About this file

This document is a Bidders Questions & Answers response issued by the Michigan Department of Health and Human Services (MDHHS) for RFP 260000002483, which seeks a Title II Grant Evaluator contractor. The contract has an anticipated effective date of January 1, 2027, and will expire on December 31, 2029, with the potential for renewal for up to two additional one-year periods at the State's sole discretion. The contractor will evaluate up to eight grantees, including three carryover grantees from currently active grants, with anticipated new Title II grant awards ranging from two to five per year based on historical data. Key deliverables include the development of per-grantee project plans that outline project periods, objectives, methodology (including tasks, timelines, and deliverables), and assigned personnel, along with organizational charts showing the entire project team structure within the bidder's organization.

Pricing should be submitted only for the base contract term (January 1, 2027 through December 31, 2029) and not for option years. Bidders must provide a pricing schedule in a modifiable format using an hourly unit rate structure and should propose the anticipated number of units for the rate calculation. Bidders may also propose additional rates or variations with their bids. The RFP response format requires bidders to either accept requirements with no exceptions or list all exceptions; the State does not require narrative descriptions for sections addressing acceptance, technical assistance, and meetings requirements. The contract does not include any specific set-asides, and no information regarding total funding amounts or specific grant award timelines is provided.

Answer (to be completed by the State)
1
Standard Contract Terms
1
The Standard Contract Terms appears to include a PoP of Jan 1 2027 - Dec 31, 2029 with two additional option years. Can MDHHS confirm the intended contract term/POP?
Yes, the awarded contract has an anticipated effective date of January 1, 2027, and unless terminated, will expire on December 31, 2029.

The contract may be renewed for up to two additional one-year period(s). Renewal is at the sole discretion of the State and will automatically extend the Term of this Contract. The State will document its exercise of renewal options via Contract Change Notice.

2
Schedule A, Statement of Work, Section 2
1
The RFP indicates the contractor is expected to work with up to eight grantees. Are there any currently active grantees that will still be active when this contract starts (i.e., carryover grants)? What is the anticipated timeline for awarding new Title II grants? How many grants have been awarded per year over the previous five years?
Yes, three active grantees will be carried over.

The anticipated timeline is unknown at this time and is dependent on the timeline of the Federal Title II grant award.

Over the past five years grant awards have ranged from two to five per year.

The project plan is related to Schedule A, Statement of Work, Section 3.
