a reimbursement basis after work is completed. The City’s standard payment term is net 30 days from the invoice date. Invoices must detail completed work and are reviewed by City staff prior to payment processing.
