III. Evaluation Results A. Biotech Clinical Laboratories Inc.
The Evaluation Team determined that Biotech Clinical Laboratories, Inc. based on a score of 96, did meet the requirements of this RFP. This determination was accomplished by evaluating their responses to the Technical Evaluation Criteria.
1. Vendor Questions Worksheet (15/15) The Evaluation Committee determined that the overall responses were satisfactory, no deficiencies were noted.
2. Statement of Work, Section 1 (37/40) The Evaluation Team determined that overall, the responses were mostly satisfactory, but the following deficiencies were noted:
a. Section 1.1. Requirements. The Bidder stated they will utilize established local laboratory networks and dedicated courier services; however evaluators would have liked more detail on how STAT requirements would be met for Caro Psychiatric Hospital due to being in a rural location.
b. Section 1.6. Transporting. Evaluators would have liked to receive a copy of the standard laboratory operating procedures referenced in their response to ensure the SOP Integration.
c. Section 1.7. Retesting. Evaluators would have liked to know if the specimen did not meet the required volume and stability, if there is a plan for retesting, i.e., obtaining a new sample.
3. Statement of Work, Sections 2-4 (24/25) The Evaluation Committee determined that the responses were mostly satisfactory, but the following deficiencies were noted:
a. 4.5. Organizational Chart. While the bidder provided an organizational chart, the hierarchy of reporting was unclear.
4. Statement of Work, Sections 5-9 (20/20) The Evaluation Committee determined that the overall responses were satisfactory, no deficiencies were noted.
Total Score: 96/100 B. Vibra Health Lab The Evaluation Team determined that Vibra Health Lab based on a score of 80, did meet the requirements of this RFP. This determination was accomplished by evaluating their responses to the Technical Evaluation Criteria.
1. Vendor Questions Worksheet (15/15) The Evaluation Committee determined that the overall responses were satisfactory, one commented noted with no points deducted.
a. Section 2. Gross sales reported were unclear as they stated they were “in thousands”.
2. Statement of Work, Section 1 (24/40) The Evaluation Team determined that overall, the responses were mostly satisfactory, but the following deficiencies were noted:
a. Section 1.1. Requirements. Evaluators preferred that the Bidder identify labs close in proximity to Caro and KPH for STAT testing. It is unclear whether they are doing the blood draws for CFP or WRPH for all draws. Bidder is charging $30 per STAT when they pick up the specimens after hours from CFP and WRPH. All pricing must be included in the cost per test.
b. Section 1.2. Specimen Testing and Documentation. The Bidder did not explain how they would comply with the requirement. They only reiterated the requirement.
c. Section 1.5. Hours. Evaluators would have liked to know their back-up plan for phlebotomists and couriers.
d. Section 1.7. Retesting. Bidder states if the retesting cannot be performed, it would be handled on an individual basis. Evaluators would have liked to know the plan for retesting, i.e., obtain a new sample.
e. Section 1.9. Patient Identification Process. Evaluators were not clear what the test order documentation is that is referenced in their response and whether they are providing their own patient identifier number which may lead to confusion on which patient it is.
f. Section 1.13. Reflex Testing. The Bidder responded to the question for reflex testing, but it was vague.
g. Section 1.15. Training. The Bidder stated the laboratory test codes can be found on their website within the test directory. It is a requirement that the bidder provide documentation and training materials to the hospitals.
h. 1.16. Interfaces. Since the Bidder disclosed working with the State currently, the evaluators would have liked them to describe what is currently in place and if it does not meet requirements, what is necessary to establish the requirement of a bidirectional interface including working with Netsmart or any other systems as identified by the State.
3. Statement of Work, Sections 2-4 (23/25) The Evaluation Committee determined that the responses were mostly satisfactory, but the following deficiencies were noted:
a. 4.4.A. Key Personnel. Bidder did not provide the percentage for each key personnel listed. They stated they will provide it as needed. Given the detailed responsibilities of the staff in their response, and it was requested, a percentage of time could have been estimated.
b. 4.6. Disclosure of Subcontractors Chart. The Bidder stated they were sending tests that they do not process to another lab, i.e., Lab Corp. It is unclear their business relationship and whether a subcontract is in place.
c. 4.7. Security. The Bidder stated their employees are identified using a lab provided ID badges. The State may require them to wear a state issued badge.
4. Statement of Work, Sections 5-9 (18/20) The Evaluation Committee determined that , the responses were mostly satisfactory, but the following deficiencies were noted:
a. 5.2. Issue Management. Bidder did not describe how they would meet the requirement but stated they would give the information if they were awarded the contract.
Total Score: 80/100
