About this file
This is a Request for Proposal (RFP) issued by the Virginia Commercial Space Flight Authority (VCSFA) seeking qualified firms to design, procure, and retrofit a 20-foot ISO Tunnel Container into a Launch Equipment Vault (LEV). The project requires comprehensive services including all labor, materials, equipment, tools, supervision, transportation, fees, bonds, and warranties necessary to complete the conversion. The RFP establishes pricing terms and conditions that contractors must address in their proposals, along with any applicable set-asides or preferences. The project is funded through the Virginia Spaceport Authority's budget allocation for infrastructure development supporting commercial space flight operations. Contractors should be prepared to provide detailed cost estimates, project timelines, and qualifications demonstrating relevant experience with container modification, vault construction, or similar specialized equipment projects. All bidders must comply with Virginia procurement regulations and provide appropriate bonding and insurance coverage as specified in the RFP terms.
