About this file
This is an Award Recommendation and Evaluation Synopsis issued by the Michigan Department of Management, Technology, and Budget's Financial Services Procurement Division for RFP 260000000884 regarding AssetWorks Maintenance and Hosting services. The State solicited proposals for a contractor to provide AssetWorks maintenance and support through a request for proposal posted on SIGMA VSS on January 22, 2026, with a response deadline of February 12, 2026. The contract term is five years with up to five additional one-year renewal options. One bidder, AssetWorks USA, Inc. (400 Holiday Drive, Suite 200, Pittsburgh, PA 15220), submitted a proposal by the published due date. The evaluation was conducted by a Joint Evaluation Committee consisting of representatives from DTMB's Logistics & Operations Support, Agency Services, and Financial Services divisions. The committee scored proposals based on four technical criteria: Schedule A Statement of Work (35 points), Schedule A Attachment 1 Business Specification Worksheet (35 points), Schedule C through G contractual requirements including insurance, service level agreements, and data security (15 points), and vendor questions and resume templates (15 points).
AssetWorks USA, Inc. achieved a technical evaluation score of 95 out of 100 points, exceeding the 80-point threshold required for pricing evaluation and award consideration. The evaluation team identified one deficiency regarding unacceptable redlines on Schedule D and Schedule E that would require excessive negotiation. The award recommendation to AssetWorks USA, Inc. was based on best value determination, considering the proposal's technical merit, price competitiveness, and ability to negotiate a fair and equitable contract. The notice of intent to award is dated July 24, 2026, and is pending State Administrative Board approval if applicable.
