RFP 27-03 On Call Arboriculture Consulting Services Summary

This is a Request for Proposal (RFP) issued by the Massachusetts Department of Conservation and Recreation for on-call arboriculture consulting services. The RFP seeks qualified arboriculture consultants to provide expert guidance on tree management, assessment, and preservation across state properties and initiatives. Services requested include tree health evaluations, risk assessments, management recommendations, and technical consulting support for arboriculture-related projects. The solicitation operates on an on-call basis, allowing the state to engage contractors as needed for various assignments throughout the contract term. Prospective bidders are required to submit detailed proposals demonstrating their qualifications, experience, and methodology for delivering arboriculture services. The RFP specifies submission deadlines and evaluation criteria for selecting qualified contractors. The contract will be awarded to one or more vendors capable of meeting the state's arboriculture consulting needs on an as-needed basis for the contract period, with potential renewal options available.

Pricing for services is to be submitted as hourly rates or fixed fees depending on the specific scope of work assignments, with all costs subject to state approval and budget constraints. The state may establish multiple on-call contracts with different vendors to ensure service availability and competitive pricing for individual projects. Massachusetts may set aside a portion of work for minority-owned, women-owned, or disadvantaged business enterprises as permitted under state procurement regulations. Contractors should be prepared to work flexibly on various projects and assignments as directed by the state. Funding for individual task orders will be drawn from departmental budgets and may vary based on project requirements and legislative appropriations.
