About this file

This is a Statement of Work (Schedule A) for RFP 260000002353 issued by the Department of Technology, Management and Budget (DTMB) for the State of Michigan to address masonry repairs at the George W. Romney Building, a thirteen-story state-owned office facility located at 111 S. Capitol Ave in downtown Lansing, Michigan. The project scope addresses rainwater infiltration above the 12th floor and includes nine specific requirements: replacement of lintels on 12 upper windows with galvanized replacements and stainless-steel flashing; removal and reinstallation of bowed-out brick on penthouse walls; identification and replacement of severely cracked, spalled, or deteriorated bricks; caulking of coping joints with proper sealant; installation of penthouse flashing where the roof meets the penthouse wall; tuckpointing of defective exterior mortar joints; and bidder estimates for water and power requirements, roof protection measures, and project duration in weeks. The contract requires all products to meet the highest quality standards with a service life exceeding 15 years, and bidders may propose alternate bids with clearly described variances from specifications.

Pricing is firm for the entire length of the contract, with adjustments based only on documented changes in actual contractor costs subject to mutual negotiation following a 30-day review period. The State will make payment by electronic funds transfer (EFT) upon final acceptance and invoice submission. Contractors must comply with prevailing wage requirements as established under 2023 PA 10 and MCL 408.1101 et seq., and must appoint a dedicated Program Manager to coordinate with the State. All contract activities must be completed within 90 business days from the receipt of order, with a final project plan required within 30 calendar days of the contract effective date. The contractor must ensure compliance with ADA accessibility standards for all digital deliverables and must disclose all subcontractors, including GDBE participation percentages. Additionally, the contractor must provide Material Safety Data Sheets for hazardous chemicals and confirm that all products are free from mercury, brominated flame retardants, and intentionally added PFAS unless otherwise justified and disclosed.

The term “Contractor” in this document refers to a bidder responding to this RFP, as well as the Contractor who is awarded the contract. The term “bidder” is used to identify where specific responses to the RFP are required. Yellow fields are also used to identify areas where a bidder response is required.

The Contractor must respond to each requirement or question and explain how it will fulfill each requirement. Attach any supplemental information and reference it appropriately within your response.

Background The George W. Romney Building is a state-owned office facility located at 111 S. Capitol Ave in downtown Lansing, Michigan. Formerly known as the Olds Plaza Building (and originally built as the Olds Hotel in 1925), it was renovated and renamed in 1996 to honor Michigan's 43rd Governor, George W. Romney. The building features a distinctive thirteen-story design and a 10-story open-air atrium starting on its fourth floor. There is water infiltration on the 12th floor.

Scope This project is intended to resolve rainwater infiltration above the 12th floor that is not roof leakage, as well as to restore brick-bow-out, broken brick, rusted lintels, failed caulk and mortar, and flashing replacement.

Reserved General Requirements Requirement 1: Replace lintels on 12 upper windows. Remove not less than 3 courses of brick and rusted lintels. Replace lintels with galvanized replacement, new stainless-steel flashing, end dams, termination bar and incorporating proper mastic and vents. Install reclaimed and/or new brick, matching original size, color and coursing.

Requirement 2: On Penthouse walls, where brick is bowed out, remove brick and install reclaimed and/or new brick, matching original size, color and coursing, using proper anchors.

Requirement 3: Brick replacement, identify all severely cracked, spalled or deteriorated bricks and cut them out, removing all old mortar. Install new brick in full bed of new mortar. Brick replacement must closely match existing; Bidder must address any concern with brick availability in their proposal. Owner pre-approval will be required.

Requirement 4: Caulk coping by cutting out caulk on existing coping head joints and corner pilaster, install closed-cell backer rod and proper sealant, making sure the application and conditions meet or exceed sealant manufacturers’ recommendations.

Requirement 5: Install Penthouse flashing, where roof meets Penthouse wall, remove 3 courses of brick and install stainless-steel flashing and Perm-A-Barrier with pressure bar. Re-install reclaimed and/or new brick, matching original size, color and coursing, using proper anchors.

Requirement 6: Tuckpointing. Identify defective exterior mortar, defined as a joint where the mortar is loose, eroded, powdered, broken, hollow or soft. Joints with fine shrinkage cracks, where no original material is missing, are not considered defective. Cut defective joints to a depth of at lease ¾”, wash clean with water and firmly fill as may be necessary to restore to original-like condition. Mortar replacement must closely match existing. Owner pre-approval will be required.

Requirement 7: Bidder to estimate water and power requirements to be provided by owner.

Requirement 8: Bidder to describe roof protection measures that will be implemented.

Requirement 9: Bidder to estimate project duration, measured in weeks.
