About this file

This is Amendment 01 to Request for Proposals (RFP) 27-140100-001-006 issued by the Virginia Commercial Space Flight Authority (VCSFA) for a Mobile Launch Equipment Vault project. The VCSFA seeks qualified firms to design, procure, and retrofit a 20-foot ISO tunnel container into a Launch Equipment Vault (LEV) for use at the Mid-Atlantic Regional Spaceport at NASA Wallops Flight Facility on Wallops Island, Virginia. The LEV will be classified as Group S2 Low Hazard Storage and will function as a mobile, non-permanent structure. The amendment provides responses to vendor inquiries and clarifies project requirements including electrical specifications, RF shielding standards, and commissioning procedures. All proposals must be submitted via email to solicitations@vaspace.org by September 18, 2026, at 4:00 p.m. EST, with offerors required to acknowledge receipt of this amendment either with their proposal submission or prior to the deadline. If offerors have already submitted proposals, they may withdraw and resubmit revised proposals accompanied by signed acknowledgment of the amendment.

The amendment addresses seven key vendor questions regarding technical specifications and project responsibilities. The VCSFA will serve as the Engineer of Record for the I-beam frame and will furnish and install all Intrusion Detection System (IDS), Access Control System (ACS) devices, lock hardware, and closed-circuit television (CCTV) cameras. Electrical requirements specify HBL5100P9W or equivalent connectors with IP67 rating to support electrical infrastructure in the conex container. RF shielding must meet standard demonstration testing per IEEE-299 with third-party witness verification as acceptable. The VCSFA confirms that a second commissioning day is allowable if weather or access issues cause delays. All other terms and conditions of the original solicitation remain unchanged.
